The key role of trade in the development process is widely accepted today. Two recent events, both relating to international organizations, underscore this acceptance. One was the convening in 1964 of the United Nations Conference on Trade and Development (UNCTAD) and its establishment as a permanent organ of the UN system. Under UNCTAD's aegis a continuing examination is being conducted as to ways of reshaping world trade policies in the interests of the developing countries. The other event was the adoption early the following year of a new set of articles on trade and development in the General Agreement on Tariffs and Trade (GATT). In the new articles recognition of the role of exports in economic development was established for the first time in the text of the GATT itself, and a constitutional basis was provided for GATT's many activities designed to promote the exports of developing countries. Elsewhere in this volume are essays evaluating the contributions of UNCTAD and GATT toward the promotion of development in the world's poor countries. In this essay I will rather explore more generally the relation between international trade and economic development and discuss some of the problems that have arisen in the effort to make trade a more effective instrument of development.

Banking and stock market are two financial institutions which play an important role in the economic development process. Many studies suggest that the development of banking and stock market are able to increase the economic growth. There are factors which influence the development of these two financial institutions, for example macroeconomic stability and institutional influences such as corruption. This study aims to analyze how corruption affects the development of banking and stock market and also tries to identify the role of development of banking to reduce corruption. This study uses panel data for nine countries of ASEAN +3 region, during 2003-2012. The result shows that corruption hinders the development of banking and stock market. In addition, banking development will reduce corruption.

Recent evidence strongly suggests that firms’ joint action may be insufficient for the creation of clusters in order to face the new competitive pressures of globalization. To cope with these pressures, the authors argue that governments can play an important role in the process of creating the development of clusters. Based on a theoretical framework, they examine the way in which governmental intervention and public policies to foster cluster creation may provide positive outcomes. Here, the authors study the different approaches developed in cluster theories and provide an insight into the set of governmental and policy roles that may facilitate the formulation of local clusters. Finally, they propose a re-conceptualization of clusters theory that will potentially increase its value as a comprehensive tool for regional economic development.

Revitalizing regional economy is one of the economic development basic strategies in our country. Finance-taxation policies, as the main macroeconomic control legal means under the conditions of market economy, play a positive and key role in revitalizing regional economy, including the development process of special economic zones, southeast coastal open, developing western regions and revitalizing northeast old industrial base etc. Taking the preferential tax to the eastern coastal areas in regional economic development, financial system of weakening the Midwest financial capability, the limited role of equalization in financial transfer payment, and tax system of widening gap in development between regions into account, the author considered that some finance-taxation policies should be carried out, such as renovating the prevailing financial system, carrying out comprehensive finance-taxation policies, normalizing transfer payment system, and strengthening preferential tax policy.

Economic development is a major means of promoting economic reality, activating economic movement in Muthanna governorate, changing the living reality of the population and creating necessary development in various fields through the effective role of the private sector in this regard. The research aims to demonstrate the reality of economic development in Al-Muthanna governorate, its importance, the extent of the private sector’s contribution to it, identifying the most important challenges and obstacles to promote economic development, and attempting to find solutions to support the private sector and achieve economic development through analyzing data for some economic indicators. The research has reached a set of conclusions that confirm that the governorate contains great and varied potentials, and the private sector in recent years has contributed to promoting economic development in Al-Muthanna Governorate, even if by a small percentage, by contributing to GDP, providing employment opportunities for the unemployed and establishing the necessary industries needed by the governorate. Further support for the private sector should be done, and the task of investors should be facilitated in legal, administrative and environmental terms, and the existing potential and investment opportunities should be used to advance the economic reality of conservation and to bring a positive change.

Syed Nawab Haider Naqvi, Dr Ghaffar Chaudhry, Distinguished Guests, Ladies and Gentlemen: It is my privilege to inaugurate the Fifth Annual General Meeting of the Pakistan Society of Development Economists. During the past six years of its existence the Society, which I founded in 1982, has become an institution devoted to the pursuit of scientific virtuosity and academic rectitude. It has provided a powerful medium through which a serious discussion of economic and demographic issues related to Pakistan's economy has become possible. I am happy to know that by this time over one hundred papers, written by scholars from all over the world, have been presented in this forum. In addition, the Inaugural Address, the Presidential Address, the Quaid-i-Azam Lectures, and the Guest Lectures, presented in this forum each year, provide a synoptic review of the fields of development economics and demography, and of issues relating to the economics of education, health and the role of women in the development process. This massive intellectual output should strengthen the process of knowledge creation by matching the theories of economic development with the 'reality' in the developing countries. The resulting literature, with a focus on Pakistan, also provides rich source material and guidelines for policy formulation in the field of socio-economic development. I must add, however, that while due to the contributions of the Society we know much more about the nature of the development problem, our knowledge of how to solve it has probably not expanded as much.

This study analyzed role of technical & vocational education and training in women empowerment process specifically in local level. In fact, technical & vocational education and training programs not only provide self-employment opportunity to the women but also trigger capability to exercise control over their personal and family life, make choices to improve well beings and take active role in decision making. For justifying central argument; what are the changing role of technical & vocational education and training that has been fostering women empowerment as well as social and economic development process in this VDC (Village Development Committee), the researchers employed quantitative case study research design and applied key informant interview, observation and household survey as data collection techniques. Researchers purposively selected 63 sample populations (10 respondents who completed technical & vocational education and 53 respondents who participated in vocational skill development trainings). The study found significant role of technical & vocational education and training that have been transforming women empowerment and social and economic development process in local level. More so, for promoting social and economic development process, capable and skilled women are equally playing; decision making, leadership, educational and change agent role in the VDC. The study concluded that technical & vocational education and training program conducting in local level help to nourish knowledge, ability and develop vocational skills of women and empowering them. Similarly, empowered women are also playing transformative role in social and economic development process of the VDC. Finally the ideas in which vocational education and training found to be means and ends for women empowerment in this VDC can be replicate in other similar settings.
