This study addresses the issue of implementing a system approach during the  higher school specialists preparation, which effectively leads to their professional competence formation. The study results   of higher education teachers professional difficulties in the interaction  with the educational process participants are presented. The training technology on the system approach basis creates conditions for the learning process participants’ activities systemic organization, as well as for the system thinking skills and the system approach developing in cognitive, practical and other ongoing and forthcoming activities. An important factor in the future specialists’ professional competence formation  is an indicative basis formation for their future professional activity. The professional competence structure and components characteristic are given. Examples are also presented, that demonstrate the professional competence formation implementation with a focus on current society needs. There is a description of the students’ considerable professional competence increase after its formation methods correction.

The article is devoted to the actual problem of improving the quality of professional training of future specialists in the field of nanomaterials to productive activities, namely the development of conceptual foundations for building an appropriate methodological system. The article proposes a conceptual idea of the study, which assumes that improving the quality of training of future specialists in nanotechnology will increase under the condition of systematic philosophical-natural-mathematical fundamentalization of learning content, as well as their involvement in productive synthesis of innovative nanomaterials based on dual education. The article highlights the conceptual principles of training future specialists in the field of nanotechnology for productive professional activity. In particular, methodological and theoretical bases of development of methodical system of fundamental professional training of future specialists for productive professional activity are given. General scientific methods of cognition, as well as systemic, competence-based, activity-based, integrative, prognostic, synergetic methodological approaches are determined by the methodological foundations. The theoretical foundations of the substantiation and development of the methodological system are determined by the philosophical provisions of the theory of knowledge, the general scientific provisions of the system approach, the psychological provisions of the theory of personality, the theory of creativity, models of knowledge representation, pedagogical laws, regularities, and principles of teaching. Based on the conceptual idea and theoretical and methodological principles defined organizational and pedagogical conditions, compliance with which in developing goals, content, methods, tools and forms of teaching methodological system of fundamental training of future professionals in nanomaterials will ensure the effectiveness of the formation of their professional competence to perform productive activities. We present the results of the study of motivational and meaning component of higher education in Masters in psychology, conducted as part of the system and competence approaches. It was attended by 40 graduates of the Department of psychological assistance of A.I. Gertsen Russian State Pedagogical University (St. Petersburg) who have received training under the master's programs in the period from 2006 to 2011. It is shown that the content of motivational-meaning component of the Master psychologists is presented by five basic meanings, af¬fecting not only the formation, but also the particular implementation of compe¬tence, which can be represented in an explicit or implicit form. This allowed the authors to construct an empirical model of the formation and implementation of professional competence, based on the meaning, as well as describe the role of motivational and meaningful component of education based on system approach.

Современный период развития общества характеризуется большой степенью сложности и скоростью изменений во всех сферах и стремительным ростом накопления информационных данных, использованием новых информационно-коммуникационных технологий, усилением влияния информации на все сферы общественной жизни. Это предъявляет особые требования к профессиональной компетентности специалистов тех отраслей, которые имеют функции создания, обработки и распространения информации. К таким профессиям относятся и специалисты по информационному, библиотечному и архивному делу. Указанные общественные изменения затрудняют не только информационно-библиотечное обслуживание, но и всю систему библиотечной деятельности, которая все больше должна становиться мобильной, разноплановой, включать новые направления и формы работы, которые должны удовлетворять все возрастающие потребности своих пользователей. В частности, содействие усвоению пользователем знания, необходимого ему для применения на практике, в рамках оказания библиотечной услуги может обеспечить проектная деятельность как библиотеки в целом, так и отдельного специалиста. Потенциал в использовании в качестве библиотечной услуги проектной деятельности заслуживает особого внимания отечественных и зарубежных ученых. На сегодня приходится констатировать, что существует несоответствие научного обоснования содержания и механизмов повышения эффективности проектной деятельности специалистов информационной, библиотечной и архивного дела актуальным требованиям к профессиональной компетентности этих специалистов. Особенно обостряется эта проблема в связи с неисследованностью отдельных аспектов профессионального образования специалистов информационного, библиотечного и архивного дела. The modern period of development of society is characterized by a high degree of complexity and speed of changes in all spheres and a rapid increase in the accumulation of information data, the use of new information and communication technologies, the increasing influence of information on all spheres of public life. This imposes special requirements on the professional competence of specialists in those industries that have the functions of creating, processing and distributing information. Such professions include specialists in information, library and archival affairs. These social changes complicate not only information and library services, but also the entire system of library activities, which should increasingly become mobile, diverse, include new areas and forms of work that should meet the ever-increasing needs of their users. In particular, the project activity of both the library as a whole and an individual specialist can facilitate the assimilation by the user of the knowledge necessary for him to apply in practice within the framework of the provision of library services. The potential for using project activities as a library service deserves special attention of domestic and foreign scientists. Today we have to state that there is a discrepancy between the scientific justification of the content and mechanisms for improving the effectiveness of the project activities of information, library and archival specialists to the actual requirements for the professional competence of these specialists. This problem is particularly aggravated due to the lack of research on certain aspects of professional education of information, library and archival specialists.
