Современный период развития общества характеризуется большой степенью сложности и скоростью изменений во всех сферах и стремительным ростом накопления информационных данных, использованием новых информационно-коммуникационных технологий, усилением влияния информации на все сферы общественной жизни. Это предъявляет особые требования к профессиональной компетентности специалистов тех отраслей, которые имеют функции создания, обработки и распространения информации. К таким профессиям относятся и специалисты по информационному, библиотечному и архивному делу. Указанные общественные изменения затрудняют не только информационно-библиотечное обслуживание, но и всю систему библиотечной деятельности, которая все больше должна становиться мобильной, разноплановой, включать новые направления и формы работы, которые должны удовлетворять все возрастающие потребности своих пользователей. В частности, содействие усвоению пользователем знания, необходимого ему для применения на практике, в рамках оказания библиотечной услуги может обеспечить проектная деятельность как библиотеки в целом, так и отдельного специалиста. Потенциал в использовании в качестве библиотечной услуги проектной деятельности заслуживает особого внимания отечественных и зарубежных ученых. На сегодня приходится констатировать, что существует несоответствие научного обоснования содержания и механизмов повышения эффективности проектной деятельности специалистов информационной, библиотечной и архивного дела актуальным требованиям к профессиональной компетентности этих специалистов. Особенно обостряется эта проблема в связи с неисследованностью отдельных аспектов профессионального образования специалистов информационного, библиотечного и архивного дела. The modern period of development of society is characterized by a high degree of complexity and speed of changes in all spheres and a rapid increase in the accumulation of information data, the use of new information and communication technologies, the increasing influence of information on all spheres of public life. This imposes special requirements on the professional competence of specialists in those industries that have the functions of creating, processing and distributing information. Such professions include specialists in information, library and archival affairs. These social changes complicate not only information and library services, but also the entire system of library activities, which should increasingly become mobile, diverse, include new areas and forms of work that should meet the ever-increasing needs of their users. In particular, the project activity of both the library as a whole and an individual specialist can facilitate the assimilation by the user of the knowledge necessary for him to apply in practice within the framework of the provision of library services. The potential for using project activities as a library service deserves special attention of domestic and foreign scientists. Today we have to state that there is a discrepancy between the scientific justification of the content and mechanisms for improving the effectiveness of the project activities of information, library and archival specialists to the actual requirements for the professional competence of these specialists. This problem is particularly aggravated due to the lack of research on certain aspects of professional education of information, library and archival specialists.

Employing a full database of 822 projects, for the first time, this article presents an analysis of operations of the European Bank for Reconstruction and Development (the EBRD) in Russia since 1991 until nowadays. In the first part of the article, we consider main principles and general indicators of the EBRD’s activity in the Russian Federation. Using the author’s technique, we study how projects are distributed across different sectors, by size, type of financing and clients’ sponsors. The second part of this article focuses on a detailed analysis of the project activity of the EBRD in 11 economic sectors based on the bank’s classification: agribusiness, natural resources, manufacturing and services, equity funds, information and communication technologies, property and tourism, energy, municipal and environmental infrastructure (utilities), transport, banking and non-banking financial sectors.

The article describes the process of training future specialists under the program "Professional education", its features, conditions for implementation, aspects of further development, as well as some of the difficulties that arise during its organization. The focus of the department on how to create a new architecture of the educational process within the program "Professional education" is set by the leading principles: modularity, integrability, flexibility and dynamism, and methodological approaches - competence, activity-based, subject-oriented, environmental – were the basis for its development. As a result the authors presented a model for training a modern specialist with formed professional skills and personal and professional qualities, capable of being in demand in the labor market. The research results can be used in the educational process in the context of how to implement relevant programs in accordance with the new requirements in the educational services market. The rapid technologization of the socio-economic development of our society was reflected in the system of vocational education, designed to prepare highly qualified and competent specialists for the modern economy, science and industry. The transformation of the educational sphere is taking place under the influence of new technologies and human practices that change the social order. The determined infrastructural spheres have the greatest impact on this transformation, we are talking about "Communication Infrastructure": the sphere of information and communication technologies that affect all processes of accumulation and transmission of information; "Infrastructure of production and consumption": a financial and investment sphere, which sets the general rules for interaction in the economic and educational system. The above said made it possible to determine the further vector of educational activities of the Department of Pedagogy and Psychology of Vocational Education in training the specialists in "Professional Education" field both at the bachelor and master degrees.

Health tourism is booming all over the world, and thermal spa tourism in Spain is a type of tourism aimed at integrating with nature, achieving sustainable development. In general, its facilities are located in areas specially protected by environmental legislation. This tourism sector attracts an increasingly wide market segment that has become more demanding and better informed and that more frequently uses the Internet to gather information. Tourists’ shopping and consumption habits are increasingly influenced by new information and communication technologies (ICTs), making these a topic of interest among academics and professionals. Website development has been shown to be an area of innovation for spa facilities, but evidence has also been found that this sector has experienced difficulty in adopting ICTs. This research sought to analyse spa websites’ usability by conducting an exploratory investigation of different websites’ contents. The results reveal that the use of new web technologies by spas is underdeveloped, although these facilities have achieved good positions in Internet search engines due to the synergistic effect of the official tourism websites. That is why most of them tell their story, detail their nature and the protection of their spaces. In this way, spas turn their websites into communication channels that convey to tourists their commitment to the environment and sustainable development.

Purpose – The purpose of this paper is to propose a methodology for the engineering of E-maintenance platforms that is based on a value-driven approach. Design/methodology/approach – The methodology assumes that a value-driven engineering approach would help foster technological innovation for maintenance management. Indeed, value-driven engineering could be easily adopted at the business level, with subsequent positive effects on the industrial applications of new information and communication technologies solutions. Findings – The methodology combines a value-driven approach with the engineering in the maintenance scope. The methodology is tested in a manufacturing case to prove its potential to support the engineering of E-maintenance solutions. In particular, the case study concerns the investment in E-maintenance solutions developed in the framework of a Supervisory Control and Data Acquisition system originally implemented for production purposes. Originality/value – Based on literature research, the paper presents a methodology that is implemented considering three different approaches (business theories, value-driven engineering and maintenance management). The combination of these approaches is novel and overcomes the traditional view of maintenance as an issue evaluated from a cost-benefit perspective.

In today’s modern world, globalization has completely changed the way of working. In reality, the information and communication technology revolution has turned intelligence into a valuable commodity. In today's economy, economic growth is based on mental intelligence rather than physical strength, and its worth is generated by recruiting knowledgeable workers and continuing to learn.
