За результатами аналізу відповідей студентів з Європейськогопростору вищої освіти було з’ясовано думку респондентів щодо місця таролі держави у забезпеченні контролю за якістю надання освітніх послугзакладом вищої освіти. Розглянуто особливості взаємовідносинінституту держави та інституції університету в контекстізабезпечення якості вищої освіти. Крім того, в статті обґрунтованонапрями вдосконалення змісту та практики використання механізмівдержавного управління якістю вищої освіти, а також визначенопріоритети використання суб’єктами державного управління окремихметодів впливу на систему забезпечення якості вищої освіти в Україні. Basing on the results of survey of answers of students from the Europeanhigher education space, there was determined an opinion of respondents as fora place and role of state in provision quality control of educational services ofhigher educational institutes. The features of the relationship between theInstitute of state and the institutes of the University in the context of provisionof higher education quality. In addition, the article substantiates the directionsof improving the content and practice of usage of mechanisms of statemanagement of the higher education quality, as well as determined thepriorities for the subjects of public administration to use certain methods ofinfluence on the system of quality assurance of higher education in Ukraine.

Purpose With recent advances in laboratory hematology automation, emphasis is now on quality assurance processes as they are indispensable for generating reliable and accurate test results. It is therefore imperative to acquire efficient measures for recognizing laboratory malfunctions and errors to improve patient safety. The paper aims to discuss these issues. Design/methodology/approach Moving algorithm is a quality control process that monitors analyzer performance from historical records through a continuous process, which does not require additional expenditure, and can serve as an additional support to the laboratory quality control program. Findings The authors describe an important quality assurance tool, which can be easily applied in any laboratory setting, especially in cost-constrained areas where running commercial controls throughout every shift may not be a feasible option. Originality/value The authors focus on clinical laboratory quality control measures for providing reliable test results. The moving average appears to be a reasonable and applicable choice for vigilantly monitoring each result.

Composite materials have been used to repair high pressure pipelines and piping for the better part of 20 years. The initial aim of composite repair technology was focused on reinforcing corrosion. However, composite materials are now used to reinforce a wide array of anomalies and features including dents, mechanical damage, vintage girth and seam welds, wrinkle bends, elbows, tees, branch connections, and even cracks. In this paper the author provides an industry overview including results and insights from multiple research programs sponsored by composite repair manufacturers, pipeline operators, and the Pipeline Research Council International, Inc. Discussions will also be included regarding the important role that the ASME PCC-2 and ISO 24817 composite repair standards have in ensuring that quality control measures are in place. The ongoing focus of these efforts has been to demonstrate to industry the capabilities that composite repair systems have to provide long-term solutions for reinforcing damaged equipment.

In order to avoid a pollution of the near surface ground water during the post closure phase of the Konrad repository the acceptable amount of material harmful to water in the radioactive waste is restricted. For this purpose the KONRAD plan approval order includes waste requirements referring to the German water law (“water law permission”). In a first part of this contribution the water law permission for the KONRAD repository is introduced. This permission contains a list of materials harmful to water with the respective limitations in mass and many instructions and proposals regarding the registering and balancing of these materials as well as quality assurance aspects. The second part deals with the implementation of the water law permission in the waste acceptance criteria. The waste producer has to describe his waste in a standardized way with respect to the material composition. The operator of the repository has to check this description and to register and balance the materials and substances harmful to water. This procedure is based on a standardized list of materials and a list of containers. In the third part quality control measures used for the proof of the compliance with the acceptance criteria (with respect to the water law permission) are described. In particular objective of the quality control, possible quality control options and acceptable margins are dealt with.

Quality issues in fish age estimation, which historically have focused mainly on inadequacies in the validation process, are increasingly directed at ways to measure and control the errors or inconsistencies in the application of established and validated methods. The process of age estimation, as undertaken by human operators, involves a complex mix of pattern recognition and interpretation based on knowledge and experience. It is best characterised as a skill rather than an art. Such an approach promotes the use of well-recognised techniques designed to maintain and enhance skills that also assist in maintaining standards. The results of a questionnaire completed by representatives of over 50 ageing laboratories worldwide were used to assess current quality assurance and quality control practices. Results indicate a great diversity in attention to, and no clear consensus on desirable standards for, quality issues, including staff training, use of reference sets, reading protocols, and post-reading analyses. This is considered more likely to reflect variation in awareness of the importance of quality issues than variation in the need for quality assurance and quality control measures. Greater attention to a range of quality control processes is urged, particularly the more regular use of reference sets.
