This article seeks to provide a clearer picture of the role of methods for funding social security benefits in EC Coordination Regulation 1408/71. In past literature and in the case law surrounding Regulation 1408/71, this role has seldom been mentioned. However, this is changing in light of increasing numbers of questions emerging at both the policy-making level and at the level of Court of Justice proceedings. The first part of this paper deals with the role of different methods of financing social security in determining the material scope of the coordination regulation and the question of whether the method of financing certain benefits has a bearing on this material scope. The second part deals with the existing link within the coordination context between paying or having paid contributions and entitlement to benefits. I discuss, inter alia, the extent to which benefit levels are determined by the same legislation as that which determines contribution levels. I examine the extent to which Member States collecting contributions are also responsible for bearing the cost of the corresponding benefits and the extent to which a person who is paying or has paid contributions is entitled to benefits corresponding to those contributions. In light of this examination of the facts as they stand, I endeavour to consider possible alternatives, including the desirability of having a more direct link within the coordination context between payment of contributions and entitlement to benefits.

The article examines the key features and functions of the proposed Finnish Climate Change Act (fcca). It also analyses the legal implications of the Act and the qualities and factors which may limit its effectiveness. The paper argues that, despite its weak legal implications, the fcca would provide the regulatory preconditions for higher-quality climate policy-making in Finland, and it has the capacity to play an important role in national climate policy. The fcca would deliver regulatory foundations for systematic and integrated climate policy-making, also enabling wide public scrutiny. The proposed model leaves room for manifold climate-policy choices in varying societal and economical contexts. The cost of dynamic features is the relalow predictability in terms of sectorial paths on emission reductions. Another relevant challenge relates to the intended preparation of overlapping mid-term energy and climate plans with instruments of the fcca.

Abstract Do children suffer from discriminatory structures in society and how can issues of social injustice against children be conceptualised and studied? The conceptual frame of childism is examined through everyday expressions in the aftermath of policies affecting children in Sweden, the UK and Ireland to develop knowledge of age-based and intersectional discrimination against children. While experiences in Sweden seem to indicate that young children rarely suffer severe symptoms from covid-19, or constitute a driving force in spreading the virus, policy decisions in the UK and Ireland to close down schools have had detrimental effects on children in terms of child hunger and violence against children. Policy decisions that have prioritised adults at the cost of children have unveiled a structural injustice against children, which is mirrored by individual examples of everyday societal prejudice.

China’s policy-making remains a top-down process. Yet, non-State actors, particularly businesses that have aligned their commercial interest with the national interest and political objectives of the Party-State, are uniquely positioned to impact policy-making. This article uses China’s reopening of the wildlife trade following the end of SARS in 2003 to shed light on the interplay of the Party’s policy guidelines, the policy-making authority of the administrative agencies, and the influence of the country’s wildlife business interest. This article argues that the reversal of the wildlife trade ban was predestined since expanding wildlife business also contributed to the government’s development objectives and served the bureaucratic interest of the administrative authorities. In 2003, the wildlife businesses had unique lobbying power. It was a production of scale that purportedly served the country’s conservation, public health and poverty-reduction purposes. The failure of the Chinese scientists to reach a consensus on the risk of pandemic outbreaks from wildlife operations helped the Chinese authorities to end the wildlife trade, a fateful decision. The outbreak of COVID-19 has led to an enhanced understanding of the connections between wildlife exploitation and pandemic outbreaks. China has come to a crossroads to evaluate the cost-effectiveness of its wildlife industry.

Significance First-quarter GDP data show that the economy is stabilising after two years of recession. Obstacles to continued growth emerged before either the Ukraine crisis or the fall in global prices, and much of the thinking in policy-making circles is about how to address them. Impacts The austerity regime may be softened later this year to allow spending ahead of the March 2018 presidential election. If fiscal discipline is broadly maintained, military spending in real terms will be held below 2015 levels for at least two years. The key interest rate will follow the rate of inflation down, easing the business community's concern about the cost of finance. Continued slow growth will intensify competition for resources among elite groups, creating possible sources of political instability.

Interest groups’ influence on government affects economic policy making and has an impact on economic crises. Under Argentina’s convertibility exchange-rate regime until its collapse in 2001, tradable-goods entrepreneurs’ preferences depended on the degree to which the government offered them trade-offs either to offset the loss of competitiveness stemming from the currency peg or to exempt them from the costs of devaluation. For the nontradable sector and investors the costs of maintaining the peg to the dollar were always less than those entailed in abandoning the regime. While the fiscal and external inconsistencies of convertibility reduced the preference of the International Monetary Fund for maintaining convertibility, the cost of changing it induced the Fund to continue financing the Argentine government. Moreover, the influence exerted on the IMF by the governments of countries whose businesses had been affected by the distribution of the cost of abandoning the convertibility discouraged financial collaboration by the foreign assistance organizations during the collapse. La influencia de los grupos de interés sobre el gobierno afecta la orientación de la política económica y tiene su impacto en las crisis económicas. Durante el régimen de convertibilidad en Argentina hasta su colapso en 2001, las preferencias de los empresarios de bienes transables dependían del grado en que el gobierno les ofrecía compensaciones, sea para moderar la pérdida de competitividad derivada de la fijación o para sustraerlos de los costos de la devaluación. Para los empresarios del sector no transable y los inversores financieros los costos de mantener la fijación con el dólar resultaron siempre inferiores que los de salir del régimen. Si las inconsistencias fiscales y externas de la convertibilidad desalentaban la preferencia del FMI por mantener la convertibilidad, los costos de cambiarla indujeron al Fondo a sostener el financiamiento al gobierno argentino. Asimismo, la influencia que ejercieron sobre el FMI los gobiernos de los países cuyas empresas habían sido afectadas en la distribución de los costos del cambio de régimen cambiario desalentó la colaboración financiera de los organismos proveedores de ayuda externa durante el colapso.

Studies that purport to count the cost of crime have wide appeal in the private and public sectors, and in the media. Information on the cost of a particular problem and its solution can no doubt assist decision makers. But in the case of crime, assessing the ‘cost’ is so fraught with difficulty that the results hardly seem worth the effort. Some kinds of ‘cost of crime’ studies are more beneficial to the policy process than others, and the findings need to be used with great care.

Abstract. Adaptive policy-making to prepare for current and future drought risks requires an integrated assessment of policy actions and combinations of those under changing conditions. This entails quantification of drought risks, integrating drought probability and socio-economic consequences for all relevant sectors that are potentially impacted by drought. The investment costs of proposed policy actions and strategies (various actions combined) can then be compared with the expected risk reduction to determine the cost-effectiveness. This paper presents a method to quantify drought risk in the Netherlands under changing future conditions and in response to policy actions. It illustrates how to use this information as part of a societal cost-benefit analysis and in building an adaptive long-term strategy. The method has been successfully applied to support decision making on the Netherlands’ national drought risk management strategy as part of the National Delta Program for climate change adaptation.
