The Southern Question in Italy: regional development discourses and strategies from 'national' policy to 'Euro-local' programmes

The essay focuses on local development and governance. It examines the questions posed by the evolution of industrial districts and the new policy for local development, the so-called Instruments for Local Development. The analysis highlights a complex and contradictory relationship between the theory of local development, and in particular the notion of Marshallian Industrial District, and the new policy for local and regional development. Calling the new conceptual framework and legislation «negotiated development planning» engenders a fundamental ambiguity. It suggests a sort of continuity with the previous national policy of economic planning, but is instead defining a fundamentally different approach to government intervention in the economy.

O texto reproduz, no essencial, as idéias apresentadas em mesa-redonda do 8º Encontro Nacional da ANPUR, realizado em Porto Alegre, em 1999. Após um breve exame das principais características e tendências do ambiente mundial e brasileiro neste final de século, em especial a partir dos anos 70, examina-se os impactos dessas tendências na dinâmica regional no Brasil, nos anos recentes. A seguir, identificam-se as escolhas estratégicas feitas pelas forças sociais e econômicas que dominam o cenário político do País, as políticas principais que as implementam, nos anos 90, e busca-se especular sobre os prováveis impactos na dinâmica regional brasileira. Argumentos são, então, apresentados sobre duas hipóteses principais: a do estancamento da tendência à desconcentração, que dominou dos anos 70 até meados dos 80, e a tendência à fragmentação do País. Ao final, identificam-se algumas contratendências e destaca-se a importância de o Governo Federal definir e implementar uma política nacional de desenvolvimento regional. Palavras-chave: desenvolvimento regional; globalização e dinâmica regional; Nordeste brasileiro. Abstract: This paper essentially reproduces ideas presented at the Round Table of the Eighth National Anpur Meeting, held in Porto Alegre in 1999. First there is a brief overview, from both global and Brazilian perspectives, of the principal trends characterising the end of the century, especially since the seventies. An examination of the impact of these trends on the regional dynamics of Brazil over recent years follows. The strategic choices made by the social and economic forces that dominate the country’s political scenario and the principal policies that have implemented them in the 90s are then identified, followed by speculation on their probable impact on Brazilian regional dynamics. Arguments are subsequently presented in support of two principal hypotheses: the stalling of the deconcentrational trend that was dominant between the seventies and the mid-80s, and the trend towards the fragmentation of the country. Finally, some contra-trends are identified and the importance of the Federal Government defining and implementing a national policy for regional development is highlighted. Objective: The purpose of this article is to compare the actions of UNIFESSPA for the territorial development of the municipalities in their campuses. The second objective is to present the budget management trajectory in the years 2015 to 2020 in the institution, as a source to subsidize the actions of its provinces. Methodology: Institutional documents were analyzed, National Policy for Regional Development (NPRD), 2005, the Institutional Development Plan of UNIFESSPA 2014-2020 and the Management Reports 2015, 2016, 2017 and 2018, and the Budget Management Plans of 2019 and 2020. Results: The resource framework of UNIFESSPA in the years 2015 to 2020 corroborates to measure the growth of the institution, however, there was a continuous fall in resources from the federal government, via the Ministry of Education, which can hinder the strengthening of the university's actions. Limitation or implication of the research: The main limitation is related to obtaining the new version of the Institutional Development Plan for the next quadrennium, 2020-2024. Originality: Present the relationship between (NPRD) and the Federal Government's Program to Support Plans for Restructuring and Expansion of Brazilian Federal Universities, delimited by the case of UNIFESSPA in Southern Pará, from 2013 to 2020.

Every day, somewhere in the world, decisions are made about how public lands that might contain undiscovered resources should be used or whether to invest in exploration for minerals. Less frequently, decisions are made concerning mineral resource adequacy, national policy, and regional development. Naturally, the people making the decisions would like to know the exact consequences of the decisions before the decisions are made. Unfortunately, it is not possible to inform these decision-makers, with any certainty, about amounts, discoverability, or economics of undiscovered mineral resources. The kind of assessment recommended in this book is founded in decision analysis in order to provide a normative framework for making decisions concerning mineral resources under conditions of uncertainty. Our goal is to make explicit the factors that can affect a mineral-related decision so that the decision-maker can clearly see the possible consequences of the decision. This means that we start with the question of what kinds of issues decision-makers are trying to resolve and what types and forms of information would aid in resolving these issues. This book has a different purpose than academic reports common to many assessments, and it is not designed to help select sites for exploration. The audience for products of assessments discussed here comprises governmental and industrial policy-makers, managers of exploration, planners of regional development, and similar decision-makers. Some of the tools and models presented here are useful for selection of exploration sites, but that is a side benefit. The focus of this book is on the practical integration of the fundamental kinds of information needed by the decision-maker. The integrated approach to assessment presented in this book focuses on three assessment parts and the models that support them. The first part uses models of tonnages and grades to estimate possible tonnages and grades of undiscovered deposits. The second part develops mineral resource maps that explore whether an area’s geology permits the existence of one or more types of mineral deposits. The product of this part of the assessment is identification of so-called permissive tracts of land.

Abstract Fundamental changes that occurred in Central and Eastern Europe (including Slovakia) in recent two decades have caused that regional policy as well as regional development has become one of the hottest national policy issues. If one connects this issue with the existence of regional disparities, there is no surprise that also the EU considers this topic an extra important one. Various scholars point out that innovation policy is the right path how to achieve sustainable regional development and how to improve competitiveness of less developed regions. This article is aimed particularly at the innovation policies of the Slovak self-government regions and their outcomes.
