The Department of the Navy (DON) has adopted total quality management (TQM) as the principal leadership and management system to achieve mission effectiveness. Adapted for practice by DON personnel, the approach has been called Total Quality Leadership (TQL) in order to emphasize the pivotal role played by leaders. The purpose of this paper is to describe TQL and the approach used for implementation. The central thesis of the paper is that the change to TQL is transformational in nature. Transformational changes require a planning approach that is sensitive to the systemic effects of organizational changes. Strategic change management (SCM) is described as the methodology for achieving this change in the DON. The rationale for SCM is described and the resulting implementation approach is evaluated.

AbstractThe service leadership model and related curriculum were developed by the Hong Kong Institute of Service Leadership and Management. To nurture service leadership qualities in university students, a 2-credit service leadership subject was developed at The Hong Kong Polytechnic University. This paper presents the core beliefs and key components of the service leadership model and outlines the content of one of the lectures in the subject. The lecture attempts to help students recognize the importance of leadership competencies, moral character and caring disposition in successful leadership, and to explore ways to develop service leadership qualities. In addition to the lecture, class activities are adopted, including group discussion, role play, self-reflection, and drawing.

Leadership and management in schools have sought to produce high quality education for all pupils. To inform and support school leaders’ educationalists have developed theories and undertaken research studies identifying the relationships, contexts and characteristics that enable effective leadership. However, recent times of turbulence in primary schools have had an inevitable impact upon the key drivers for successful leadership and management. This study builds upon our previous research into outstanding leadership in primary education to examine the impact that such change has had upon the leadership of serving head teachers. It utilises an adapted Q-sort methodology to identify the views of serving head teachers to gain insights into the impact that such change has had upon their leadership. Overall, the analysis identified a need for aspirational characteristics of leadership, underpinned by personal values to guide schools in such times, as they strive to produce high quality education.

Institutions of higher education are realizing the importance of service learning initiatives in developing awareness of students’ civic responsibilities, leadership and management skills, and social responsibility. These skills and responsibilities are the foundation of program outcomes in accredited higher education business programs at undergraduate and graduate levels. In an attempt to meet the needs of the student market, these institutions of higher education are delivering more courses online. This study addresses a comparison of traditional and online delivery of service learning experiences. Results demonstrate no significant difference in outcomes between the online and face-to-face models.
