The balance of conventional military capabilities is intrinsic to understanding patterns of war among nations. However, cumulative knowledge relating to the effects of nuclear weapons possession on conflict interaction is largely absent. Framework is provided for analyzing the results of quantitative empirical research on this question and to identify any extant strong and consistent patterns in the interactions of states that can be associated with the possession of nuclear weapons. Since 1945, a vast, sophisticated, and contradictory literature has developed on the implications of nuclear weaponry for patterns of international conflict and war. This theoretical and empirical work has principally focused on the conflict effects of these weapons for the interaction of nuclear-armed states, although a growing number of studies have explored the impact of a state’s possession of nuclear weapons on the behavior of nonnuclear opponents. Given the destructive capacity of these weapons and their questionable value for battlefield use, most of this work has concentrated on the requirements for successful deterrence. In categorizing the studies, some scholars note that “classical deterrence theory” derives from the Realist paradigm of international politics and subdivide this theory into two complementary strands: structural (or neorealist) deterrence theory and decision-theoretic deterrence theory. In contrast, other analysts choose to classify work on nuclear deterrence into three schools of thought: nuclear irrelevance; risk manipulation, escalation, and limited war; and the nuclear revolution. The essence of these divisions involves a debate about what the possession of nuclear weapons does for a state that controls them. Does the possession of these weapons affect the behavior of nuclear and nonnuclear opponents in disputes over contested values? Do the weapons impart political influence and hold military utility, or are they useless as tools for deterrence, compellence, or war?

This article looks to tie together the polar opposite of hybrid warfare and nuclear deterrence. The reason for this is that hybrid warfare and its effects on nuclear deterrence need to be explored as there appears to be substantial increases in hybrid warfare’s usage. This article found that hybrid warfare has an erosion like effect on nuclear deterrence because it increases the likelihood that nuclear weapons will be used. This may be due to both the fact that hybrid warfare can ignore conventional redlines, but also because the cyber aspect of hybrid warfare has unintended psychological effects on how deterrence functions. how does this relate to nuclear war? In short, cyber warfare attacks key concepts which make nuclear deterrence a viable strategy including the concepts of stability, clarity, and rationality. Therefore, hybrid warfare increases the chance of nuclear use.

The very destructiveness of nuclear weapons makes them unusable for ethical and military reasons. The world has placed growing restrictions on the full range of nuclear programs and activities. But with the five NPT nuclear powers failing to eliminate nuclear arsenals, other countries acquiring the bomb, arms control efforts stalled, nuclear risks climbing, and growing awareness of the catastrophic humanitarian consequences of nuclear war, the United Nations adopted a new treaty to ban the bomb. Some technical anomalies between the 1968 and 2017 treaties will need to be harmonized and the nuclear-armed states’ rejection of the ban treaty means it will not eliminate any nuclear warheads. However, it will have a significant normative impact in stigmatizing the possession, use and threat of use of nuclear weapons and serve as a tool for civil society to mobilize domestic and world public opinion against the doctrine of nuclear deterrence.

The nuclear age has ushered in a novel period of history, as distinct from the age that preceded it as the modern age has been from the Middle Ages or the Middle Ages have been from antiquity. Yet while our conditions of life have drastically changed under the impact of the nuclear age, we still live in our thoughts and act through our institutions in an age that has passed. There exists, then, a gap between what we think about our social, political, and philosophic problems and the objective conditions which the nuclear age has created.This contradiction between our modes of thought and action, belonging to an age that has passed, and the objective conditions of our existence has engendered four paradoxes in our nuclear strategy: the commitment to the use of force, nuclear or otherwise, paralyzed by the fear of having to use it; the search for a nuclear strategy which would avoid the predictable consequences of nuclear war; the pursuit of a nuclear armaments race joined with attempts to stop it; the pursuit of an alliance policy which the availability of nuclear weapons has rendered obsolete. All these paradoxes result from the contrast between traditional attitudes and the possibility of nuclear war and from the fruitless attempts to reconcile the two.

A rational strategy for the employment of nuclear weapons is a contradiction in terms. The enormity of the destruction, either executed or threatened, severs the nexus of proportionality between means and ends which used to characterize the threat and use of force. This does not mean, however, that all nuclear strategies are equally irrational. The nuclear policy of the Reagan administration—which is essentially the same as that of the Carter administration and which has its roots in developments initiated by even earlier administrations—is particularly ill-formed. As I will demonstrate, the basic reason for this is that the strategy rests on a profound underestimation of the impact of nuclear weapons on military strategy and attempts to understand the current situation with intellectual tools appropriate only in the pre-nuclear era.American strategy for the past several years—the “countervailing strategy”—has been based on the assumption that what is crucial is the ability of American and allied military forces to deny the Soviets military advantage from any aggression they might contemplate. The U.S. must be prepared to meet and block any level of Soviet force. The strategy is then one of counterforce—blocking and seeking to destroy Soviet military power. The goal is deterrence. Although it is concerned with how the U.S. would fight many different kinds of wars, both nuclear and non-nuclear, it is not correct to claim that the strategy seeks to engage in wars rather than deter them.

PurposeThis study aims to investigate how buyer-assisted lean intervention in garment supplier factories affects garment suppliers' productivity and production capability development.Design/methodology/approachEmploying a qualitative research approach and a lean intervention design, a multiple case study method was adopted for this study. Quantitative data on productivity performance and qualitative data on production capability development were collected from a Danish buyer and their four corresponding garment suppliers. Collected data were analysed using standard lean measurement tools and qualitative data analysis techniques.FindingsThis study demonstrates that buyer-assisted lean intervention is a useful strategy for garment suppliers to enhance their productivity and production capability. However, suppliers need to select the right lean tools, ensure seriousness and commitment to lean initiatives, substantial involvement of top management and workers, arrange formal and informal training, provide performance-based financial/non-financial incentives and nurture a learning culture to facilitate suppliers' production capability development.Research limitations/implicationsThis study implemented few lean tools in a single sewing line in four supplier factories for a short intervention duration. Thus, there is a scope for future studies to investigate the impact of the lean intervention on a large scale.Practical implicationsThe findings of this study might bring new insights to the management of buyer and supplier firms concerning how buyers could involve in suppliers' lean intervention initiatives and what suppliers need to ensure to develop production capability.Originality/valueFor the first time, this study engaged a buyer in suppliers' lean intervention initiatives to improve productivity and production capability in the garment industry of a developing country.

We describe a multi-country, multi-stakeholder model for the accrual and use of nuclear weapons and illustrate the model’s value for addressing nuclear weapon proliferation issues using a historic Pacific Rim scenario. We instantiate the agent-based dynamic network model for information and belief diffusion using data from subject matter experts and data mined from open source news documents. We present the techniques that supported model instantiation. A key feature of this model and these techniques is enabling rapid model re-use through the ability to instantiate at two levels: generically and for specific cases. We demonstrate these generic and specific cases using a scenario regarding North Korea’s interest in nuclear weapons and the resulting impact on the Pacific Rim circa 2014, that is, prior to the fourth and fifth nuclear weapons tests by the Democratic People’s Republic of Korea. A key feature of this model is that it uses two levels of network interaction, the country level and the stakeholder level, thus supporting the inclusion of non-state actors and the assessment of complex scenarios. Using this model, we conducted virtual experiments in which we assessed the impact of alternative courses of action on the overall force posture and desire to develop and use nuclear weapons.

Today’s organizations are confronted with the deepest downturn since the great depressions after The World War II. These distortions have necessitated the need for organizations to consider the issue of organizational change. The objective of this study is to examine the impact of strategic change and organizational transformation process in Nigerian organizations; using selected companies from the Telecommunications industry in Nigeria as a case of study. The data collection tool employed by the researcher was the questionnaire approach and the sampling technique employed by the researcher was the Taro Yemmane sampling technique while the hypothesis formulated was tested using the Z-test statistics. The results from the test of the hypothesis showed that strategic change in the Nigerian Telecommunications industry leads to successful organizational transformation. Based on this, the researcher concluded that organizational change can usher in a host of unwelcome and unavoidable side effects and result in the need for the organization to improve productivity, increase morale or re-define the culture of the organization. It was against this backdrop that the researcher recommended that employees need to be allowed to actively take part in meetings and workshops at the onset where the envisaged changes are discussed and management needs to solicit constant feedback from staff throughout the process and take their views into account when restructuring.
