The article refutes popular belief about the necessity to abolish the New Economic Policy (NEP) of the 1920s for the purpose of industrialization. It is shown that it started successfully under NEP although due to a number of reasons the efficiency of the investments was low. The abolishment of NEP was caused not by the necessity to accelerate the industrialization but by the wrong policy towards the agriculture that stopped the development of farms. The article analyzes the discussion about possible rates of the domestic capital formation. In the course of this discussion, the sensible approach to finding the optimal size of investments depending on their efficiency was offered. This approach is still relevant today.

Abstract. Introduction. The issue of financial risk management of commercial banks is quite relevant today, because the activity of banks is the most risky of all. The presence of risks in banking can lead to unexpected losses, namely the loss of own resources. That’s why for the stable operation of the bank without loss the priority is to assess the financial risks, which is the basis for their further neutralization. Purpose. The purpose of the article is to develop conceptual provisions for assessment financial risks and justifying the need to neutralize them. Results. The article analyzes the impact of risks on the financial stability of a banking institution. The main methods of bank risk assessment are considered. All these include the statistical method, the analytical method, the expert method, the analogue method and the combined method. The necessity of neutralization of financial risks in order to avoid negative consequences is substantiated. Also the methods of bank risks neutralization are considered. It should be noted that these methods of neutralization can not only be used, but also supplement the list with new methods must be done, which in the future will protect the bank from the influence of undesirable factors. A conceptual approach to the assessment and neutralization of financial risks is proposed. This conceptual approach aims to ensure effective assessment of the level of risk with their subsequent neutralization Conclusions. Use of a conceptual approach will allow an effective risk assessment and decision-making to avoid or accept risk. Thanks to using this approach, the banking institution will be able to react swiftly to the presence of financial risks and to prevent the occurrence of negative consequences, which may lead to a violation of the financial stability of the bank.

The article is devoted to the «Trilemma» of the policy of the monetary authorities, or the «rule of impossible trinity». This policy compatibility rule, formulated more than 50 years ago, remains relevant today. Its reliability is generally confirmed by a number of empirical studies, although there are also suggestions on the need to adjust this economic and theoretical development. The corresponding discussion also affects the policy of the Bank of Russia (mega-regulator), which carries out inflation targeting in conditions of the free movement of cross-border capital and the use of a floating ruble exchange rate. Regarding the effectiveness of this policy, carried out in the presence of increased sensitivity of the Russian economy to external shocks, the authors express certain doubts.

В статье подробно изучены и проанализированы нормативно-правовые акты Российской Федерации, охраняющие жизнь и здоровье каждого человека, так как данные нормативно-правовые акты в такой же мере распространяются и на лиц, находящихся в местах лишения свободы. Актуальность данной проблемы, на наш взгляд, обусловлена тем, что в своей практической деятельности администрация учреждения часто сталкивается с вопросом такого характера. Это в свою очередь порождает ряд проблем современной УИС: медицинское обеспечение УИС, сокращение численности штата, плохо организованное сотрудничество с государственными медицинскими учреждениями, что также было рассмотрено в данной работе. Авторы, проанализировав вышеупомянутые пробелы в УИС, предложили свои пути решения, которые, по их мнению, позволят решить как основную проблему - организацию безопасных условий во время охраны осужденных и заключенных под стражу лиц в медицинских учреждениях, так и сопутствующие проблемы. In this work, the author examined in detail the problematic issues of organizing safe conditions during the protection of convicted and detained persons in state and municipal medical institutions. For this, the author thoroughly studied and analyzed the regulatory legal acts of the Russian Federation protecting the life and health of each person, since the data of the legal acts apply to persons in prison to the same extent. In my opinion, the problem of this article in prisons is relevant today, since in its practical activities the administration of the institution often faces a question of this nature. I believe that the relevance of this article gives rise to many gaps that are inherent in penal correction systems, such as: medical support of Penal System, downsizing, poorly organized cooperation with state medical institutions, which was also considered in this paper. Having analyzed the above-mentioned gaps inherent in the Penal System, the author proposed his own solutions, which, in his opinion, will solve both the main problem, the organization of safe conditions during the protection of convicted and detained persons in medical institutions, and related gaps in general.

Today, a comprehensive study of social aspects, cultural and spiritual, as well as socio-economic, legal, educational and organizational features of family relations is one of the questions of the hour. The relevance of the issue is that, first of all, at the present stage of development of our society, it is socially necessary to conduct a scientific analysis of the Islamic doctrine regarding family relations in the process of increasing the spirituality of the Uzbek people, including religious literacy. Secondly, when analyzing and studying the basic principles of Sharia norms, it is necessary to correctly use this knowledge in the search for solutions to issues, reasons, and the nature of growing family divorces, which is very relevant today. In this regard, this article highlights the essence and characteristics, as well as the socio-economic, spiritual and cultural foundations of the conditions and obstacles to marriage, in Islamic teachings, which were considered in the region as traditions. The article also examines and comparatively analyzes the religious, spiritual, legal, economic and educational factors of the conditions of marriage: free mutual consent to marriage, participation of witnesses in marriage, equality, makhr; circumstances that prevent marriage: a ban on marriage between relatives, issues of marriageable age under Islamic law with the norms of family law.

Abstract Background Treatment of intra-articular distal radius fractures is guided by the displacement of the articular fragments. Symptomatic post-traumatic arthritis is expected to occur if step displacement is > 2mm; this value is often used as an indication for surgery if closed reduction is not possible. Method A systematic review was performed to establish the origin and adaptations of the threshold, with papers screened and relevant citations reviewed. Orthopaedic textbooks were reviewed to ensure no earlier mention of the threshold was present. Results Knirk and Jupiter, 1986, are the first to quantify a threshold, with all their patients developing arthritis with >2mm displacement. Some papers have discussed using 1mm, although 2mm is most widely reported. Current guidance from the British Society for Surgery of the Hand supports 2mm. Although this paper is still widely cited, the authors published a re-examination of the data showing methodological flaws which is not as widely reported. They claim their conclusions are still relevant today; however, the radiological arthritis does not correlate with the clinical presentation. Conclusions Knirk and Jupiter originated the threshold value of 2mm. The lack of correlation between the radiological and clinical presentations warrants further investigation. The principle of treatment remains restoration of normal anatomical position.

The Tibetan Plateau’s Permafrost is melting at an alarming rate. Six of the world’s major rivers are sourced in the Tibetan Himalayas that are warming at a faster rate than the rest of the earth. If the temperature of the region continues to increase, the rivers will dry up and the earth will warm at an even faster rate. Buddha Yeshe Tsogyal (ye shes mTsho rgyal) (757–817 CE), long considered the Mother of Tibetan Tantric Buddhism, was the consort of Padmasambhava. She reached “complete liberation” or Nirvana in a single lifetime. Her stories are preserved in rman thar. Her life was an exemplary practice of compassion, responsible care, and non-violence toward all sentient beings and the world. Can we follow her proto-eco-feminist example? Can we build responsible care for our planet and humanity across disciplines and faith traditions? What does compassionate, non-violent Buddhist thought and Roman Catholic pastoral care bring to eco-feminism? Can an eco-feminist epistemology informed by Buddhist EcoDharma construct programs of sustainability into humanity’s excessive habits integrating science’s ability to quantify, with Buddha nature? Can Catholicism’s pastoral ability to show dependence on God, the peaceful, compassionate Creator of all allow us to see our dependence on God and our earth? Many women have already begun this work around the globe. In 2002, Rosemary Radford Ruether brought 16 women together from around the globe in Women Healing Earth: Third World Women on Ecology, Feminism, and Religion to tell us how they are doing it and succeeding. Each is highlighted here for their visions on how to heal the planet at the grassroots level. From their insights, this article explores their contributions as being still relevant today and adding new concerns about the dangers arising on the Tibetan Plateau. The article emphasizes their ideas, provides a warning and other ideas that collective activation might inspire to address climate change.

Management theory and practice are characterised by the ‘theory–practice gap’. A way of addressing this divide is to engage in reflective practice, in this instance, a creative auto/biography. This different way of presenting an old issue demonstrates how the original teachings of the management pioneers remain relevant today. The central issues are the purpose of the organisation and the role of both leadership and employees in unlocking human competence in pursuit of organisational performance. The concepts ‘autonomy’ and ‘control’ transpired as crucial, which could easily be misunderstood or misapplied. This personal reflection presents evidence on which to base change, enhancing the well-being of employees, societies and the profit of organisations. This article contributes to knowledge by making inaccessible knowledge, accessible and inclusive, and the expectation that the meaning emanating from this reflection will result in the management audience to reconsider management, advancing management science and benefitting society at large.
