In the context of supply-side structual reform, the marketization of forest ecological compensation is an inevitable requirement under the market economy. The forest health-cultivation industry, which explores the new method to utilize the forestry resources, is a new direction of forestry firms and is the production of supply-side structural reform. From the perspective of forest health-cultivation industry, this essay explores the possibility of the marketization of forest ecological compensation based on forest health-cultivation industry, and predicts the willingness of people to pay for the ecological service by using the original number of tourists in forestry tourism and leisure industry tourism between 2010 and 2015 and adopting the improved GM (1,1) model. The result shows that people’s willingness is increasing. It is predicted that, by 2023, the number of tourists in forestry tourism and leisure industry tourism will reach 8.98 billion. The development of forest health-cultivation industry has introduced the market mechanism for forestry development, which makes up for the deficiency of the existing compensation mechanism characterized by low compensation standards and single channel of funding. The increase of people’s demand for ecological tourism and the boom of forest health-cultivation industry which provide a new opportunity for the marketization and diversification of forest ecological compensation mechanism.

Ecological compensation is an essential tool for internalizing environmental costs, rationalizing natural resource utilization, alleviating the conflicts between stakeholders, and providing capital for ecological restoration and environmental remediation. Due to irrational allocation and unequal distribution of environmental and economic benefits between stakeholders, there are urgent needs to establish a sound and effective ecological compensation mechanism. In China, ecological compensation was initiated in the 1990s solely to address compensation for forest ecological benefits. Without corresponding laws, regulations, policies, and market mechanism, there are many problems and obstacles to be overcome. In this study, researches on the progress, problems, and prospects of ecological compensation in China were conducted based on theoretical foundations, legal basis, experience acquired, market demands, and Chinese situations. Then, some suggestions were provided to enhance the sustainability of ecological compensation in China.

The Yellow River becomes an important field to carry out river basin ecological compensation for its ecological environment is becoming worse and worse. This essay aims to construct the ecological compensation mechanism from compensation subject and object, principle and standard, compensation type and several problems need to be solved properly by analyzing the current situation of the Yellow River basin and analyzing the necessity of ecological compensation. All the beneficiaries and polluters should provide compensation for all the victims and protectors according to river basin ecological protectors' cost, ecological beneficiaries' situation or river basin repair costs. Fairness, consultation and participation and combining government compensation with market compensation are its guiding principle. Teaching protectors or victims how to fish is much better than giving fishes to those. This essay makes a contribution to realizing sustainable development of the Yellow River basin by constructing the ecological compensation mechanism scientifically.

Important ecologically sensitive areas are extremely important to maintain regional ecological security. For railway construction projects that cross important ecologically sensitive areas, it is particularly necessary to implement ecological compensation in order to minimize the impact on important ecologically sensitive areas. This article introduces the ecological service function value loss accounting and ecological value loss accounting methods from the perspective of value, and puts forward the system introduction method, technology introduction method and compensation method introduction method of ecological compensation, combining the environmental impact assessment system and ecological compensation mechanism in order to improve the feasibility and operability of ecological compensation.

This paper firstly introduces the important position of western mineral resources in China and the important role of mining development for economic development in western region and China, and then lists the ecological environment impact caused by mining action and analyzes the necessity of ecological compensation mechanism. Finally it discusses the key issues about ecological compensation policy, and presents some relevant recommendations about construction of eco-compensation mechanism.
