Implementing Management Planning Functions and Organizational Performance: A Critique In The Face Of Cross River State Water Board Limited, Calabar, Nigeria

With the rapid expansion of non-implementation of management planning functions, there is a drastic reduction/dawn fall in the performance of the Cross River State Water Board Limited Calabar (CRSWBL).The adequate and regular supply of water in Calabar by Cross River State Water Board Limited, has been disdain or neglected in the planning functions and control of the organization by government as well as the management of the board. The imperative implication of inadequate and irregular supply of water in Calabar Metropolis by CRSWBL is no doubt a recurring issued in the life of Cross Riverians and other occupants in the state capital. This study principally focused on implementing management planning functions and organizational performance of the Cross River State Water Board Limited Calabar. The study employed a theoretical based approached supported with secondary data sourced from text books, journals and internet materials. The study revealed that planning functions has a significant relationship with the organizational performance of CRSWBL Calabar. The study also revealed that there is a significant relationship between organizing function and the quality of water supply by the organization. It also indicated that there is a positive relationship between controlling function and the quantity of water supply by the organization. Based on the findings, the study recommended that government and management of the organization should ensure proper and adequate implementation of predetermine goals, objectives as well as plans setting, in order to enhance steady performance of the firm. The management should also ensure that the structure of the organization needs to be well designed in order to allow a free flow of communication system among workers and management of the enterprise.

The tremendous delayed in the payment of salaries and wages to civil servants in Cross River State is an imperative challenge crushing and knocking down the corporate as well as workers’ performance of ministries, institutions and agencies in the system. Salaries and wages structure are always established haphazardly and arbitrarily. This results in salaries and wages inequities, which are the most dangerous sources of friction, conflict and low morale in organizations. It has also created negative attitudes of workers towards their jobs and responsibilities in organizations. This study adopted survey research design. The population 1206 which consist of the various workers of the Cross River State Civil Service Commission that cut across ministries, agencies, institutions and other parastatals. Simple random sampling technique was applied through the use of Taro Yamane formula in determining the sample size of 234 respondents. Primary data was collected through the use of a structured questionnaire using 4 points Likert scale of strongly agreed (4), agreed (3), and disagreed (2), strongly disagreed (1). The data analysis technique used for the study was linear regression model, including ordinary least square and analysis of variance (ANOVA) through SPSS version 20, to test the hypotheses. The study revealed that salaries and wages management significantly influence the development of organizational performance of the Cross River State ministries, agencies and institutions. Early payments of salaries and wages have a significant influence on organizational performance in the state. The amount of salaries and wages paid also has a significant effect on workers’ involvement, loyalty and commitment of the state. Salaries and wages structure also have a significant influence on organizational job satisfaction of the state. Salaries and wages management also contributes to workers’ motivation and morale in the state. The study recommended that management as well as administrators of the various ministries and institutions should ensure that their workers are financially satisfied at when due in their payment of wages and salaries, if they are to be motivated, committed and loyal, satisfied on the job performance and productivity. This is because financially satisfied workers will be more motivated, productive, engaged and emotionally attached to the organizational jobs.

Hiring of domestic staff and its effect on households’ crime has been an issues of great concern in Nigeria. This study is sets to investigate the correlates between domestic staff utilisation and crimes such as kidnapping, stealing and rape. Blocked opportunity theory and structural functionalism theory were adopted. Cross-sectional survey design was used while data was generated view questionnaire. A total sample of 330 respondents were selected from households in Southern Senatorial District of Cross River State, Nigeria. Information retrieved were coded and subjected to statistical analysis. Outcome revealed a significant relationship between the hiring of domestic staff and household crimes (such as kidnapping, stealing and rape). It was recommended among others that house helps should be passably screened through proper employment procedures before they are employed as domestic staff.

The importance of tourism development in a nation’s economy and sustainable development cannot be overemphasized. The Cross River State Government in Nigeria took the bull by the horn by initiating the “Calabar Carnival” in 2004 with the intention of making the state one of the best tourist destinations in Africa. The Carnival gained popularity but insecurity, poor infrastructural facilities, poor funding amongst others have reduced greatly the progress made by the carnival. This paper therefore tried to X-ray how the success of the carnival could be improved through Public-Private Partnership (PPP). The study adopted the descriptive research method in which data was collected from document of the Cross River State Tourism Bureau (CRSTB), Cross River State Carnival Commission (CRCC) and other published and unpublished materials. The study found out that the carnival has not made serious progress because it is fully organized by CRSTB and CRCC. The study then recommended PPP as a way forward stating that PPP would ensure adequate funding for tourism development in the state, provide tourism support and transport infrastructure while at the same time ensuring security of tourist, maintenance of tourism projects and adequate training of tourism workers to mention only but a few.
