The purpose of this study is to identify the problems of small business development in the context of digitalization, followed by the development of a set of measures to support business in the regions of Russia. In accordance with the goal, the author sets the following tasks: to analyze business development in the context of a pandemic and digitalization; to identify the advantages and disadvantages of the impact of digitalization on business development; to develop a set of measures to support business. The scientific novelty consists in identifying the key problems of business development in the context of digitalization and adaptation of innovations and investments in the digital business of the Republic of Bashkortostan. The analysis of business development based on the results of the research of the NAFI Research Centre is carried out. The problems, pros and cons of business development in the context of digitalization are considered. A set of measures for the development and support of business is suggested, including the development of a law on the protection of business in the Internet, which will provide support in the field of legal and information security for small and medium-sized businesses.

The article examines the elements of factor analysis in the management system of small and individual entrepreneurship. It is shown that factor analysis shows the degree of influence of each variable on the financial condition of a small enterprise and individual entrepreneurs. It is revealed that the transformation of approaches to managing the economy of small enterprises and individual entrepreneurs can improve the efficiency of their activities, competitiveness in the market environment, which will lead to an increase in the socio-economic importance of the small business sector. The classification of external and internal factors of the development of small business and individual entrepreneurship is given. The analysis of the factors of small business development showed that in an unstable economic situation and the emergence of crisis phenomena in the economy, the sustainability of small business depends on the implementation of the totality of all factors. The study uses a systematic approach to conducting factor analysis, statistical and graphical methods of research. The concept of factor analysis has been clarified, the author’s classification of factors for the development of small business has been given. The impact of market failures on the activities of small enterprises and individual entrepreneurs was identified on the basis of the structural and logical method. The use of the structural-logical method allowed us to identify market failures that have an impact on small businesses. The importance of small business development infrastructure is revealed, which ensures the active interaction of all its elements, strengthens the feedback between business and government structures.

The article offers a methodical approach to determining the level of small business growth in the regions of Ukraine, based on the calculation of the integrated index. Small business is an important component of region’s economy, but its role and importance in socio-economic development vary depending on the heterogeneous industrial development of the regions. There is a need for a comprehensive assessment of the level of small business development to identify growth points and areas of support. In author’s opinion, the indicators of small business development currently used to determine the effectiveness of the implementation of regional programs to support small business do not reflect the impact of small business activities on the regional development at all. The author focuses the reader’s attention on determination of the level of development of small business and its role in the economy of the regions using the method of integrated index. This index is taken into consideration the extensiveness, intensity and social significance of small business. The coefficient of extensiveness is the share of small enterprises in the total number of enterprises in the region; the intensity coefficient is the share of the volume of products (goods, services) sold by small enterprises in the total volume of products (goods, services) sold in the region. The social significance of small business is calculated as the geometric mean of the product of the share of employees in small enterprises in the total number of employees in enterprises of the region and the share of personnel costs of small enterprises in total personnel costs of all enterprises in the region. The calculation of the general index of small business development in the regions is provided in the article. It allows to draw conclusions that small business has the greatest impact on the development of Kherson, Chernivtsi and Kirovohrad regions, and the least - on the development of Donetsk and Dnipropetrovsk regions. The article concludes by outlining prospects for further research. The analysis of indicators of extensiveness, intensity and social significance of small business makes it possible to highlight the problems that hinder its successful growth in the regions and require concentration of efforts for urgent solution.

Relevance and purpose of the work. In modern conditions of activating state support for small business development in the Russian Federation and the spread of regional practices, new generalizations and conclusions about the stages and institutions of modern business development in the form of small business are required. In accordance with this, the purpose of the study was formulated - to identify the stages and describe the regional model of small business development institutions. Object of study - the Republic of Tatarstan (RT). Materials and methods. A quantitative description of the number of small businesses in a comparative assessment with medium and large businesses based on the calculation of indicators of the relative size of the structure of small businesses (OVSmp), growth rates (Tpr). Characteristics of the stages of small business development in the Russian Federation by the method of verbal description of criteria. Comparative functional analysis of small business development institutions in the Russian Federation with detailing at the meso-level in descriptive modeling of a regional model of small business development institutions in the Republic of Tajikistan. In the presentation of the results, gauge-analytical methods were used - tables and figures. Results and conclusions. According to the results of a retrospective analysis of the stages of small business development, an impact on the change in the number of small business enterprises of state support is found. The most productive in the context of the development of small business is the period of 1992-1995. Within the framework of foreign trends in the development of state support for small businesses in the Republic of Tajikistan, a federal program of state support for small businesses is being implemented on co-financing terms, within which business incubators are supported; export-oriented small business; fund of assistance to small enterprises in the scientific and technical field.

Relevance. The living standards in any country largely depend on how developed is this country’s business sector. The latter, in its turn, relies on the availability and efficient use of resources. The problem that arises in this respect and that this study seeks to address is how to measure the resource potential available for the development of small businesses in order to choose the optimal strategy of stimulating this sector for this or that region. Research objective. The aim of this research is to study resources available to small businesses and their use in Russian regions. Data and methods. The set of indicators used in our analysis helps us measure the activity of small businesses in Russian federal districts. The key elements of the assessment are based on the official statistics and include the following: average labor productivity of small businesses, the unit turnover per small enterprise, the number of small firms per 10,000 people. Each of these indicators was analyzed by using the methods of mathematical statistics according to the three criteria: stability (S); average values (M); and the variability of the results (V), which characterizes interregional differentiation within a federal district/country. Results. The article proposes a system of indicators for diagnosing small business development based on the concentration and performance of small-sized enterprises. The quantitative results of such analysis can be used for choosing strategies of small business development. Conclusion. There was a significant decline in entrepreneurial activity during the post-crisis period of 2017-2018 in Russia, which could be explained by the impact of foreign sanctions and the difficult economic situation in the country (inflation, a sharp rise in the price of resources, difficulties in communication with international partners, and the difficulty or even impossibility to adopt efficient technologies in a short time). As our analysis has shown, some of the Russian territories still have underutilized resource potential that can be used for stimulating small business development.

This study investigates the relationships between the types of “outsider” consulting assistance provided by the Small Business Development Center and subsequent changes in the performance of its established small business clients. According to the results of this study, established small business clients appear to benefit more from administrative and operating assistance than they do from strategic assistance. However, the findings also suggest that outsider assistance is most useful when it includes comprehensive attention to strategic, administrative, and operating problems.
