Relevance. The living standards in any country largely depend on how developed is this country’s business sector. The latter, in its turn, relies on the availability and efficient use of resources. The problem that arises in this respect and that this study seeks to address is how to measure the resource potential available for the development of small businesses in order to choose the optimal strategy of stimulating this sector for this or that region. Research objective. The aim of this research is to study resources available to small businesses and their use in Russian regions. Data and methods. The set of indicators used in our analysis helps us measure the activity of small businesses in Russian federal districts. The key elements of the assessment are based on the official statistics and include the following: average labor productivity of small businesses, the unit turnover per small enterprise, the number of small firms per 10,000 people. Each of these indicators was analyzed by using the methods of mathematical statistics according to the three criteria: stability (S); average values (M); and the variability of the results (V), which characterizes interregional differentiation within a federal district/country. Results. The article proposes a system of indicators for diagnosing small business development based on the concentration and performance of small-sized enterprises. The quantitative results of such analysis can be used for choosing strategies of small business development. Conclusion. There was a significant decline in entrepreneurial activity during the post-crisis period of 2017-2018 in Russia, which could be explained by the impact of foreign sanctions and the difficult economic situation in the country (inflation, a sharp rise in the price of resources, difficulties in communication with international partners, and the difficulty or even impossibility to adopt efficient technologies in a short time). As our analysis has shown, some of the Russian territories still have underutilized resource potential that can be used for stimulating small business development.

The article investigates the problematic issues of small business development in difficult socio-economic conditions. The current state of development of business entities as a result of the introduction of quarantine as a result of COVID-19 is analyzed. Emphasis is placed on providing jobs for small businesses, as well as other factors that have a direct impact on their activities and development. The defining characteristics and problems of the main segments of entrepreneurship are clarified: individuals - entrepreneurs, micro-enterprises, small enterprises. Attention is paid to the main characteristics of small businesses: prevalence, geographical location, employment, productivity and the predominant field of activity. The main obstacles to the activities of small businesses are systematized, in particular: lack of access to finance, lack of a state support system, low level of innovation, limited opportunities for exports, excessive tax pressure, corruption. A group of limiting factors that currently affect the conditions of doing business is considered. These include: systemic factors, the impact of which can be eliminated or minimized as a result of the implementation of business development strategy and "background" factors that characterize the impact of the external environment on business and form the general conditions of its development. The study substantiates the importance of state support for the development of small businesses. The real state of support of small and medium business by the domestic government is considered - temporary reliefs for business during quarantine: reduction of financial obligations of small businesses to the state, provision of financial and consulting products on favorable terms: loan to replenish working capital, refinancing investment and working capital loans, deferred repayment of loans, imposing a moratorium on tax audits during quarantine, partial mitigation of penalties for late registration of tax invoices, non-payment of taxes, non-compliance with agreements with partners and financial institutions. It has been found that small business support should be comprehensive and on an ongoing basis. The ways of overcoming negative factors and factors for small and medium business in the future are offered: continuation of preferential conditions for enterprises, creation of anti-crisis fund, realization of credit programs, development of venture capital, creation of programs, directions. small business.

Іntroduction. The stable functioning and qualitative development of enterprises of the small business sector largely depend on the state's effective regulatory policy in a modern economy. Necessary are regulatory measures of the state in relation to entrepreneurship development, increase their efficiency, improvement of methods of influence on entrepreneurial activity, which will help to equalize cyclical tendencies in the functioning of small businesses, increase their social role in the social and economic development of regions and the country as a whole. In this regard, it is expedient to study the current state of small business development through the prism of identifying the advantages and disadvantages of regulatory policy in this area. Methods. General scientific and special methods are used: statistical analysis and systematization; empirical synthesis and generalization in the process of research. Results. The article covers the existing manifestations of improvement of certain important economic indicators: increase of sales volumes, growth of the share of small business in GDP and in the total number of economic entities, increase of assets and capital, increase of labor productivity and social parameters. The shortcomings of small business development in Ukraine were identified, among them: a decrease in the number of small business entities, low financial and economic efficiency, weak financial and economic status of small enterprises, high level of profitability of economic activity, small number of employed and self-employed in this sector of the economy, reduction of available workers places, critical imbalances and deformations in the development of the small business sector in the spatial and sectoral aspects. Discussion. Since regulatory policy plays a strategically important role in the functioning of the small business sector, the study of its effectiveness and the identification of deficiencies will allow to form a high-quality business environment favorable for the activation of the entrepreneurial activity of the population, the emergence of new ones, and the improvement of the efficiency of business activities of the small business actors, balanced development of the entrepreneurial sector of the national economy as a whole. Micro and small businesses are businesses that built with a variety of vulnerabilities both in terms of capital capacity and managerial capacity of marketing and production. Micro and small business development will only be able to be carried out if there is a comprehensive synergy with multi-stakeholders that woven and accommodated and integrated through the advancement of information and communication technology. Analysis of the development of micro and small businesses uses a qualitative approach by utilizing the application of Nvivo 12 plus in conducting the contents analysis of the number of literature collaborated with secondary data related to the conditions of micro and small businesses in the City of Palopo. The results of the study refer to recommendations to strengthen the collaboration patterns of various stakeholders and broaden the scope of stakeholder involvement. Expansion of stakeholder involvement is maintained and accommodated through the integration of digitalized data so that more comprehensive, updated, and continuous information and communication can use as material for decision making in the development of micro and small businesses.

The article examines the elements of factor analysis in the management system of small and individual entrepreneurship. It is shown that factor analysis shows the degree of influence of each variable on the financial condition of a small enterprise and individual entrepreneurs. It is revealed that the transformation of approaches to managing the economy of small enterprises and individual entrepreneurs can improve the efficiency of their activities, competitiveness in the market environment, which will lead to an increase in the socio-economic importance of the small business sector. The classification of external and internal factors of the development of small business and individual entrepreneurship is given. The analysis of the factors of small business development showed that in an unstable economic situation and the emergence of crisis phenomena in the economy, the sustainability of small business depends on the implementation of the totality of all factors. The study uses a systematic approach to conducting factor analysis, statistical and graphical methods of research. The concept of factor analysis has been clarified, the author’s classification of factors for the development of small business has been given. The impact of market failures on the activities of small enterprises and individual entrepreneurs was identified on the basis of the structural and logical method. The use of the structural-logical method allowed us to identify market failures that have an impact on small businesses. The importance of small business development infrastructure is revealed, which ensures the active interaction of all its elements, strengthens the feedback between business and government structures.

Small businesses have a central role in the Indonesian economy. Small businesses have supporting economic sector development. The large number is unfortunately not accompanied by the maximum quality of education from SMEs. To develop a small business, of course, training and coaching are required. The purpose of this study was to examine the effect of training and coaching simultaneously and partially on the development of small business. The sample of this research is 76 small medium entrepreneurs in Lowokwaru Malang, with purposive sampling technique. The result of multiple regression test proves that there is influence simultaneously and partially between training and coachingto small business development. It means research hypothesis was accepted. The dominant variable that influences is coaching (X2) with the largest beta value of 0.675.

The purpose of this research is the development of theoretical foundations for the functioning of the mechanism of state support for small business in a decentralized government based on a synergistic approach. The subject of the study: theoretical and methodological foundations for the functioning of the mechanism of state support of small business in the context of synergetics. Research methodology is a set of principles, approaches, general theoretical, special, and interdisciplinary methods of scientific knowledge, namely morphological analysis, comparative analysis, methods of deduction and logical generalization, analysis and synthesis. Functioning of the mechanism of state support for small business is considered on the basis of a synergistic approach. The synergistic approach is one of the most effective methodological bases for the development of modern economics. The article considers the key theoretical provisions for understanding this approach, substantiates the possibility and feasibility of its application in the implementation of this mechanism in modern economic conditions. Results. It is determined that the reform of decentralization of power has led to the creation of institutional problems in the economic mechanism of state support for small business. In the regions and territorial communities, there is no single mechanism to support the development of small business, which causes the inefficiency of this area of public policy. This justifies the relevance of the use of new methodological approaches to the formation of the mechanisms for implementing the state policy of business regulation. The importance of small business for the development of the national economy, ensuring its stability, is substantiated, the main approaches to the essence of entrepreneurship are investigated. Theoretical aspects of the functioning of the mechanism of state support for small business on the basis of traditional and systemic approaches are systematized, their positive aspects and shortcomings are determined. It is substantiated that in the conditions of economic transformations and introduction of the reform of decentralization of power it is expedient to use the synergistic approach in the research of the mechanism of the state support of the small business. It is emphasized that the very synergistic approach is able to study the process of functioning of the mechanism of state support for small business on the basis of evolutionary development and self-organization of complex systems. We propose to consider the mechanism of state support in the conditions of decentralization as a process of self-organization of small business entities and public authorities, which is carried out through their interaction with the meso- and macroenvironment. Conceptual bases of the use of the synergistic approach in the research of the mechanism of the state support for the development of entrepreneurship and its economic levers are developed. It is substantiated that the application of a synergistic approach in the process of formation and application of the mechanism of state support of small business will allow to take into account interdependence of economic processes and phenomena, to investigate the interaction of local authorities and small businesses under decentralization. The use of a synergistic approach as a research method also makes it possible to take into account the dynamics of the state support mechanism. The synergistic methodology in the study of the mechanism of state support for small business allows to take into account the existence of connections and interactions between the components of the mechanism, as well as the integrity and ability to change. Based on a synergistic approach, it becomes possible to ensure the development of small businesses by preventing threats. The next advantage is the ability to take into account the alternative scenarios of small business development of a particular region or territory in a changing socio-economic environment. Consideration of the mechanism of state support as a self-organized system makes it possible to study the patterns of self-organization, which in the future should become the basis for calculating the synergistic effect of the mechanism.

The article offers a methodical approach to determining the level of small business growth in the regions of Ukraine, based on the calculation of the integrated index. Small business is an important component of region’s economy, but its role and importance in socio-economic development vary depending on the heterogeneous industrial development of the regions. There is a need for a comprehensive assessment of the level of small business development to identify growth points and areas of support. In author’s opinion, the indicators of small business development currently used to determine the effectiveness of the implementation of regional programs to support small business do not reflect the impact of small business activities on the regional development at all. The author focuses the reader’s attention on determination of the level of development of small business and its role in the economy of the regions using the method of integrated index. This index is taken into consideration the extensiveness, intensity and social significance of small business. The coefficient of extensiveness is the share of small enterprises in the total number of enterprises in the region; the intensity coefficient is the share of the volume of products (goods, services) sold by small enterprises in the total volume of products (goods, services) sold in the region. The social significance of small business is calculated as the geometric mean of the product of the share of employees in small enterprises in the total number of employees in enterprises of the region and the share of personnel costs of small enterprises in total personnel costs of all enterprises in the region. The calculation of the general index of small business development in the regions is provided in the article. It allows to draw conclusions that small business has the greatest impact on the development of Kherson, Chernivtsi and Kirovohrad regions, and the least - on the development of Donetsk and Dnipropetrovsk regions. The article concludes by outlining prospects for further research. The analysis of indicators of extensiveness, intensity and social significance of small business makes it possible to highlight the problems that hinder its successful growth in the regions and require concentration of efforts for urgent solution.

In modern conditions, the level and rate of development of regions and the state as a whole are directly related to the dynamics of small and medium-sized businesses. The article provides an assessment of the socio-economic changes that occurred in the small business sector of the Republic of Crimea in 2015-2018. The system of indicators that reflect various aspects of its functioning and the impact on the region’s economy is analyzed. Indicators of entrepreneurial activity, social efficiency of small businesses, economic efficiency of functioning, investment and innovation activity are considered.

"Entrepreneurs, as the most active social group sensitive to public mood, perhaps feel the changes in the time of life in a digital society (time pressure illusion) most of all. On the other hand, the very internal temporal organization of a person involved in entrepreneurial activity can determine the characteristics of his or her mind and behavior in the economic sphere. The aim of the study is to reveal the impact of the psychological time of the representatives of small businesses on their economic minds. The study involves 109 representatives of small businesses in various fields (wholesale and retail trade, education, tourism, consulting, production, etc.), registered in the Chelyabinsk region and operating in the Russian Federation (mean age 34.9, 42% male). The respondents completed electronic forms of Inventory of Time Value as an Economic Resource (Usunier), Zimbardo Time Perspective Inventory, Attitudes towards Time (Nuttin), and Inventory of Polychronic Values (Bluedorn). To diagnose the features of the economic mind of entrepreneurs, the Economic Attitudes Questionnaire (Deyneka & Zabelina, 2018) was used. Regression analysis showed that certain components of psychological time (positive attitude to the past, present and future, the value of time as an economic resource) determine the formation of constructive economic attitudes of small business owners, namely the value of independent economic achievements, willingness to invest, unwillingness to sacrifice vocation and health for money, financial optimism. Thus, the lack of fixation on past failures, a positive attitude towards the present and the future, the ability to transfer time into money create a psychological foundation for the formation of entrepreneurs' attitudes in economic life. The results can be used in the consulting of the future entrepreneurs."
