The use of simulation technologies in medicine has proven its advantage over the traditional education system. The growing interactivity of the educational environment and the plasticity of interdisciplinary training with an emphasis on self-education dictate the search for promising directions for the development of simulation learning.

The article examines the features of organization of distance education at the higher school of Russia. It is emphasized that high-tech, innovative nature of the development of the education system envisages the expansion of the spectrum of fundamental and applied scientific studies, deepening the integration of science, education and production, the modernization of educational content, educational technologies and educational environment, training and coaching, causes certain changes in the organizational structure of the education system and administration of educational activities, and also requires a targeted, adequate and timely funding. The author points out that from a technological point of view this character cause: informatization of education, the emergence of new ICT-based pedagogical and learning technologies and the latest learning tools, the creation and use of pedagogical systems of modern, computer-oriented learning environment, gradual formation and development of computer-technological platform of information educational space.

Currently, in the context of the widespread use of e-learning technologies and distance educational technologies, it is necessary to train future teachers, taking into account the peculiarities of solving professional problems in an electronic information and educational environment, to develop students' relevant competencies, including network communicative competence. Despite the large number of studies devoted to the communicative aspect of the teacher's activities, the problem of the formation of network communicative competence in the electronic information and educational environment has not been sufficiently studied. Based on the analysis of scientific literature, the results of the questionnaire survey of students, some methods of forming network communicative competence in future teachers in the study of various disciplines, in the course of teaching practice, and scientific research are proposed. The analysis of the conditions and factors that determine the choice of methods for the formation of the specified competence has been carried out. These factors are associated with the teachers' perception of the peculiarities of communication in the electronic information and educational environment, the didactic and communicative potential of resources and tools of the electronic information and educational environment, the choice of methods and technologies for organizing interaction, the selection of educational material that allows the development of components of network communicative competence, the design of tasks and exercises for the development of network communicative competence, the choice of modes, schemes and forms of organization of interaction, the organization of feedback, control of the level of formation of the network communicative competence, the implementation of reflection. The formed network communicative competence will contribute to a more effective solution by the teacher of communicative tasks in the electronic information and educational environment, which will improve the quality of training of future teachers in the electronic information and educational environment.

An examination of the steps in systems design reveals it to be an iterative process. The complexity and dynamic quality of the educational environment require designers of educational technology systems to emphasize this process and at the same time take into account conditions within the education system and the community that provide essential data. Examples of attempts to cope with these features of the design processes are presented along with implications for changes in the approach to the design of educational technology systems.

The emergence of pedagogical technologies and their mass introduction dates back to the 1960s. Reformation of the American and European schools was provoked by reinterpretation of the learning goals. However, the historical roots of some pedagogical technologies are much older than studies of J. Carroll and D. Bruner – renowned authorities in this area of research. One of these technologies is cooperative learning. Initially recognized as a key component of humanistic pedagogy of J. Dewey, this technology has been further developed in works of many Soviet and foreign scholars. In the 1920s, the works by J. Dewey had a serious impact on the reformation of the Soviet education system, which aimed to educate the entire population of the Soviet Union. However, for some reasons, the gradual introduction of cooperative learning into learning process took a break in the 1930s. Since the late 1990s, a serious pedagogical crisis has emerged in the Russian Federation, which cannot be mended by traditional education system; it encourages many teachers to look at the well-studied pedagogical technologies from a different perspective. Today the social order sets new requirements concerning a major breakthrough in training a person. Teamwork and analytical thinking skills, the ability to lifelong self-education and self-develop-ment require fundamental changes in the traditional education system. At the same time, for the successful implementation of pedagogical technology, it is necessary to resolve a number of issues related to the essence of the concept of cooperative learning and the definition of components. Research relevance is indicated, the historical roots and essence of the concept of pedagogical technology of cooperative learning are determined, examples of the practical application of models of this pedagogical technology are exemplified.
