Information - communication technologies perhaps represent the most significant drive for the development of contemporary society and market. State is always the constant, unavoidable element in the functioning of every society and market and is, itself and through its bodies, susceptible to the influence of new trends and concepts. Their effects are so large that they change the role of the state and the nature of its bodies reflecting the need for continuous reform of public administration worldwide. One of the principal reforming elements and concepts in modern public administration refers to its digitalization, that is the process of electronization. Electronic government, that is e-government as a modern concept which assumes the digitalization of the entire work of public sector by replacing the traditional institutes and functions with modern concepts that include the application of information and communication systems. Thanks to digital reform, the work of public administration has become more transparent and efficient making it more accessible to interested parties and stakeholders, but also leading to the changed role – from public government to public service. The process of electronization and reform of public administration includes the digitalization of public services which public bodies offer to their citizens, enterprises, commercial sector and other persons they come in contact with, and whose rights and interests they protect. Public services include numerous services from different spheres of life: health, economy, ecology, internal affairs, etc. Bearing in mind the significance of public services for the citizens’ and companies’ regular work and functioning, their digitalization represents an important developmental phase which requires adequate academic and scientific approach.

Today there is a growing understanding that the use of ICT in public administration is not just automation of individual functions and business processes. That is about substantial reorganization of the work of relevant organizations on the basis of information and communication technologies, leading to new quality of public services, development of new forms of democracy. The article discusses the problems and prospects of the implementation of information and communication technologies in the interaction of government and society.

In the conditions of increasing legal and sociotechnological problems of the convergent information and communication environment, IT security of the State acquires strategic importance. Inaccurate information about the processes taking place in the society constitutes the apparatus of the information sphere of the society and can influence adoption of decisions made in the field of public administration. Dysfunctions of the institutions and media of mass media and communication are increasing, methods of mass information manipulation are actively applied, which adversely affects both making decisions in the field of public administration and implementing one of the main functions of interaction between the society and the state, namely: receiving and providing public information services by citizens. There is an urgent need for the formation of the state system of administration of security and reliability of information services provided to citizens. This is particularly relevant for emergency situations where the life and health of citizens are at risk.

The introduction of information technologies into public life in all spheres of the life of the state and society has set the scientific community the task of scientific understanding of the theory and practice of the introduction and application of these technologies, modernization of the legal policy of the state in the information society. The consequence of this was the formation at the turn of the XX-XXI centuries. In the political and legal though of views on the electronic state, embodying ideas about how the state should function in the era of high technologies. Management in modern conditions begins to be built through the use of electronic communication systems at all levels. In the modern legal doctrine, the structure of the electronic state has ambiguous content. And this expresses not just the vision of the structure of the idea by various scientists, moreover, the consolidation of such provisions in scientific research is a trigger for the institutionalization of the idea, its development at the theoretical level and obtaining its expression in building its own infrastructure. The idea of an electronic state as its main goal is aimed at modernizing the public administration system through information and communication technologies and the capabilities of the global Internet. It must solve the accumulated problems and meet the criteria set by modern society.

The scientific article identifies the peculiarities of appealing the decisions, actions or omissions of public administration subjects on the provision of public services at the stage of initiation and preparation for judicial review of an administrative case. The author substantiates the feasibility of improving the legal regulation of the procedure for holding a preliminary hearing before the court hearing of the case. In particular, it is considered expedient to set the terms of the preparatory meeting from the moment of receipt of the administrative claim, as well as to determine the cases when the parties are not reconciled.It is established that the preliminary stage of the court hearing often ends with the conclusion of the preliminary proceedings and the appointment of the case to trial in the field of public services. This is not against the law. However, it should be borne in mind that in accordance with Art. 121 of the CAS of Ukraine such a decision is delivered by the consequences of preparatory proceedings, not the previous court hearing. Obviously, preparatory proceedings are not limited to, and do not always end at, a previous court hearing. Preparation may continue after a preliminary hearing. Therefore, the decision to close the preliminary proceedings and assign the case to trial after the consequences of the previous court hearing can only be made if the judge has taken all the measures necessary to hear the case. If during a previous court hearing in the field of public services, to which all persons involved in the case have arrived, the issues necessary for its consideration have been resolved, then, with the written consent of these persons, a court hearing may be initiated on the same day. In this case, the termination order is also delivered.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

The state is a complex social entity that plays a system-forming role in society. This is reflected in the implementation of many functions inherent in the state as a social institution. Their combination implies a directed influence on the elements that interact in a certain situation, in order to achieve goals in the most effective ways. Such goals seem significant in the context of a certain set of socially useful aspects of life. The implementation of public administration in such conditions actualizes its social orientation, which is based on a scientific approach using modern information and communication digital technologies. This approach should be based on social modeling, which is a specific way of knowing the corresponding aspect of being. Its specificity lies not only in the formalization of knowledge about social structures and processes, but also in the reflection of controlled and spontaneous processes, the awareness of the necessary actions and the will to carry them out in the interacting subjects – actors and building by them of a logically related model of behavior. At the same time, a feature of cognition is the maximum approximation of the formed image to a real process or phenomenon. This is achieved by taking into account the largest number of factors in their relationship with each other, as well as goals of creating the model and the results expected from its implementation. Within the framework of social modeling, there are objective ways to form a behavioral image that allow you to predict the direction and content specifics of the development of many social processes. The article considers the main areas of application of social modeling in public administration: assessment of the effectiveness of management bodies in the monitoring mode, development of strategic decisions, their translation into technological formats, digital representations of strategies and technologies.
