The development of the national economy and its components in modern conditions is increasingly dependent on technological shifts based on innovation. The ability to form and effectively use potential is becoming a decisive factor in enhancing the competitiveness and development of enterprises. The development of managerial capacity will allow enterprises to adapt quickly to new environmental conditions and make effective management decisions. With the transformation of the economic system towards social orientation, there is a transition from outdated forms of enterprise potential management to a new vision of the quality of management potential. Basic approaches to assessing the quality of management potential in its innovative development were formed. The main features of the innovative development of managerial potential were identified. The main features of the development of innovative management potential were determined. A basic structure for management potential innovative development measures was proposed, which regulates that a company’s policy in the field of improving the efficiency of management capacity is a subordinate element of the general strategy of an enterprise, but at the same time it is necessary to monitor the balance between economic performance and social justice.

Social justice challenges and teacher retention challenges create crises in urban school districts across the United States. Moreover, despite literature linking principal leadership with school ethos known is little as to how the use of an invitational leadership style with a social justice orientation has a connection to the retention of teachers in urban settings. This study used a qualitative case study survey design conducted at two urban school district settings, one in the Western United States and the other in the Midwest. The analysis found a connection between the principal using an invitational leadership style, and the presence of a strong social orientation that helped to retain teachers. These findings present implications for scholars and practitioners.

The objective of the research was to analyze the regulations of administrative law and the doctrine of administrative procedural law, in terms of determining the nature and transcendence of the basic principles that underpin its structure, social orientation, and basic properties of the legal regulation of this branch of law, and that, in addition, create the appropriate organizational and functional conditions for administrative procedure activities. Materials and methods of documentary research were implemented. Everything allows us to conclude that the principles of administrative procedural law can be divided into those that directly reflect the specificity and content of this branch of law, determine its characteristics, purpose, objectives, and intention, and, on the other hand, administrative procedural principles, that is, basic principles enshrined in the administrative procedure. It does not undergo significant changes, which determines the nature and content of the activities of all subjects of administrative procedural relations in general.

One of the most pressing issues in financial law is the determination of the place of expenditure obligations for the social sphere in the structure of the regional budget. Expenditure obligations of a social orientation are legally fixed in the Budget Code of the Russian Federation, as well as in the legal acts of the subjects of the Russian Federation regulating budget relations for the financial year and the planning period. The analysis of the content characteristics of expenditure obligations in the social sphere and the practice of their consolidation in regional budgets, indicates the priority nature of their financing, as indicated by both conducted sociological studies and developed and tested methods, in particular, the assessment of the elasticity of expenditures on budget revenues.

The authors of this article analysed doctrinal provisions, as well as Ukrainian constitutional legal practice. The social component of the system of functions of the modern state was studied. The present article analyses the activities of states where an intellectual, political, and practical breakthrough was made in solving the problem of state functions in the context of socio-economic reform. Attention is drawn to the specifics of the implementation of social activities of the Ukrainian state. The methodological framework of this study includes the main general scientific methods, namely socio-economic methods and techniques of the empirical level of cognition, the method of systematic analysis of numerous theoretical provisions on positive law, historical and statistical methods, the method of comparisons and analogies, generalisation methods, an analytical review of the available scientific publications on the subject under study. Furthermore, scientific methods in the field of legal science were also employed, such as normative-logical, comparative legal, historical legal. It was concluded that a social state is a state whose policy has a priority social orientation, which is expressed in the appropriate service of civil society by the state, the creation of necessary and sufficient conditions for the realisation of economic, social, and cultural human rights, the guarantee of its social protection and social security, based on the socio-economic capabilities of the state based on the principles of justice, proportionality, and a harmonious combination (balance) of public and human interests

The article focuses on the relationship between public administration and legal deontology. Public administration is a renewed form of public administration. The difference is that public administration is a more democratic process of state-authoritative impact on social relations. This democracy is manifested in the forms and methods of managerial activity used. Among the forms and methods of public administration, a softer set of forms is selected – an appropriate combination of legal and non-legal forms, the method of persuasion and coercion. The very activity has an executive and administrative nature. The executive orientation implies the call of public administrations to promote the practical implementation of laws. Orders – to adopt and implement legal acts of administration. Forms and methods together constitute the tools of activity of public administrations. Executive-administrative activity is carried out through appropriate managerial procedures. The basis of activity is administrative discretion. It consists in the possibility at one’s own risk to use forms and methods in their totality depending on the choice of the public administrator himself. This requires its appropriate level of professional training and the necessary level of compliance of the activity of a public administrator with increased moral and ethical parameters. Given the lack of administrative and procedural legislation, it is proposed to consider the use of discretionary powers as permissible with the possibility of expanding their limits within the law. But this is only on condition of introducing into the normative regulation of public administrators’ activity the code of their professional conduct. Such a code should contain an ideal model of professional conduct of public administrators. Conformity of professional conduct of an official of public administration body to the requirements of the code is a prerequisite for the implementation of its social mission. The code of ethics of a public administrator should contain a set of requirements of moral and ethical nature, compliance with which in the activities of the public administrator will contribute to the implementation of constitutional requirements on the social orientation and conditionality of the activities of the state and all its bodies.

Abstract Background Despite recent discoveries in pharmacotherapy and psychotherapy, patients with inflammatory bowel disease (IBD) still face challenges with improvement, remission, and healing. The objectives of the study were to identify the characteristics of patients with IBD with the Freiburg Personality Inventory and the intensity of the colonic disease, comorbidities, and other factors that could be related to the personality of the subjects.Methods Data were collected in the period 2019–2020 from 46 patients from records at two hospitals. This study used nonparametric methods, such as the Wilcoxon-Mann–Whitney, Kolmogorov–Smirnov, Mann–Whitney U test, and BOOTSTRAP method. The control group was considered the national normative sample based on the average raw scores on the 12 personality assessment scales using the t test (one sample t test).Results Compared to the control group, the Inhibitedness, Health Concerns, and Emotionality scales had significantly higher raw scores. Additionally, the Social Orientation, Frankness, and Extraversion scales had significantly lower raw scores. Health status was a medical factor that influenced personality scales. On the Somatic Complaints scale, patients who had lesions or comorbidities had significantly higher raw scores. Patients who had comorbidities in addition to IBD had considerably higher raw scores on the Excitability scale.Conclusions Positive affective and cognitive adjustment interventions may aid people with IBD in managing life problems in a balanced manner while interpreting treatment outcomes with confidence. Psychotherapeutic change interventions regarding life perception are required to tackle the description of subjective suffering related to physical inconveniences (Somatic Complaints scale), a strong orientation toward performance (Strain scale), mood swings, anxiety, and pessimism (Emotionality scale). Another intervention is reconsidering values and (re)prioritization, such as family, intimate relationships, friends, health, growth, development, balanced work, all of which can promote a feeling of well-being and balance.

Current study aimed at highlighting reflections of CSR and its role in supporting healthcare system in KSA during COVID 19 pandemic. Quantitative approach was employed through utilizing an online questionnaire distributed on total of (97) individuals within KSA hospitals which included managers of public relations, external relations or marketing in Saudi governmental or private hospitals within Saudi hospitals. Results of study indicated that the main hypothesis was accepted, and it was seen that CSR has the ability to positively influence and support the healthcare system in Saudi Arabia during COVID 19. Among the chosen dimensions of CSR (Reputation, Ethics, Social Orientation and Profitability), it appeared that ethics was the most influential aspect that has a main role in supporting and backing up the healthcare system in KSA during the pandemic, and this concept helped in supporting the Saudi healthcare system during the breakout of the pandemic from collapsing. Study recommended increasing the awareness of social responsibility among organizations in order to increase the relationship between stakeholders (organizations) and the community.

This study analyzed the category of “interest” in the structure of the sociological theory and practice of modern management. The importance of interest in such a scientific field as the sociology of management is described and its role in the study of social management, considered as a specific sphere of human activity, is substantiated. As a result of the analysis, the place of interests in the activities of the subject of social management is revealed, characterized by the internal inconsistency of his interests and the need for their coordination. The importance of interests in the formation of the activity of the object of social management is determined and the main indicators of their state are described: social integration, cohesion, solidarity, social consensus. Particular attention is paid to the consideration of the effectiveness of management decisions described both from the standpoint of the effectiveness of resource use and from the standpoint of achieving the goals of social management. The technological aspect of taking into account interests in the process of social management is considered, which manifests itself in the use of social technologies that contribute to the optimization of managerial influences. The article describes the importance of taking into account interests (personal, group, social) in the process of social technologization. The connection of interests with the methods and principles of social management reflecting the social essence of its social mechanism is explained. Among the principles, the most significant ones are considered from the perspective of taking into account interests: the principles of social orientation of management, humanization of management, consistency of personal and organizational goals, delegation of authority and management through the team.

The article analyzes the forms of public memory in the field of historical, cultural and scientific heritage on the example of commemorative practices in the Novosibirsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences. The source basis was the historiographic and information resource of publications about the SB RAS, the materials of the electronic open archive of the SB RAS, the results of the method of included observation. The methodological basis is the socio-cultural approach, the provisions on T. Shola’s mnemosophy. We consider the resonant commemorative events of 2020–2021 dedicated to the leaders of the Siberian Branch M. A. Lavrentiev, N. N. Yanenko, N. N. Pokrovsky, T. I. Zaslavskaya, doctor of philology M. I. Cheremisina, the builder of the Akademgorodok of the Novosibirsk Scientific Center general N. M. Ivanov. Conclusions are drawn that the sphere of public memory is an important component of the socio-cultural framework of the territory of the “scientific topos”. Novosibirsk Akademgorodok is a complex innovative form of public memory that configures the socio-cultural environment for the tasks of commemoration. The calendar-anniversary principle of commemoration of memorable dates is complemented by the logic of spiritual attachment to the heritage of significant personalities. The line between institutional and private initiatives and partnerships is being blurred. There is a further rethinking of the contribution and significance of the leaders of science. In various forms of public memory, social orientation, social activism, and moral agentivity are noted. The practical value of generalizing and algorithmizing the experience of commemoration is due to the importance of the socio-cultural function of the sphere of public memory in creating a semantic space of social myth-making, which significantly affects the life of society, the accumulation of historiographic and information resources for the successful implementation of national projects related to the modernization of science and education in the face of great challenges of modernity.
