The state is a complex social entity that plays a system-forming role in society. This is reflected in the implementation of many functions inherent in the state as a social institution. Their combination implies a directed influence on the elements that interact in a certain situation, in order to achieve goals in the most effective ways. Such goals seem significant in the context of a certain set of socially useful aspects of life. The implementation of public administration in such conditions actualizes its social orientation, which is based on a scientific approach using modern information and communication digital technologies. This approach should be based on social modeling, which is a specific way of knowing the corresponding aspect of being. Its specificity lies not only in the formalization of knowledge about social structures and processes, but also in the reflection of controlled and spontaneous processes, the awareness of the necessary actions and the will to carry them out in the interacting subjects – actors and building by them of a logically related model of behavior. At the same time, a feature of cognition is the maximum approximation of the formed image to a real process or phenomenon. This is achieved by taking into account the largest number of factors in their relationship with each other, as well as goals of creating the model and the results expected from its implementation. Within the framework of social modeling, there are objective ways to form a behavioral image that allow you to predict the direction and content specifics of the development of many social processes. The article considers the main areas of application of social modeling in public administration: assessment of the effectiveness of management bodies in the monitoring mode, development of strategic decisions, their translation into technological formats, digital representations of strategies and technologies.

For many years, Ukraine is not entirely able to reverse the dangerous tendencies of growing distrust of the public to the activities of state authorities. In particular, the promises of public authorities regarding the improvement and development of information and communication technologies that are used both in the activities of state authorities, in narrow circles of specialists, and in everyday life of ordinary people are not fully fulfilled. The state-civil communicative network is one of the main directions of stimulating economic growth, employment, expansion of competition and, as a result, contributing to overcoming "digital isolation", both social and geographic. Without the state-civilian communicative network it is virtually impossible to execute management decisions, to make feedback and to correct the goals and stages of the activity of state authorities.

In modern conditions, the effectiveness of management of facilities largely depends on the quality of information support of the management of these facilities. The availability of reliable, timely and optimal information on the state of facilities and trends in their development should facilitate the development and adoption of the most optimal and effective decisions on health care management in both the industry and specific health care institutions. The article identifies the importance and significance of the use of information and computer technologies in public administration of the health care system. The place of public administration in the processes of application of information and computer technologies is considered. The levels of introduction of information and computer technologies in the state management of the health care system are characterized. The peculiarities of using the eHealth system for the purpose of digitalization of public administration and realization of medical services in Ukraine are determined. It has been proven that the implementation of eHealth in the health care system requires careful monitoring and communication process between healthcare professionals, patients, end users of health services. The characteristic of the technological accounting tool, which is the main component of the eHealth system, is given. The process of eHealth implementation in the modern healthcare system in Ukraine is analyzed. The main advantages and problems of the implementation and development of a single electronic health care system eHealth are described. The directions of improvement of the process of introduction of information and computer technologies in the information and communication system of public administration in the field of health care of different levels are investigated, namely: realization of the project of development of innovative information and computer system on communication between health care institutions concerning treatment patient, implementation of the project of development of the database on doctors and personnel reserves of different levels, implementation of the project of development and formation of the database on the state of public health.

One of the primary roles in China’s public administration system is assigned to the state Council of the country. Currently, many researchers have an increased interest in this state body, which performs the functions of the country’s government and is the highest Executive authority. In this regard, the author set a task to study the features of the formation, functioning and reform of this public authority, which performs the function of the country’s government. As a result of the research, the author notes that the formation of the Chinese State Council has a long way to go, from the creation of rural administrations in the 1930s, to the formation of the Central people’s government in the 1950s and its regular reform until now. And if in the early period of the people’s Republic of China, the country’s Communist party together with the government were a single entity, then in the late 1970s, their functions were gradually distributed, and the government smoothly moved to independent day-to-day management of the state. Therefore, today the Communist party makes strategic decisions that determine the state’s policy, and government structures implement this policy, focusing on solving economic problems, leaving the issues of ideology, personnel and security to the Communist party. Special attention was paid to the modern features of the reform of the State Council, which is taking place within the framework of structural transformations carried out in the form of in-depth reforms of public administration institutions initiated in 2017 by the XIX Congress of the Chinese Communist party.

The article focuses on the urgent problem of analyzing the possibilities of using information and communication technologies (ICT) during the COVID-19 pandemic. In particular, the main directions of ICT implementation are outlined to mitigate the negative impact and counteract COVID-19; measures aimed at increasing the availability of digital life for Ukrainian society are proposed. It is concluded that enterprises that actively use and implement cases of digital transformation were more ready for coronavirus reality than those that perceived digitalization critically. The article analyzes the «digital» response of the leading countries of the world to solve problems related to the spread and neutralization of negative consequences from COVID-19. The carried out analysis allows to state that most countries have made significant efforts to inform the population about coronavirus disease, while in Ukraine the informing of citizens was insufficiently prompt and timely, and measures require careful planning and support from public authorities. The authors propose measures aimed at mitigating the negative impact and counteracting COVID-19, which provides for the following steps: making national strategic decisions to optimize results as a follow-up of the current global COVID-19 pandemic; further support at the State level of national, regional competition programs for the development of IT startups aimed at mitigating the negative consequences of COVID-19; organization of online hackathons to find digital solutions to counter pandemics; development of regulatory levers of the State support for domestic enterprises that implement IT tools; organization of the State-controlled educational projects to increase the level of digital literacy of Ukrainian society.

In the conditions of increasing legal and sociotechnological problems of the convergent information and communication environment, IT security of the State acquires strategic importance. Inaccurate information about the processes taking place in the society constitutes the apparatus of the information sphere of the society and can influence adoption of decisions made in the field of public administration. Dysfunctions of the institutions and media of mass media and communication are increasing, methods of mass information manipulation are actively applied, which adversely affects both making decisions in the field of public administration and implementing one of the main functions of interaction between the society and the state, namely: receiving and providing public information services by citizens. There is an urgent need for the formation of the state system of administration of security and reliability of information services provided to citizens. This is particularly relevant for emergency situations where the life and health of citizens are at risk.

Тhe object of research is state security and its element-by-element structure in the context of the objective attention of public administration. A problematic aspect is the lack of clarity of interpretation of the main category and identification of components of state security, which slows down the formation of effective mechanisms of public administration in the field of state security, and thus reduces its effectiveness. The study used methods of analysis and synthesis, induction and deduction, as well as decomposition, which allowed to clarify the definition of state security, its structure and provide a primary description of these components. The definition of «state security» is formed. It is proposed to understand the state of protection of various vector interests of the state and the citizen, which ensures the effective functioning of all spheres, industries, institutional sectors, mechanisms, implementation of functions and powers of the state for their development. An important emphasis on this situation is its achievement in a changing environment, external and internal threats. The separation of the following types of components of state security with the corresponding content load is motivated: security of national administration; political security; economic security; military security; security of public and legal order; social and humanitarian security; information and communication security; resource and environmental security; technical and technogenic safety; international diplomatic security. In comparison with the existing approaches, the applied unification terminological approach allows to emphasize quite concretely the content of concepts in the context of their «historical nature». In contrast to the existing approaches to the structure of state security, the presented segmentation of state security takes into account the domestic regulatory framework, global approaches to determining the objective attention of the state and its threats, current trends in civil society. Due to the implementation of the author’s proposals in practice, state security as an object of public administration acquires a clear systematics, which allows to form both scientifically sound mechanisms of the latter and new areas of research.

The purpose of the article is to consider the main components and advantages of the concept of "service" public administration in the constantly changing conditions of the transition to knowledge, information and information technology. The subject of the research is the process of improving the technology of providing public services for citizens from the point of view of client orientation in order to improve the quality of services provided, which is an important part in the development of the information function of public administration in the Russian Federation in the context of changes. Research methodology: the theoretical and methodological research was based on the scientific works of domestic and foreign scientists concerning the paradigm of public administration caused by transformational changes in the economy and society. Research results: the Russian and foreign experience of the development of the concept of "service" public administration is analyzed, the state within the framework of the service model is considered as an integrating social institution, and the advantages of using information and communication technologies in state and municipal administration are revealed.

The introduction of information technologies into public life in all spheres of the life of the state and society has set the scientific community the task of scientific understanding of the theory and practice of the introduction and application of these technologies, modernization of the legal policy of the state in the information society. The consequence of this was the formation at the turn of the XX-XXI centuries. In the political and legal though of views on the electronic state, embodying ideas about how the state should function in the era of high technologies. Management in modern conditions begins to be built through the use of electronic communication systems at all levels. In the modern legal doctrine, the structure of the electronic state has ambiguous content. And this expresses not just the vision of the structure of the idea by various scientists, moreover, the consolidation of such provisions in scientific research is a trigger for the institutionalization of the idea, its development at the theoretical level and obtaining its expression in building its own infrastructure. The idea of an electronic state as its main goal is aimed at modernizing the public administration system through information and communication technologies and the capabilities of the global Internet. It must solve the accumulated problems and meet the criteria set by modern society.

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.
