The introduction of information technologies into public life in all spheres of the life of the state and society has set the scientific community the task of scientific understanding of the theory and practice of the introduction and application of these technologies, modernization of the legal policy of the state in the information society. The consequence of this was the formation at the turn of the XX-XXI centuries. In the political and legal though of views on the electronic state, embodying ideas about how the state should function in the era of high technologies. Management in modern conditions begins to be built through the use of electronic communication systems at all levels. In the modern legal doctrine, the structure of the electronic state has ambiguous content. And this expresses not just the vision of the structure of the idea by various scientists, moreover, the consolidation of such provisions in scientific research is a trigger for the institutionalization of the idea, its development at the theoretical level and obtaining its expression in building its own infrastructure. The idea of an electronic state as its main goal is aimed at modernizing the public administration system through information and communication technologies and the capabilities of the global Internet. It must solve the accumulated problems and meet the criteria set by modern society.

The rapid breakthrough observed today in the field of information and communication technologies testifies to the movement of mankind towards a new post-industrial phase of development -the information society. At the present stage, information is the main source of development of society. The penetration of information technology into almost all socio-economic spheres entails the formation of new needs and a new way of life for mankind.While noting the positive aspects of the information society, one should not forget about its negative aspects. With the development of modern society, the consumer attitude of people to the world is increasing. There is a danger of information dependence. For some people, virtual reality is often more significant than reality itself. To fully disclose the research, the scientific article used methods such as a systematic approach, historicity, comparative historical, structural, political analysis, functional and cultural analysis.At the end, scientifically grounded conclusions, recommendations and proposals on the need for spiritual and intellectual development of society weredeveloped.

Modern information technologies has entered all spheres of human activities, public administration authorities are not exceptions. There has been significantly increasing tendency in using information and communication technologies since beginning of the century in public administration. Despite of some indicators, progress of public administration information systems is too slow. Several organizations are engaged of eGovernment assessment at the international level. We can find some variations in the methodologies that cause different ranking of some countries in international comparison. The main goal of this paper is to analyze and assess the present state of Czech Republic eGo­vern­ment with using both external indicators and internal indicators. eGovernment index, developed by United Nations, will be the main external indicator of eGovernment quality of the Czech Republic. It includes both potential for eGovernment development and its implementation, and it‘s the most complete international ranking at present. It is defined as average of the telecommunication infrastructure index, the human capital index and the web measure index. It represents overall country ability to engage and implement eGovernment. Internal ranking of the Czech Republic eGovernment will be based upon eGovernment level coefficient, that is defined as multi-dimensional model based on technology and communication facility index, Internet using index, using of public administration services by persons and companies, poviding obligatory information, existence of electronic re­gis­try on web pages, web pages accessability and language mutations. Selected statistic data are related to information society and using information technologies in public administration and were published on Czech Statistical Office or evaluated on the bases of previous years‘ development.

The speed of transformation and development in information and communication technologies is an important fact triggering the restructuring process of public administration. The developing countries have become integrated into this process through public administration reform methods presented by international institutions. Transfer of information and communication technologies have become important for modernizing public administration organizations of developing countries and adapting them to the global system. In multilevel governance, use and implementation of the information technologies enabling network structuring between institutions have a particular importance. In this sense, the purpose of this study is to present the process followed by Turkey for adapting information and communication technologies to public administration organization and provision of public services in the frame of a multilevel governance approach.

With increasing globalization and the integration of various economies, public finance and fiscal policy have acquired a new dimension in countries around the world, including India. This new era has witnessed a massive proliferation of various information and communication technologies (ICTs) the world over opening novel prospects for information storage, retrieval and analysis. Such novel prospects are not only being used for decision making by private sector industries but also more interest has been demonstrated in investing in technologies for public administration purposes. In the Indian context, the driving force behind an increasing use of ICTs for public administration include such objectives as improving and simplifying governance, instilling transparency and eliminating corruption and bureaucracy. The massive proliferation of ICTs in India has led to a transformation from traditional governance to e-governance. Several planning projects have been launched under the rubric of e-governance and have witnessed novel use of various information technologies, GIS being one of them. This study focuses on the Nirmala Nagara project (NNP), a programme launched by the Government of Karnataka to address issues of urban development using GIS with municipal e-governance being one of its key agendas. This is one of the most ambitious Municipal e-Governance projects in the country encompassing 213 urban local bodies. This article is an initial effort towards a larger project that will focus on the process of GIS spatial knowledge production situated in contemporary India.

A characteristic of modern society in the last few decades is the increasingly powerful exchange and transfer of knowledge through information technologies that offer tools for the production, creation, collection, organization, use and storage of knowledge and information. The research was conducted among students of the International University of Novi Pazar, with indicators that indicate the degree of understanding and use of computers and the development of information literacy, after which young people should understand and rationally use information and communication technologies. Students provided answers to questions such as: how to access information and how to evaluate information in a youth support process related to research processes that enable young people to find, download and make relevance assessments, Everyday use of computer-aided technologies by young people also generates larger amounts of information that are difficult to manage. So, young people have a large amount of important information that needs to be recognized on the one hand, and understood on the other, and finally situated in a harmonious relationship, so for them, in computer and IT terms, complex tasks are set, such as how to choose the right technology and how to manage that information. Information management refers, among other things, to the ability of young people to take responsibility, fundamentally for the process of planning, organizing, coordinating and controlling.

Information and communication technologies implementation in most areas of human life is aimed at improving the efficiency of business processes, but the emergence of new vulnerabilities and cyberthreats generates cybersecurity incidents. To localize and neutralize incidents effective management techniques are necessary. These processes are very actual for critical information infrastructure of the state, because destructive influences on objects of critical information infrastructure can cause big losses for the state (human life, material and status losses). Known methods for incidents management are not oriented on some special components and parameters of the cyberspace. It complicates implementation of these methods in real information and communication systems. From this viewpoint, in this paper the concept of network-centric incident management was developed. It allows to identify the most important (real) objects of critical information infrastructure protection and cybersecurity incidents to predict the categories that arise as a result of specific cyberattacks and their risk level. Further research study consists in instrumental tools based on mentioned concept. These tools can be useful for incidents prediction (character and level of losses) in information and communication systems of state critical infrastructure objects.

Wide use of computers, information and communication technologies and gadgets in industry and society unlocks creativity, refines logic, stimulates analytical and research skills, makes work much easier, and allows many types of activities to be performed remotely. But despite their indisputable advantages, information technologies have a downside. The negative impact of computers and electronic gadgets on the cognitive, emotional and mental states, the gastrointestinal tract, vision and the musculoskeletal system have been proved. Children are particularly sensitive to the negative effects of IT. This study provides concise information on some IT-associated health conditions (IT-associated morbidity) and proposes some measure to minimize the negative effects of IT on children’s health.

Problem statement. The article examines the competence management center as a means of resolving contradictions in public administration. It is determined that the essence of the problem lies in the fact that the introduction of information and communication technologies contributes to the development of a higher level of human thinking and motivation for its actions, and accordingly there are new requirements for the quality standards of public administration, which leads to an aggravation of the contradictions of public administration. The purpose of the study is formation of conceptual bases of creation and functional realization of the center of management of competences for the decision of contradictions of public management which have arisen owing to use of modern information technologies. The object of this research is the contradictions of public administration caused by the use of information technologies and tools and means of their solution. The research uses general scientific and special methods: analysis and synthesis, logical, dialectical, generalization method, complex and systematic approaches. Research methods: in the process of scientific work were used general and special methods of scientific abstraction, induction and deduction, statistical analysis, analogy and quantitative and qualitative comparison. The research hypothesis is the assumption that the contradictions of public administration that are caused by the use of information technologies can be resolved by applying the competence management center. Presentation of the main material. It is found out that the main contradiction of the functioning of the management system is that if there is a significant need to update the public nature of management, the lack of proper mechanisms for attracting the object of management represented by the population of a particular territory to participate in the process of forming alternatives, evaluation criteria, analysis, selection and implementation of management decisions requires a solution. Originality and practical significance of the research. It is proved that the use of modern public management tools (development of e-government technologies; the development of innovative information and communication infrastructure using public-private partnership opportunities; the use of a political marketing tool; the introduction of foresight, crowdsourcing and public audit technologies) does not contribute effectively enough to resolving the above contradictions. Conclusions and prospects for further research. As a promising tool, a competence management center is proposed, which helps to resolve contradictions that are becoming more acute in the context of the introduction of information and communication technologies.
