FACTORS AND COGNITIVE MODEL OF REGIONAL TRANSPORT INFRASTRUCTURE DEVELOPMENT

Cognitive analysis technologies are used to model the spatial development of regional transport infrastructure. The basis for the application of these technologies is the identification and systematization of factors affecting the development of the transport infrastructure of the region, as well as the construction of cognitive maps reflecting the interdependence of these factors in the process of transport evolution and the spatial development of the region.

AbstractWith regional economic integration (REI) as a major strategy for development, the African continent hosts a plethora of regional economic communities of varying ambition longevity and success. While in the 1970s, political-economic ideas built mainly on the “developmental state” informed the design of most of these agreements, the change in economic thought in the 1980s which ushered in the “neoliberal turn” has since influenced the design of most REI schemes in Africa, including the New Partnership for African Development. However, among other factors, inadequate transport infrastructure linking regions poses a major impediment to regional trade and development in Africa. The more so as most African governments are not able to meet up with the financial burden, pace and managerial capability for the efficient provision and management of regional transport infrastructure. The article explores the dilemma associated with the adoption of Public–Private Partnerships (“PPP”) as a mechanism for the provision of regional transport infrastructure in Africa. While sourcing infrastructure provision through the PPP mechanism has significant advantages, it is however also embedded with a complex financial, contractual and legal process. First, it explores the theoretical assumptions which inform PPP based on ideologies within law and development debates. It argues that theoretically, PPPs are reflective of the neoliberal policy set. Against the trajectory of governance in Africa, it critically foregrounds insights that are derivable from an application of Path Dependency theory to the institutional change which comes with the planned adoption of PPP at the regional level. These insights are essential considerations for policy experts to bear in mind both while designing the regional institutional framework for PPP and during the implementation stage. Secondly, although most of the past initiatives for the provision of regional infrastructure have fallen short of their flamboyant development policy goals, the article argues that the recently initiated Programme for Infrastructure Development in Africa (“PIDA”) provides a new hope for the future of infrastructure development in the continent. The article contends that PIDA offers a legitimate platform which with the requisite support of the regional economic initiatives can generate the enabling environment for the implementation of successful regional PPP infrastructure projects.

The article addresses the issues of integral assessment of spatial inequality in transport infrastructure across regions in Ukraine and explores the role of transport infrastructure in regional development. To measure spatial regional inequalities and sectoral asymmetries, two sets of indicators were identified. The first set of indicators includes indicators reflecting spatial inequality, the other group characterizes the level of socioeconomic development of the territory. The study constructs a typology for transport spatial inequality and regional sectoral asymmetry using the ArcView GIS classification algorithm, where the integral index is the indicator for traffic load of the territory. According to the cluster analysis results, subject to the regional transport infrastructure level, the four clusters have been identified in Ukraine. Within the scope of the research, a map of Ukrainian regional transport infrastructure has been designed. A conclusion is made about the evidences of inequality manifestations in transport infrastructure development in Ukraine. The greatest effect is observed in the Eastern part of the country, since this region is characterized by the highest road density and traffic intensity. The findings point out other significant impact factors, in particular, the road network quality and its technical equipment, communication load, traffic flow patterns, vehicle speed, roadside development and greenery, etc. The proposed modelling algorithm to assess spatial inequality and regional and sectoral asymmetry of the Ukrainian transport infrastructure can be used to tackle the issues of transport infrastructure development as well as have important implications in the context of territorial planning.

It is proved that for balanced sustainable development of the regional transport and logistics system it is expedient to develop a cluster model of organization of logistics activities in the economic region, which means a conceptual approach that involves the creation and operation of transport and logistics cluster. The cluster model includes the following blocks: a single set of processes of logistics activities; members of the transport and logistics cluster that organize these processes; algorithm of cluster formation and functioning; mechanisms for forming partnerships of cluster members; financial support for cluster development; achieving a synergetic (economic, social and environmental) effect from the sustainable development of the transport and logistics cluster on the basis of stimulating the region. In order to form a transport and logistics cluster in the Carpathian economic region, it is necessary to create appropriate institutional conditions, which are: improving the legislative and regulatory framework for the development of the transport sector and the organization of logistics activities, taking into account the regional component; development of the Strategy of complex development of the regional transport and logistics system on the basis of modernization of the transport infrastructure; development and implementation of organizational and economic mechanism for managing the development of the transport and logistics system of the economic region using the tools of "green" logistics and digital technologies; Improving the mechanism of financial support for the development of transport and logistics system through the use of financial instruments such as venture capital, crowdfunding, international public-private partnership based on private investment, credit institutions, foreign investment resources, grants from international financial organizations, investment funds.

The article considers the problem of seasonal uneven transportation and its impact on transport infrastructure loading. The objective of the study is to develop scientifically sound recommendations for monitoring seasonal unevenness of transportation and infrastructure loading based on its adequate assessment; conducting economic assessment of the impact of seasonality of transportation on the indicators of current and investment activity of railway transport; making recommendations to further reduce unevenness of transportation, or at least prevent its growth. The authors solved the following tasks: a reasoned, logically structured sequence of economic assessment of the impact of seasonality of transportation on the indicators of current and investment activities of railway transport was formed, and scientifically based recommendations were proposed to further reduce uneven transportation (toprevent its growth). The following methods were used: logical and analytical tools, methods of statistical analysis, economic-mathematical modelling and technical and economic calculations. As a result of the study, the authors revealed that seasonal uneven loading of railway infrastructure leads to a decrease in quality of transportation and a deterioration in the market image of the railway industry, an increase in operating costs and cost of transportation, that is, to a decrease in efficiency and competitiveness of railways. The uneven transportation negatively affects the effectiveness of investments in development of railway transport. The analysis made it possible to formulate a theoretical model of influence of seasonal unevenness of railway infrastructure loading on efficiency of its use and development. It is advisable to use the methodological toolkit for assessing seasonal unevenness of railway infrastructure loading for its in-depth retrospective analysis, identifying the main factors affecting unevenness indicators and determining the maximum permissible level of seasonal unevenness. The developed model of influence of seasonal unevenness of loading on use and development of railway infrastructure allows to carry out economic assessment of seasonal unevenness, is a tool to improve planning and management of transportation activities and development of railways. The reduction in seasonal unevenness of transportation should be considered as a factor increasing the economic efficiency of not only the current, but also investment activity of the railway transport, while its growth should be considered as a specific type of risk for effectiveness of implementation of railway infrastructure development projects.

Research objective: studies of economic and transport infrastructure development in the Arctic and Northern Territories of Russia. Research methodology: analysis of transport infrastructure in the Republic of Sakha (Yakutia) and the types of railways used in Russia. Results: economic development of any region is proportional to the development of the road transport infrastructure and logistics. When a conventional railway is operated in the Arctic conditions, it is not always possible to maintain a cargo turnover that would ensure its efficient use, and transshipment from one mode of transport to another is very problematic. A new type of railway is proposed, i.e. a light railway. Conclusions: the proposed new type of transport offers all the main advantages of narrow gauge railroads (high speed of construction, efficiency, etc.) and helps to eliminate their main disadvantage, i.e. the need for transloading when moving from a narrow gauge to the conventional one with the width of 1520 mm, along with a significant reduction in capital costs.

Cycling and general sustainable mobility has become a topical issue around Europe, and gradually also in Latvia, including Valmiera – a medium size town, which is a research-base for this study where the governance and development of the municipal cycling infrastructure is analysed. The rapid growth of cycling in Valmiera not only highlights some deficiencies in urban infrastructure developments, but also reveals the management problems: the expectations and needs of users of different means of transportation and also pedestrians are not met. Looking towards solving various cycling development issues, it is necessary, first of all, to develop an understanding of system’s approach and the systemic governance of the cycling infrastructure. The urban transport/mobility system must be developed as a whole, integrating cycling mobility in it as an independently and continuously developing component, promoting a process of cooperation between all parties involved. Thus, to facilitate the cycling mobility of inhabitants in Valmiera, the involvement/participation of all the interested parties shall be pro-actively communicated – informed, educated/trained, pro-cycling behaviour encouraged. During this integrative case study, both quantitative and qualitative research methods were applied complementary: analysis of documents, infrastructure observations in the town with photo documentation, survey of inhabitants, also in-depth semi-structured interviews with open-ended questions. Additionally, a participatory observation was conducted through participation in cycling activities, forums, working groups, etc., elaborating suggestions for the municipal planning document - Transport Infrastructure Development Concept of Valmiera.

Kenya’s foreign direct investment (FDI) inflows as a percentage of GDP have been increasing negligibly over the last 4 years, increasing from 0.4 per cent in 2010 to 0.9 per cent in 2013. And yet evidence shows that quality infrastructure lowers the cost of doing business and thus attracts FDI. Kenya has visible signs of infrastructure inadequacy and inefficiencies despite the fact that since the year 2000, there has been increased budgetary allocation to the infrastructure sector. This study, therefore, sought to determine the effects of transport, energy, communication and water and waste infrastructure development on FDI inflows in Kenya. The study used annual time series data sourced from Central Bank of Kenya, World Bank and the United Nations Conference on Trade and Development (UNCTAD). Using multiple regression analysis, it was established that improved transport infrastructure, communication infrastructure, water and waste infrastructure, exchange rate, economic growth and trade openness are important determinants of FDI inflows into Kenya. Hence, for Kenya to attract more FDI, continued infrastructural development is key since quality infrastructure affords investors a conducive investment climate in which to operate.
