Modern scientific and technological progress makes the use of information, communication, and digital technologies an attribute of any business’s functioning and people’s lives. COVID-19 pandemic, which has led to widespread quarantine restrictions, has necessitated an accelerated transition to digital remote access services. In this regard, the authors have investigated the development and spread of digital technologies in Ukraine to implement e-government policy. To assess the realities and determine the prospects of becoming a “state in a smartphone”, the authors have conducted a SWOT analysis of electronic public services. The analysis allowed to identify the advantages and threats of e-government at the present stage and outline the strategies for developing Ukrainian digitalisation. In the state as a service, digital changes are taking place in many industries and spheres, so the authors have identified key components of the digital state, including cybersecurity, e-government, smart cities, digital skills, e-court, e-health care, e-transport, and the Internet. These components are closely linked to e-democracy, e-business, and e-education. In Ukraine, there is a unique state web portal of electronic services, “Diia”, which provides access to dozens of electronic state services. Therefore, the authors have studied the purpose, features of use, opportunities, and difficulties of the portal and mobile application “Diia”. In the usage part, the authors have considered the specifics of authorisation on the portal through the file media of the digital signature and built the appropriate algorithm of actions. Along with the potential risks, modern information technologies provide many opportunities for their users. Finally, the study allowed to outline the prospects for the digitalisation of the Ukrainian state in modern realities

Widespread use of distance learning, which is equated with conventional education, is recognised as one of the priority tasks of Ukrainian education, which implements information communication and digital technologies. The relevance of the study increases dramatically due to the fact that in the context of the spread of coronavirus and the real risk of infection growing with it, almost all educational institutions are switching to distance learning mode. The key figure in solving this problem is the qualification of the teacher and their education, the level of which greatly influences the effectiveness of the entire process of distance and mixed learning. The purpose of the study was to investigate information technologies and digital tools that could be used in educational institutions in the context of distance and mixed learning. As a result of the study, the authors were able to analyse world practice of using technologies and information resources for distance and mixed forms of learning.

The improvement of urban systems based on the active use of information technologies, which is necessary to achieve these goals, requires specialists with appropriate qualifications. This article uses a methodological approach to the study of human resource development from the perspective of two-way communication between producers and consumers of an innovative product. The educational, structural-industry and information technology aspects of development are considered. The results of the analysis are presented, and the methods of partnership cooperation between higher educational institutions and representatives of the business community in the construction and housing and utilities sectors are identified. The experience in the field of training and retraining specialists in construction specialties with elements of student research has been synthesized. The prospects for improving the system of personnel training in the field of housing and communal services are identified. A SWOT analysis of the strengths and weaknesses of urban modernization has been carried out. Among the weaknesses, the failure of highly qualified specialists was revealed. Among the threats is the absence of a legislative and methodological framework in many areas of housing and communal services reforming. In the annex to the concept of “smart cities”, Rohmer’s model is considered, confirming the primary role of human resources in reforming and further operating the urban infrastructure. It is shown that the success of the initiative of a smart city depends on personnel, processes and technologies.

Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested

Subject. This article explores the basic elements of the engineering infrastructure of smart cities. Objectives. The article aims to systematize theoretical descriptions of the engineering infrastructure of a smart city. Methods. For the study, we used a logical analysis and systematization. Results. The article highlights the main areas of infrastructure development of smart cities. Conclusions. Improving process management mechanisms, optimizing urban infrastructure, increasing the use of digital technologies, and developing socio-economic innovation improve the quality of the urban environment in a digitalized environment. And improving the efficiency of urban planning and security, studying its properties and characteristics, and forming an effective urban information system lead to its functional transformations.

Engineering procurement and construction (EPC) is a normative practice globally approved since China has been engaging in international cooperation under the Belt and Road Initiative (BRI) infrastructure development. EPC has been adopted in the delivery of BRI infrastructure projects in other countries. Compared to the domestic method of contract, EPC remains at a low level in management practice, such as a lack of coordinating diverse project stakeholders, high cost of information communication, and risk in complex environments in West Asia (WA). However, no research has conducted a strategic analysis of the current situation of EPC for BRI infrastructure projects in West Asian countries. This study aims to understand the current status quo of EPC for BRI projects in WA by performing a strength, weakness, opportunity, and threats (SWOT) analysis and with the support of data collected from the literature review and semi-structured interviews with EPC stakeholders. The study brings awareness along which internally and externally circumstances of the EPC for BRI infrastructure projects can be perceived by major stakeholders participating. The four critical strategies presented based on the SWOTs identified could help EPC firms develop and promote EPC to implement BRI infrastructure projects in WA at the strategic level.

The article based on SWOT-analysis of outsourcing of accounting services. Accounting services can be improved if you can work on your strengths, as well as correct the weaknesses of the company or area where you lose points. SWOT-analysis is considered as a tool of strategic management to determine the feasibility of using accounting outsourcing as a way to optimize the enterprise. SWOT consists mainly of two main parts: strengths and weaknesses, which will indicate the internal aspect, and threats and opportunities related to external factors for the company (but those that are present in the environment). In essence, we test the effectiveness of the accounting services provided by the contractors that your business provides against this background. With this analysis, the firm can understand the problems, ie where they lack work and why, because these are periods during the year when work becomes fragile. Why this happens is best analyzed because of it. A set of business goals are things that outsourcing companies need to invest because simple marketing is not enough. The analysis of advantages and disadvantages of accounting outsourcing is carried out and the necessity of SWOT-analysis of potential risks and advantages of using perspectives of accounting outsourcing is emphasized. The internal and external environment was analyzed using an extended SWOT analysis model from the standpoint of strengths and weaknesses, opportunities and expected threats. Based on the results of the SWOT-analysis, a matrix has been formed that will allow predicting threats and potential opportunities at the stage of planning the use or refusal to use accounting outsourcing services.

Active introduction of digital technologies in all spheres of life is one of the main directions of state development as a whole and separate sphere of activity. The issue of using information technologies and systems during forensic examination is the subject of scientific research of many domestic and foreign scientists, but this sphere remains relevant. The introduction of digital technologies in forensic activities is one of the priority areas for the forensic science development at the present stage and has significant development potential. One of the areas of optimization and improvement of forensic activity is the development of methods to automate the formation of forensic experts and unify the description of the research process, identified features, justification and formulation of forensic conclusions, which requires legislative consolidation and regulation, analysis and definition of the subject area and development requirements and algorithms for the operation of the system interface. Unification and standardization of the content of forensic experts' opinions requires the development of common standards and an information system adopted by all subjects of forensic expertise, and meets the needs of practice. The development of an information system for forming an expert opinion and automatically forming an expert opinion will allow formalizing and unifying the description of research and results of forensic examinations, optimizing the time of forensic experts and potentially reducing the number of logical, typographical and technical errors, and simplifying quality control of forensic examinations. The proposed system will not only automate the technical work of registration of research results carried out during forensic examinations, but will also contain research algorithms, which will be stored in the form of data on already conducted research of similar objects (list and sequence of operations, identified features and their parameters).

In modern conditions of overall informatization, the majorities of children of older pre-school age actively use gadgets and have access to the Internet. However, just one-fourth of parents demonstrate concerns about digital security. That is why the issues associated with cybersecurity training in preschool education, legislative regulation in ensuring the security and development of children in a digital environment are relevant for present-day pre-school education. The study was based on the activities carried out by teachers and psychologists of the methodology association of the Leninsky district of Yekaterinburg. The methods used in the study involved observations, the analysis of information obtained through counseling and psychological checks, interviews, surveys of instructors and specialists dealing with parents in kindergarten. As a result, we revealed the problems with digital competence among all the participants of the process of upbringing and education and defined the impact of parents on the formation of digital literacy. Of special interest is a new position when the modern parent is given a “relief” from a child with the help of gadgets, which calls for family psychological support on pre-schoolers’ secure use of digital technologies. The main task of working with parents is to shape perceptions of the problems associated with free contacts of the child with information technologies and the necessity to control digital information received by the child.


Given the interdependence of the public and private sectors and simultaneous and massive impact of widespread disasters on the entire community, this paper investigates the use of information technologies, specifically geospatial information systems, within the multi-organizational community to effectively co-create value during disaster response and recovery efforts. We present and examine in depth a participatory action research project in a disaster-experienced coastal community conducted during the 2006-2014 time period. The results of the action research project and analysis of a survey completed by stakeholders leads to a list of findings, in particular those related to developing a model of next generation learning design where students are co-creators of value to the smart cities.
