The latest trend in Blockchain formation is to utilize decentralized autonomous organizations (DAO) in many verticals. To date, little attention has been given to address the global research domain due to the difficulty in creating a comprehensive framework that can marry the cutting edge of academic grade scientific research with a decentralized governance body of researchers. A global research decentralized autonomous organization (GR-DAO) would have a profound impact on the research community academically, commercially, and the public good. In this paper, we propose the GR-DAO as a global community of researchers committed to collectively creating knowledge and sharing it with the world. Scientific research is the means for knowledge creation and learning. The GR-DAO provides the guidance, community and technological solutions for the evolution of a global research infrastructure and environment. Through its design, the GR-DAO embraces, enhances and extends the model of research, research on decentralization and DAO as a model for decentralised and autonomous organizing. This design, in turn, improves most of the uses for and applications of research for the greater good of society. The paper examines the core motivation, purpose and design of the GR-DAO, its strategy to embrace, enhance and extend the research ecosystem, and the GR-DAO design uses across the DAO ecosystem

Archaeology is a highly diverse community of researchers without universally adopted methods,concepts, or theoretical perspectives. One ideal that unites us is that we typically perceive of ourselves as contributing to the public good by helping to understand and preserve the past (Chippindale 1994). We act as stewards for archaeological sites and artefacts, and we work to correct misinformed views of the past that might have sinister motives. However, many of the current norms of archaeological practice are at odds with these ideals of archaeology. We share relatively little of our research with each other or the public. Typically we produce a journal article or monograph as a final product, but we rarely share the data files or computational methods that generated those final products, nor do we share our written work in ways that are readily accessible to the public. This suggests a gap between current practice and ideals. It also limits the reproducibility of our research, and the efficiency with which new methods can spread through the discipline. We show that an exploration of this mismatch between ideals and practice can reveal untapped potential for digital tools in archaeology to improve its sustainability as a research domain, and indicate new ways to engage with the public. We describe emerging norms in archaeology, and some new digital tools that archaeologists are using, that are helping to close the gap between ideals and current practices.

Purpose – The purpose of this paper is to add to the analytic toolkit of public sector practitioners by outlining a framework called Public Value Process Mapping (PVPM). This approach is designed to be more comprehensive than extant frameworks in either the private or public sectors, encapsulating multiple dimensions of productive processes. Design/methodology/approach – This paper explores the public administration and management literature to identify the major frameworks for visualising complex systems or processes, and a series of dimensions against which they can be compared. It then puts forward a more comprehensive framework – PVPM – and demonstrates its possible use with the example of Indigenous child nutrition in remote Australia. The benefits and limitations of the technique are then considered. Findings – First, extant process mapping frameworks each have some but not all of the features necessary to encompass certain dimensions of generic or public sector processes, such as: service-dominant logic; external as well internal providers; public and private value; and state coercive power. Second, PVPM can encompass the various dimensions more comprehensively, enabling visualisation of both the big picture and the fine detail of public value-creating processes. Third, PVPM has benefits – such as helping unearth opportunities or culprits affecting processes – as well as limitations – such as demonstrating causation and delineating the boundaries of maps. Practical implications – PVPM has a number of uses for policy analysts and public managers: it keeps the focus on outcomes; it can unearth a variety of processes and actors, some of them not immediately obvious; it can help to identify key processes and actors; it can help to identify the “real” culprits behind negative outcomes; and it highlights situations where multiple causes are at work. Originality/value – This approach, which draws on a number of precursors but constitutes a novel technique in the public sector context, enables the identification and to some extent the comprehension of a broader range of causal factors and actors. This heightens the possibility of imagining innovative solutions to difficult public policy issues, and alternative ways of delivering public services.

Purpose Recent research and policy reports indicate public sector organizations struggle to leverage information technology-based performance measurement systems and fail to effectively evaluate performance beyond financial metrics. This study aims to focus on organizational factors that influence the assimilation of business intelligence (BI) systems into integrated management control systems and the corollary impact on improving business process performance within public sector organizations. Design/methodology/approach The complete Australian client list was acquired from a leading BI vendor; and the authors surveyed all public sector organizations, receiving 226 individual responses representing 160 public sector organizations in Australia. Using latent construct measurement, structural equation modeling (SEM)-partial least squares is used to test the theoretical model. Findings When top management promotes knowledge creation among the organization’s operational level employees and support their activities with strong BI infrastructure, the same knowledge and infrastructure capabilities that are critical to assimilation in private sector hold in the public sector. However, public sector organizations generally have difficulty retaining staff with expertise in new technologies and attracting new innovative staff that can leverage smart systems to effect major change in performance measurement. When top management effectively manages knowledge importation from external entities to counteract deficiencies, public sector organizations effectively assimilate BI knowledge into performance measurement yielding strong process performance. Research limitations/implications When top management promotes knowledge creation among the organization’s operational level employees and support their activities with strong BI infrastructure, the same knowledge and infrastructure capabilities critical to assimilation in the private sector hold in the public sector. However, public sector organizations generally have difficulty retaining staff with expertise in new technologies and attracting new innovative staff that can leverage smart systems to effect major change in performance measurement. The research extends the theory behind organizational absorptive capacity by highlighting how knowledge importation can be used as an external source facilitating internal knowledge creation. This collaborative knowledge creation leads to affective assimilation of BI technologies and associated performance gains. Practical implications The results provide guidance to public sector organizations that struggle to measure and validate service outcomes under New Public Management regulations and mandates. Originality/value The results reveal that consistent with the philosophies behind New Public Management strategies, private sector measures for increasing organizational absorptive capacity can be applied in the public sector. However, knowledge importation appears to be a major catalyst in the public sector where the resources to retain skilled professionals with an ability to leverage contemporary technologies into service performance are often very limited. Top management team knowledge and skills are critical to effectively leveraging these internal and external knowledge creation mechanisms.

Using a comprehensive framework (the state’s will to deliver, its institutional strength and its legitimacy), this article assesses the impact of the COVID-19 pandemic on public sector healthcare services in India. The power to deliver was explicit when the interventions were harsh, increasing the burden of death and disease on health services. But when it came to healthcare by the public sector we find a worsening of achievements of non-COVID ailments during the pandemic and an inability to tackle the second wave due to gaps in the nation's infrastructure, a centralised control undermining state authority; and visible results of a flawed policy that pushed further the agenda of making healthcare a profitable business.

Peer review in scholarly communication and scientific publishing, in one form or another, has always been regarded as crucial to the reputation and reliability of scientific research. In the growing interest of scholarly research and publication, this paper tries to discuss about peer review process and its different types to communicate the early career researchers and academics.This paper has used the published and unpublished documents for information collection. It reveals that peer review places the reviewer, with the author, at the heart of scientific publishing. It is the system used to assess the quality of scientific research before it is published. Therefore, it concludes that peer review is used to advancing and testing scientific knowledgeas a quality control mechanism forscientists, publishers and the public.

This issue of the Journal of Science Communication raises a number of questions about the ways that new scientific research emerges from research institutions and in particular the role played by scientists, press officers and journalists in this process. This is not to suggest that the public don't play an equally important role, and several articles in this issue raise questions about public engagement, but to explore the dynamics at play in one specific arena: that of news production. In this editorial I explore the increasing reliance of science journalists on public relations sources and consider what questions this raises for science communication.


This chapter introduces the core thematic ideas of the present volume: that psychiatric research is in crisis, that it has entered a period of extraordinary science, and that a fully adequate response to the crisis should be responsive to the perspectives and interests of persons. We identify various sources of the crisis, drawing special attention to controversies concerning the role of the DSM in psychiatric research. And, we identify different strategies of response to the current crisis, including approaches that emphasize the importance of personal perspectives and the needs of the clinic and those that emphasize the important role of various scientific research programs. Further, we survey various developments (e.g., debates over fundamentals and a role for philosophical analysis, probing of the problems of the DSM framework, relaxation of standard forms of research practice, the introduction of the Research Domain Criteria initiative and other novel research programs) that are jointly suggestive of Thomas Kuhn’s characterization of periods of crisis that can arise in scientific research and of the “extraordinary science” that ensues. We suggest that this Kuhnian framework is useful for understanding the state of psychiatric research and it provides a framework for thinking about responses to the current crisis. We conclude with brief overviews of the contributions to the volume, each of which provides such a response.
