One of the telecommunication facilities provided by Telkom S.A. is connection to the National and International X.25 data network. This network follows the international data protocol standard based upon the CCITT Recommendation X.25. The network allows data calls to be made from the X.25 user in very much the same fashion as a caller on the Public Switched Telephone Network (PSTN), in that the caller must specify the number of the called user on the network in order to be connected. It is in this environment, specifically in the testing and maintaining of these data circuits, that this study is based.

Предложена концепция проведения вычислений при решении задачи оптимальной маршрутизации трафика данных. Приведен алгоритм управления сетью СПД на базе нейронной сети Хэмминга. The principle of data transmission network control using an artificial neural network is considered. The concept of carrying out calculations when solving the problem of optimal routing of data traffic is proposed. The algorithm for controlling the data transmission network based on the Hamming neural network is presented.

In order to realize wireless remoter not only securely but also quickly data transmission in the public communication network, the Tiny Encryption Algorithm (TEA) encryption and decryption algorithm is studied in this paper and the properties of TEA are analyzed. According to communication protocol of remoter, encryption and decryption program process are designed. Because of TEA encryption, remoter transmitter and receiver can communicate strongly in the public communication network.

An Industrial firewall is a system used to supervise and regulate traffic to and from a network for the purpose of securing appliances on a network. It analyzes the data passing through it to an already defined surveillance criteria or protocols, discarding data that does not meet the protocol’s requirements. In effect, it is a filter preventing undesirable network traffic and selectively limiting the type of transmission that occurs between a secured transmission line. In this research paper a SCADA based Firewall is implemented for protection of the data transmission to a PLC, against external hacking devices. This firewall is virtually exposed to several external hackers and the degree of vulnerability is carefully studied, in order to develop an ideal Firewall.

The XCP(eXpendable Current Profiler, XCP) is a one-time use of the current profiler observation instruments which is cheap, fast access to the parameters of the water velocity profile. The signal processing is an important part of the research of XCP. The paper discusses the coding study in the signal processing technology, analysises the interference and noise of the transmission line, uses the interleaved code method for reducing errors to improve the reliability of the communication, and simulates the interleaving encoding and decoding system by the Systemview tool, demonstrates the reliability and feasibility of data transmission by using interleaved coded.

Opening up as many sources of information as possible is particularly conducive to the development of workable policy plans and to efficient decision-making in a democratic political system. It follows that MPs can greatly benefit from using computerized information systems.As far as the parliamentary activities are concerned, we can distinguish between internal and external information flow. The contents of the parliamentary documents, the procedure for processing them and the information on the parliamentary control are part of the internal information flow. The external information on the other hand refers to the relations between the MPs and the executive and the judiciary branches, supranational and international institutions as well as the library.To date, the House of Representatives has been the only assembly that has set up a computerized information system . The data bases of the House comprise : the parliamentary documents and the state of advancement of all proceedings linked to these documents (bath in the House and in the Senate) until the publication of the text in the official state journal. Other databases relate to the parliamentary control : interpellations, motions, oral questions and the entire text of the written parliamentary questions.The record of the House will also be stored in a data base giving references. The library fund has been integrated in the interlibrary network DOBIS-LIBIS.  A data base was also designed for the press information, and linked to an image processing system.What has been realized in the House to date must also be feasible for the other parliamentary assemblies. Viewed from that perspective, it seems advisable that data bases be centralized in one parliamentary information DP centre. Access to this centre should be particulary user-friendly and uniform, so much so that all MPs can make maximum use of it.The system set up by the House meets with an ever increasing demand from other possible users. In this context, attention should be drawn to the interconnection of this system with other parliamentary assemblies, the extension of the system to other users in the House ofthe MPs and the external access to the system via the telephone network: direct access for the universities, and for certain public and private institutions and individual MPs, and the BISTEL and/ or VIDEOTEX access.The majority of the public data bases linked to the telephone network can be interrogated via the BISTEL system, hut many interesting applications are not accessible via the telephone network as they function in closed circuits.Opening up data bases by linking them to the telephone network, implies that the problem of cost and privacy be carefully examined. As to privacy, we should reflect on the public or confidential character of the data and its consequences, on safeguarding the information stored in the system and on the evolution ofcommunications technology from the perspective of a continental European communications network.

The present article describes the behavioral model of blockchain services; their reliability is confirmed on the basis of experimental data. The authors identify the main technical characteristics and features associated with data transmission through the network. The authors determine the network scheme, working with blockchain transactions and the dependence of network characteristics on application parameters. They analyze the application of this model for the detection of the blockchain service and the possibility of the existing security mechanisms of this technology being evaded. Furthermore, the article offers recommendations for hiding the blockchain traffic profile to significantly complicate its identification in the data network.

The Regional Municipality of York is located immediately north of the City of Toronto. It is the fastest growing municipality in Ontario. The rapid expansion of residential, industrial and commercial development in the municipality has led to a weakness in the electrical and gas infrastructure. The Ontario Power Authority (the agency responsible for managing the power requirements in the Province of Ontario) has recognized this weakness and has developed plans calling for a new gas-fired generating station and improvements to the electrical grid. The shortages of gas supply and electricity have not developed overnight. Hydro One, which runs the electrical grid, initiated a supply study in 2002. The study recommended upgrading a 115 kV transmission line to a double circuit 230 kV transmission line on the existing corridor. The ensuing public outcry resulted in the municipality passing a resolution against the upgrade. Similarly, a large gas-fired generating station proposal was abandoned as the result of citizen opposition. In 2003, the Ontario Energy Board approved new Environmental Guidelines for the Location, Construction and Operation of Hydrocarbon Pipelines and Facilities in Ontario. The guidelines include specific new requirements for planning pipelines in urban areas. Among other things, these requirements involve the identification of indirectly affected landowners and a more detailed analysis of public issues and how they were resolved. It became clear that in order to achieve regulatory success, not only would the public have to become actively engaged in the decision-making early in the process, the technical reviewers (federal, provincial and municipal agencies) would likewise have to be actively involved. Through the use of two case studies of proposed large-diameter natural gas pipelines initiated in York Region in 2005, this paper describes the techniques used to engage the public and the regulators. It also describes how the public involvement requirements contained in the Ontario Energy Board’s new guidelines were incorporated into the planning process. The case studies begin with a rationale for the study area selected. A description of issues follows. The techniques used to address these issues and the success of the program are documented. Techniques include face-to-face project initiation meetings, use of technical and citizens’ advisory committees, sub-committee meetings to resolve specific issues and site-specific field work. The study results illustrate that it is possible to plan a right-of-way in such a manner as to satisfy the general public and regulators, be compatible with existing development, conform to the new Ontario Energy Board guidelines and minimize the amount of remedial work required to mitigate the impacts occurring on and adjacent to the right-of-way.

The article presents portable timers-electricity meters (PTEM) which are devices for examining 0.4 kV power lines. There are two developed several versions of the devices: single-phase PTEM used to examine single-phase branch lines to consumers, and three-phase PTEM used for any power line sections. Also, the method to identify sections of power lines with increased electricity losses by means of these devices is presented. The paper considers the application of the three-phase PTEM with Wi-Fi technology to transmit data. Up to six independent three-phase PTEMs with Wi-Fi technology can be installed at different points of the power transmission line and transmit measured data in real time to the central unit. The use of these devices allows determining both technological and commercial losses of electricity in different power line sections and draw conclusions about whether these losses are overestimated. On the basis of this, measures are taken to reduce losses.
