Looking for Sociology after 11 September

This piece, completed one month after the events of 11 September, examines the sociological presuppositions of the major intellectual and journalistic frameworks used to understand the unfolding ‘war on terrorism’. The major frameworks include sociobiology, theodicy, political realism and ‘the clash of civilizations’. Mainstream sociological theorizing has been largely absent from the debate, and some of its more fashionable claims (e.g. about our ‘informatized world-order’) may even be cast into doubt. In general the discussion has resembled the old ‘Cold War’ rhetoric that was supposedly laid to rest with the fall of the Soviet Union, with ‘terrorism’ and ‘Islam’ replacing the threats previously posed by ‘totalitarianism’ and ‘Communism’. The sociology we teach our students may influence whether this tendency continues.

This chapter examines U.S. foreign policy in Russia. The end of the Cold War lifted the threat of nuclear annihilation and transformed the international security landscape. The United States interpreted the collapse of the Soviet Union as evidence that it had ‘won’ the Cold War, and that its values and interests would prevail in the future world order. The chapter first provides an overview of the collapse of the Soviet Union in 1991 before discussing U.S.–Russian relations under Bill Clinton and Boris Yeltsin, respectively. It then turns to the North Atlantic Treaty Organization (NATO) and its enlargement, the Kosovo crisis, and the ‘Great Game’ in Eurasia. It also analyses the rise of Vladimir Putin as president of Russia and the deterioration of U.S.–Russian relations and concludes with an assessment of the cautious partnership between the two countries.

After descending an escalator of his hotel at Central Park West on a June day in 2015, Donald Trump ascended a podium and proceeded to accuse Mexico of “sending people that have lots of problems, and they're bringing those problems with us (sic). They're bringing drugs. They're bringing crime. They're rapists” (Time 2015). It was a moment that marked the launch of his bid for president of the United States. From that point forward, Trump made immigration restriction one of the centerpieces of his campaign. Paired with an economically populist message, the nativist rhetoric shaped a narrative that helped launch him to the White House. His effectiveness partly lay in his ability to understand and exploit preexisting insecurities, partly in his outsider status, and partly in his willingness to tap into apparently widespread public sentiment that is uneasy with, if not overtly hostile to, migrants. This paper will try to make sense of the restrictionist logic that informs the Trump administration's worldview, alongside some of the underlying cultural, philosophical, and political conditions that inspired support for Trump by millions of Americans. This paper contends that the Clash of Civilizations (CoC) paradigm is a useful lens to help understand the positions that President Trump has taken with respect to international affairs broadly, and specifically in his approach to migration policy. This paradigm, originally coined by the historian Bernard Lewis but popularized by the political theorist Samuel Huntington (Hirsh 2016), provides a conceptual framework for understanding international relations following the end of the Cold War. It is a framework that emphasizes the importance of culture, rather than political ideology, as the primary fault line along which future conflicts will occur. Whether Trump ever consciously embraced such a framework in the early days of his candidacy is doubtful. He has been candid about the fact that he has never spent much time reading and generally responds to problems on instinct and “common sense” rather than a conceptually defined worldview developed by academics and intellectuals (Fisher 2016). Nevertheless, during the presidential campaign, and continuing after his victory, Trump surrounded himself with high-level advisers, political appointees, and staff who, if they have nothing else in common, embrace something roughly akin to the Clash of Civilizations perspective (Ashford 2016).2 The paper will focus primarily on Trump's approach to refugee resettlement. One might think that refugees would elicit an almost knee-jerk sympathy given the tragic circumstances that drove their migration, but perceptions of refugees are often tied up with geopolitical considerations and domestic political realities. Following 9/11, the threat of Islamic-inspired terrorism emerged as a national security priority. With the onset of the Syrian Civil War and the significant refugee crisis that ensued in its wake, paired with some high-profile terrorist attacks in the United States and Europe, the “Islamic threat” became even more pronounced. The perception that Islamic-inspired terrorism is a real and imminent threat has contributed to a growing antagonism toward the resettlement of refugees, and particularly Muslims. When viewed through the lens of the CoC paradigm, victims of persecution can easily be transformed into potential threats. Insofar as Islam is understood as an external and even existential threat to the American way life, the admission of these migrants and refugees could be deemed a serious threat to national security. This paper will begin by examining some of Trump's campaign promises and his efforts to implement them during the early days of his administration. Although the underlying rationale feeding into the contemporary reaction against refugee resettlement is unique in many respects, it is rooted in a much longer history that extends back to the World War II period. It was during this period that a more formal effort to admit refugees began, and it was over the next half century that the program developed. Understanding the historical backdrop, particularly insofar as its development was influenced by the Cold War context, will help to clarify some of the transitions that influenced the reception of refugees in the decades after the fall of the Soviet Union. Such an exploration also helps to explain how and why a CoC paradigm has become ascendant. The decline of the ideologically driven conflict between the United States and the Soviet Union has, according Huntington's thesis, been superseded by culturally based conflicts that occur when competing civilizations come into contact. The conceptual framework that the CoC framework embodies meshes well with the cultural and economic dislocation felt by millions of Trump supporters who are concerned about the continued dissolution of a shared cultural and political heritage. It is important to keep in mind that the CoC paradigm, as a conceptual framework for understanding Donald Trump and his approach to refugee resettlement and migration more broadly, is at its core pre-political; it helps to define the cultural matrix that people use to make sense of the world. The policy prescriptions that follow from it are more effect than cause.

The decade of the 1980s represented a turning point in American history—a crucial era, marked by political conservatism and an individualistic ethos. The 1980s also witnessed a dramatic series of developments in U.S. foreign relations, first an intensification of the Cold War with the Soviet Union and then a sudden relaxation of tensions and the effective end of the Cold War with an American victory. All of these developments were advanced and symbolized in the presidential administration of Ronald Reagan (1981–1989), a polarizing figure but a highly successful political leader. Reagan dominates our memories of the 1980s like few other American leaders do other eras. Reagan and the political movement he led—Reaganism—are central to the history of the 1980s. Both their successes and their failures, which became widely acknowledged in the later years of the decade, should be noted. Reaganite conservatives won political victories by rolling back state power in many realms, most of all in terms of taxation and regulation. They also succeeded in putting America at the unquestioned pinnacle of the world order through a victory over the Soviet Union in the Cold War, although this was unforeseen by America’s Cold Warriors when the 1980s began. The failures of Reaganite conservatism include its handling of rising poverty levels, the HIV/AIDS crisis, and worsening racial tensions, all problems that either Reaganites did little to stem or to which they positively contributed. In foreign affairs, Reaganites pursued a “war on terror” of questionable success, and their approach to Third World arenas of conflict, including Central America, exacted a terrible human toll.

The United States is today a global superpower without historical precedent. It stands at the centre of an expanding democratic-capitalist world order that is itself, fifty years after its creation, the dominant reality in world politics. Despite expectations that American hegemony would disappear and trigger the emergence of a new and unstable multipolar post-Cold War order, the opposite has in fact happened. American power has grown even greater in the decade since the collapse of the Soviet Union. Although American power is not uniformly welcome around the world, serious ideological challengers or geopolitical balancers are not to be found. Scholars who a decade ago were debating the prospect of co-operation and conflict in a post-hegemonic world are now debating the character and future of world politics within an American unipolar order.

One test of a book is how well it weathers major developments in world events, and, as with the end of the Cold War, the beginning of the new war on terrorism presents recent publications in international or military affairs with the danger of untimely relegation to the trash bin of history. After September 11, as we scramble to adjust and make sense of the “hunt for Osama,” Stephen Cimbala's work, however, remains a useful compendium of lessons from several recent wars, crises, and ongoing military challenges. Although the book is not as suddenly relevant as Samuel Huntington's (1998) The Clash of Civilizations and the Remaking of World Order or Chalmers Johnson's (2001) Blowback: The Costs and Consequences of American Empire, the wisdom distilled within it is sound enough to apply equally well to the pre- and post-September 11 worlds. It is largely rooted in frameworks developed for studying the Cold War and superpower arms races, but Cimbala's examination of the new realities of military strategy and technology still has much to say about the war being waged in Afghanistan and the campaigns that are likely to follow.

This article examines the theoretical framework of the cold war as the basis for comprehending the genesis of the Cold War. This author gave emphasizes to events which clearly elaborate the end of the war known as the superpowers struggle from 1945-1991 by focusing on factors which have speed up the collapse of the Cold War resulting into the new World Order. In this paper, the author argued that, the Cold War and World War II are inseparable because conflict among the Allies surfaced at the end of the World War II. This paper set out how World War II shaped the beginning of the Cold War through engaging with the major schools of thoughts that are considered as the cause of Cold War. Therefore, the blame for the escalation of the Cold war should be attributed to both the United States and the Soviet Union as both of them were serving their national interest. This chapter examines the United States's Wilsonianism in the post-Cold War era, first under George H. W. Bush and then under Bill Clinton. It considers how Bush, who became president as the Soviet Union was disintegrating and its leaders were looking for a new framework of understanding with the West, used Wilsonianism to address the question of establishing a world order favorable to American national security. It also discusses various Bush initiatives that were designed to establish a new world order after the cold war, Clinton's selective approach to liberal democratic internationalism, the effects of liberal economic practices on American national security, and the link between nationalism and liberal democracy. Finally, it assesses some of the challenges involved in the United States' efforts to bring about stable constitutional governance in many parts of the world.

The single organizing fact of the Cold War was “the bomb.” In our present age of unipolarity, globalization, and the clash of civilizations, it is useful to remember that our current complexities exist only because the previous age of stark simplicity has passed into history. The decades from the end of World War II until the fall of Communism were years shaped by a nuclear standoff. The threat of nuclear conflict between the United States and the Soviet Union framed the politics and culture of the age. This framing was especially apparent in the 1950s and 1960s, before arms-control agreements lent an air of manageability to nuclear politics.
