Three years later, Samuel Huntington, a well-known political scientist, picked up Lewis's theme and, in an article for Foreign Affairs, embroidered it into a theory of global relations to fill what Huntington saw as the political vacuum that had materialized after the cold war's closure (“Clash”). (In 1945–90, the rhetoric of civilizational clash seemed to have been adequately, if temporarily, filled by superpower contests between the United States and the Soviet Union and their allies/surrogates.)

The German invasion of the Soviet Union in 1941 and the ensuing conflict witnessed the political rehabilitation of the former People's Commissar for Foreign Affairs, Maksim Litvinov. After serving as ambassador to the United States from 1941 to 1943, Litvinov returned to the Soviet Union and played a key role in charting Moscow's wartime Grand Alliance strategy. He urged So-viet leaders to convene a joint Anglo-Soviet-American commission to discuss military-political questions, and he helped organize the October 1943 foreign ministers'conference in Moscow. As the war drew to a close, Litvinov argued for a postwar settlement dividing the world into security zones. His realist conception of foreign policy suggested a more moderate alternative o Josif Stalin's reliance on confrontation with the West. Although Litvinov faded again from public view after his retirement in 1946, his belief that the Grand Alliance could continue suggests that the rapid, postwar descent into the Cold War might have been averted had it not been for Stalin.

This piece, completed one month after the events of 11 September, examines the sociological presuppositions of the major intellectual and journalistic frameworks used to understand the unfolding ‘war on terrorism’. The major frameworks include sociobiology, theodicy, political realism and ‘the clash of civilizations’. Mainstream sociological theorizing has been largely absent from the debate, and some of its more fashionable claims (e.g. about our ‘informatized world-order’) may even be cast into doubt. In general the discussion has resembled the old ‘Cold War’ rhetoric that was supposedly laid to rest with the fall of the Soviet Union, with ‘terrorism’ and ‘Islam’ replacing the threats previously posed by ‘totalitarianism’ and ‘Communism’. The sociology we teach our students may influence whether this tendency continues.

Following the collapse of the Soviet Union, many observers predicted a rise in balancing against the United States. More recently, the U.S.-led invasion of Iraq in 2003 has generated renewed warnings of an incipient global backlash. Indeed, some analysts claim that signs of traditional hard balancing can already be detected, while others argue that in the aftermath of the terrorist attacks of September 11, 2001, U.S. grand strategy has generated a new phenomenon known as soft balancing, in which states seek to undermine and restrain U.S. power in ways that fall short of classic measures. There is little credible evidence, however, that major powers are engaging in either hard or soft balancing against the United States. The absence of hard balancing is explained by the lack of underlying motivation to compete strategically with the United States under current conditions. Soft balancing is much ado about nothing: the concept is difficult to define or operationalize; the behavior seems identical to traditional diplomatic friction; and, regardless, specific predictions of soft balancing are not supported by the evidence. Balancing against the United States is not occurring because contemporary U.S. grand strategy, despite widespread criticism, poses a threat to only a very limited number of regimes and terrorist groups. Most countries either share U.S. strategic interests in the war on terrorism or do not have a direct stake in the confict. As such, balancing behavior is likely only among a narrowly circumscribed list of states and actors being targeted by the United States.

The advent of a new administration in the United States and the passage of seven years since the end of World War II make it appropriate to review the political situation which has developed in Europe during that period and to ask what choices now are open to the West in its relations with the Soviet Union.The end of World War II found Europe torn between conflicting conceptions of international politics and of the goals that its members should seek. The democratic powers, led by the United States, viewed the world in traditional, Western, terms. The major problem, as they saw it, was one of working out a moral and legal order to which all powers could subscribe, and in which they would live. Quite independently of the environment, they assumed that one political order was both more practicable and more desirable than some other, and that their policies should be directed toward its attainment.

This chapter argues that both the Soviet Union and the People's Republic of China (PRC) pursued social competition with the Western states while at the same time seeking recognition from the states they were trying to subvert. Stalin sought to increase the power and prestige of the Soviet state through coerced industrialization, and Khrushchev made an effort to “catch up and surpass” the West in economic production. The PRC sought to improve its status by allying with the Soviet Union, but the Chinese chafed under their status as “younger brothers” to their senior ally, and eventually Mao challenged the Soviets for leadership of the international communist movement. In the 1970s, China took advantage of the US need to balance Soviet military power by putting aside communist ideology to become a tacit ally of the United States, part of a “strategic triangle.”

In the aftermath of World War II, the Red Army as a symbol of power was supported in many other arenas so as to counteract the rival influence of the United States on Central Europe. The Soviet Union brought new urgency to these efforts from 1948, with music—and culture more broadly—providing a case for Russia’s attractiveness and superiority with respect to the West. This chapter discusses the nature and scope of Soviet influence in the Central European music world through the examples of East Germany and Poland, and through the prism of the music and persona of Sergei Prokofiev. After his return to the USSR in 1936, Prokofiev, along with Shostakovich, became associated with the very definition of what made music Soviet and thus worthy of emulation. And even more than Shostakovich, Prokofiev and his music functioned as powerful but malleable symbols that could be appropriated by all Soviet actors for their own ends.

This chapter considers challenges from Russia, North Korea, and China. The first section describes Vladimir Putin’s acquisition and retention of power, and his antagonistic approach towards former members of the Soviet Union. Russia’s rift with the West was exacerbated by its annexation of Crimea and military intervention in Syria. The second section discusses tensions arising from North Korea’s nuclear policy, and attempts by Donald Trump and Kim Jong-un to achieve a lasting peace agreement. The third section examines the economic growth of China, the development of its international role since joining the WTO, its increasing military strength, and its foreign policy. The chapter concludes with an assessment of the opportunities and the geopolitical risks for Asia and China while the influence of the United States, European Union, and Russia wanes.

After descending an escalator of his hotel at Central Park West on a June day in 2015, Donald Trump ascended a podium and proceeded to accuse Mexico of “sending people that have lots of problems, and they're bringing those problems with us (sic). They're bringing drugs. They're bringing crime. They're rapists” (Time 2015). It was a moment that marked the launch of his bid for president of the United States. From that point forward, Trump made immigration restriction one of the centerpieces of his campaign. Paired with an economically populist message, the nativist rhetoric shaped a narrative that helped launch him to the White House. His effectiveness partly lay in his ability to understand and exploit preexisting insecurities, partly in his outsider status, and partly in his willingness to tap into apparently widespread public sentiment that is uneasy with, if not overtly hostile to, migrants. This paper will try to make sense of the restrictionist logic that informs the Trump administration's worldview, alongside some of the underlying cultural, philosophical, and political conditions that inspired support for Trump by millions of Americans. This paper contends that the Clash of Civilizations (CoC) paradigm is a useful lens to help understand the positions that President Trump has taken with respect to international affairs broadly, and specifically in his approach to migration policy. This paradigm, originally coined by the historian Bernard Lewis but popularized by the political theorist Samuel Huntington (Hirsh 2016), provides a conceptual framework for understanding international relations following the end of the Cold War. It is a framework that emphasizes the importance of culture, rather than political ideology, as the primary fault line along which future conflicts will occur. Whether Trump ever consciously embraced such a framework in the early days of his candidacy is doubtful. He has been candid about the fact that he has never spent much time reading and generally responds to problems on instinct and “common sense” rather than a conceptually defined worldview developed by academics and intellectuals (Fisher 2016). Nevertheless, during the presidential campaign, and continuing after his victory, Trump surrounded himself with high-level advisers, political appointees, and staff who, if they have nothing else in common, embrace something roughly akin to the Clash of Civilizations perspective (Ashford 2016).2 The paper will focus primarily on Trump's approach to refugee resettlement. One might think that refugees would elicit an almost knee-jerk sympathy given the tragic circumstances that drove their migration, but perceptions of refugees are often tied up with geopolitical considerations and domestic political realities. Following 9/11, the threat of Islamic-inspired terrorism emerged as a national security priority. With the onset of the Syrian Civil War and the significant refugee crisis that ensued in its wake, paired with some high-profile terrorist attacks in the United States and Europe, the “Islamic threat” became even more pronounced. The perception that Islamic-inspired terrorism is a real and imminent threat has contributed to a growing antagonism toward the resettlement of refugees, and particularly Muslims. When viewed through the lens of the CoC paradigm, victims of persecution can easily be transformed into potential threats. Insofar as Islam is understood as an external and even existential threat to the American way life, the admission of these migrants and refugees could be deemed a serious threat to national security. This paper will begin by examining some of Trump's campaign promises and his efforts to implement them during the early days of his administration. Although the underlying rationale feeding into the contemporary reaction against refugee resettlement is unique in many respects, it is rooted in a much longer history that extends back to the World War II period. It was during this period that a more formal effort to admit refugees began, and it was over the next half century that the program developed. Understanding the historical backdrop, particularly insofar as its development was influenced by the Cold War context, will help to clarify some of the transitions that influenced the reception of refugees in the decades after the fall of the Soviet Union. Such an exploration also helps to explain how and why a CoC paradigm has become ascendant. The decline of the ideologically driven conflict between the United States and the Soviet Union has, according Huntington's thesis, been superseded by culturally based conflicts that occur when competing civilizations come into contact. The conceptual framework that the CoC framework embodies meshes well with the cultural and economic dislocation felt by millions of Trump supporters who are concerned about the continued dissolution of a shared cultural and political heritage. It is important to keep in mind that the CoC paradigm, as a conceptual framework for understanding Donald Trump and his approach to refugee resettlement and migration more broadly, is at its core pre-political; it helps to define the cultural matrix that people use to make sense of the world. The policy prescriptions that follow from it are more effect than cause.

Summary The 1958 Lacy-Zarubin agreement on cultural, educational and scientific exchanges marked decades of people-to-people exchanges between the United States and the Soviet Union. Despite the Cold War tensions and mutually propagated adversarial images, the exchanges had never been interrupted and remained unbroken until the Soviet Union dissolved. This essay argues that due to the 1958 general agreement and a number of co-operative agreements that had the status of treaties and international acts issued under the authority of the US State Department and the Soviet Ministry of Foreign Affairs, the exchanges could not proceed without diplomatic supervision. This peculiarity puts academic and technical exchanges specifically into the framework of science diplomacy, which is considered a diplomatic tool for implementing a nation state’s foreign policy goals determined by political power.

Strategic Information Warfare (SIW) has recently begun to garner significant interest among the military and strategic defence communities. While nebulous and difficult to define, the basic object of SIW is to render an adversary's information systems inoperative or to cause them to malfunction. While information is the key, the means, and the target of SIW, real world damage is the intention and effect. It is, nonetheless, an area which has been almost completely ignored by positive international law. The purpose of the present article is to begin to resolve this lacuna by analysing the applicability to, and effect of, international humanitarian law (IHL) on SIW. The author makes recommendations as to possible alterations and improvements to IHL to resolve this lacuna. [In] 1956 when Khrushchev said: “We will bury the West.” What he was really saying was that the military industrial complex of the Soviet Union would win out over the military industrial complex of the West – and note that it's industrial.
