Guiding Principles for Effective Engagement of Geoscientists in Sustainable Development Activities

<p>Geoscience is foundational to sustainability, and an enabler of inclusive economic growth, human development, and environmental protection. Geoscientists understanding of Earth resources, dynamics and systems can help (in partnership with others) to advance progress and support the transition to sustainability, as set out in the UN Sustainable Development Goals (SDGs). ‘Business as usual’, however, is not enough to realise the significant ambitions of this development agenda, ensuring that we leave no one behind. As the geoscience community steps up to meet the geoscientific requirements of the SDGs we need to review not just what we can contribute, but also how we work.</p><p>Effective pathways for future sustainability therefore requires geoscientists to adapt in order to increase the relevance and impact of our contribution, improve accountability, and build respectful partnerships for development. This presentation articulates and discusses 10 guiding principles that aim to enhance the way in which we work, particularly when collaborating with those in the Global South (so called ‘developing countries’). These guiding principles draw upon existing internationally recognised quality standards for development and humanitarian work and set these into the context of geoscience-for-development activities (including research, innovation, training, and capacity strengthening).</p><p>Guiding principles advocate geoscience-for-development activities that:</p><ol><li>Support lasting and positive change, through appropriate, relevant and sustainable activities.</li> <li>Strengthen local capacity and ownership of geoscience-for-development activities (empowerment).</li> <li>Advance inclusion of vulnerable and marginalised groups.</li> <li>Communicate effectively, including listening.</li> <li>Capture and share learning with both internal and external audiences.</li> <li>Identify and act upon potential or actual unintended negative effects in a timely and systematic manner.</li> <li>Value cooperation, working in a coordinated and complementary manner.</li> <li>Manage resources effectively, efficiently and ethically.</li> <li>Ensure appropriate internal training and support.</li> <li>Are transparent and accountable.</li> </ol><p>These principles support the planning of high-quality sustainable development interventions, effective monitoring and evaluation of project partnerships and approaches, and clear communication of values to all relevant stakeholders. Indicators for each guiding principle illustrate how to demonstrate these within a project, supported by active, critical reflection on the specific context. These guiding principles have shaped the ODA activities of the British Geological Survey programme, Geoscience for Sustainable Future, with examples set out during this presentation.</p>

The purpose of this work is to explore how global public finance prioritization, looking especially at global military spending and defense budgets, in search for a more efficient approach to better deal with the opportunity costs between defense and development. Changing the status quo and business-as-usual approaches to public spending can guarantee resources are re-directed to successfully achieve the sustainable development goals by 2030. The underlying question on how we are going to finance sustainable development still remains. ‘Status quo’ and ‘business-as-usual’ approaches have called the SDGs as an ambitious to-do-list that will be practically unachievable. The main argument behind this approach: the SDGs are too many, too ambitious, and more importantly too expensive to be achieved by the year 2030. This works aims to show evidence that financing the SDGs boils down to proper spending prioritization. There is a funneling of the required 90 billion USD per year from the public sector in order to achieve the UN Agenda 2030. While we as humanity seem to agree on ‘the what’ needs to be done, by agreeing on SDGs agreed by the UN General Assembly in September 2015, there is still a big question mark on ‘the how’ are we to implement the sustainable development agenda. This work shows an original answer to this question.

<p><strong>Abstract.</strong> The 2030 Agenda for Sustainable Development or also known as the Sustainable Development Goals (SDGs) is the new global paradigm and blueprint to achieve a better and more sustainable future for all. To collectively achieve the SDGs, the global community agreed on 17 Goals as a baseline framework to measure and monitor its growth. How to measure and monitor development progress by countries has been a long-standing debate since the era of Millennium Development Goals (MDGs) in the 2000s but with the establishment of Inter-Agency and Expert Group on SDG Indicators (IAEG-SDGs), the SDGs have a clearer framework on how to monitor progress and the global community are grappling on how to effectively collect, analyse, visualise and report their successes.</p><p>Within the United Nations, there is the desire to elaborate collectively principles and tools on how best to report the SDGs at country and local level as its success lies in the ownership and accountability at all levels. The Secretary-General of the United Nations is looking into how technologies can accelerate the SDGs and to facilitate the alignments with the values enshrined in the United Nations Charter, the Universal Declaration of Human Rights, and the norms and standards of International Laws.</p><p>In this paradigm, what should be the role of cartographers and geospatial information management experts to ensure how maps and geospatial information can be effectively used by the global community to communicate their challenges and successes from planning to implementing, monitoring, analysing, visualising and reporting on sustainable development? This paper argues the importance of understanding the challenges, asking questions to the policy makers, sharing best practices and building a consensus on the issues surrounding the SDGs before demonstrating the diverse cartographic skills available to design and communicate the intended message better. Hence, the importance of context has never changed and provides the cartographic and geospatial information management community an opportunity to demonstrate the potential and to provide effective support through cartography for the accomplishment of the sustainable development agenda.</p>

The global framework set forth by the United Nations 2030 Agenda and its Sustainable Development Goals (SDG) include water resources in their scope, which emphasizes how water assets and society well-being are closely intertwined and how crucial they are to achieving sustainable development. This paper explores the role of hydropolitics in that Post-2015 Development Agenda and uses Brazilian hydropolitics set to reach SDG6 as a case study.

This chapter focuses on a systematic and integrated approach to managing cities using multidisciplinary and technology-based approach and drawing on integrated knowledge from different fields. The chapter aims to discuss and analyse issues in an organic and holistic approach. It explores theory and combines praxis, applications, and futuristic conjectures. Emphasis is placed on issues of ethics, human rights, environmental friendliness, sustainability, and compliance with the 17 UN Sustainable Development Goals (SDGs). While the chapter has considerable input from existing scholarship, it adopts a narrative that is innovative and creative and engages with novel ideas and propositions for future progress. It also charts the breakthrough in transportation, commerce, medicine, education, the world of work, and contemporary health, with particular emphasis on issues relating to safety, confidentiality, privacy, facial recognition, city policing, crime detection, monitoring and evaluation, forecasting, and future of AI.

As China’s Belt and Road Initiative (BRI) quickly evolves into an updated version for realizing high-quality development, its long-term success will increasingly depend on how well it can earn international legitimacy and credibility. Since sustainability is a critical source of credibility for the BRI, it is necessary to move the BRI forward by amplifying its role as a development agenda and tapping its potential to support global sustainable development and facilitate implementation of the United Nations’ 2030 Agenda for Sustainable Development (2030 Agenda) through delivering more public goods to other developing countries. The BRI projects designed to strengthen infrastructure inter-connectivity can greatly fit the developmental needs of countries along the routes and expedite their achievement of sustainable development goals (SDGs), both explicitly and implicitly. Besides, the growing alignment between the BRI and the 2030 Agenda will generate more strengths and opportunities for China to be recognized as an indispensable player in international development cooperation, enhance the capacity of the BRI to manage environmental, social and governance risks in host countries, promote social cohesion and inclusiveness along the routes, and ultimately transcend short-term economic and political interests for China to win the hearts and minds of other stakeholders involved in the BRI.

A worldwide debate on the effectiveness of business reporting information has engaged organizations, policy makers, regulators, and members of the capital market. The documents through which organizations disclose their annual performance are being questioned and criticized, as they appear inadequate for responding to stakeholder needs. In 2013, the International Integrated Reporting Council (IIRC) launched a project with the aim of redesigning corporate reporting processes and outputs, introducing integrated reporting (IR). At the center of IR are the six capitals defined by the IIRC representing the basis for an innovative form of evaluating and presenting performance. New topics on the global sustainable development agenda are growing in importance, requiring companies to enrich their disclosure and connect business to environment. In this study, we examined how a group of leaders in IR, 134 European companies from the IIRC IR reporters list, are currently disclosing IR capital and Sustainable Development Goals (SDGs), developing three evaluation scores: Capital Disclosure Index, SDG Disclosure Index, and SDG Compliance Index.

Sustainable development has become a mantra in politics, academia and development policy and practice. Indeed, many policy and practice strategies, such as the sustainable development goals, have been devised in order to achieve sustainable development. Although the contents and items in these agendas are human needs, the use of ‘human needs’ language is less emphasised/explicitly spelt out. In fact, the language of human needs is almost absent. In this article, I argue that the adoption of the human needs language will strengthen sustainable development practice, efforts and agenda. This is because, unlike other aspirations, human needs by nature are universal. Secondly, human needs are limited in number compared to wants, desires, goals and capabilities. This nature of human needs makes the human needs language effective in promoting the sustainable development agenda and efforts, thus, adequately meeting the needs of the current and future generations.

Local government is working hard to ensure that the post-2015 global development agenda reflects the important role of local government in implementing the new targets. It is a unique opportunity for local government to make its voice heard, to promote the importance of localisation of the new targets, and to position local government as a key partner in the implementation of the new Sustainable Development Goals (SDGs)

‘Sustainable Development’ becomes core strategic thinking of development agenda in last three decades and recently the ‘Green Economy’ terminology becomes the only tool to achieve it. Both terminologies are not well understood not only among conventional citizens but also among scientists. Sustainable Development is well defined but not the Green Economy. Hence, policy makers face serious challenges to convert the vague concept of Green Economy in the planning processes. The paper investigates the level of knowledge of both terminologies from policy makers and monitoring and evaluation officials of government organizations in Mongolia. A survey was conducted among 267 officials including 157 planners and 110 monitoring and evaluation officials in 2014. The result shows that the most of the planners, and monitoring and evaluation officials view that the ‘Green Economy’ is an environmentally friendly economies. However, important two aspects of the Green Economy misunderstood or never taken into account, which are improving human well-being and social equity. Planners’ understanding of Sustainable Development and Green Economy is better than the monitoring and evaluation officials. The author recommend that to improve the knowledge of the Green Economy and its diverse terminologies among planners and monitoring and evaluation officials.

Various initiatives have been undertaken to promote a global sustainable development agenda, with the most recent one being the United Nations (UN)’s 2030 Agenda for Sustainable Development. In 2015, the UN General Assembly set 17 Sustainable Development Goals (SDGs) and 169 targets to be achieved by its 193 member states (including Malta) by 2030. These SDGs position sustainable development as a global challenge which needs to be tackled by various stakeholders including governments and non-governmental and business organizations. Professional accountancy bodies, such as the International Federation of Accountants (IFAC) and the Association of Certified Chartered Accountants (ACCA), acknowledge that the profession plays an important role in the achievement of SDGs. Despite these claims, there is limited research that investigates the role that the profession plays in furthering the achievement of SDGs. In view of this context, this research explores how the accountancy profession in Malta is contributing to furthering the achievement of eight specific SDGs, with a view to making recommendations as to what further initiatives can be implemented by the profession to further contribute to the achievement of these SDGs by Malta. A grounded theory methodology has been adopted, so that theory could be generated from the data collected through the qualitative interviews which were carried out with four professionals. Results show that Maltese accountancy professionals are engaging in several initiatives that contribute towards the achievement of SDGs, even though they face a number of barriers. A theoretical model, grounded in the data generated, has emerged with three approaches which accountancy professionals are adopting when contributing towards the achievement of the UN’s SDGs, namely the conservative, visionary, and adaptive approaches. The study also recommends new initiatives that accountancy professionals could possibly introduce to further contribute to achieving SDGs.
