Abstract. Cadastral system plays a pivotal role in land administration, which has attracted notable attention from researchers and policy-makers worldwide. Despite China being the most populous country throughout the world, its cadastral system is rarely studied. This paper conducts a comprehensive survey on the evolution of the Chinese cadastral system by elaborating the historical and contemporary Chinese cadastre. Specifically, contemporary Chinese cadastre is articulated from the aspects including content and purpose, legal basis, organization, and technical approaches, and compared with Swiss and Hong Kong cadastre. It is concluded that the Chinese cadastre evolved in a different way from that of the western countries due to China’s unique historical and economic background. This study sheds light on systematically understanding the development of the Chinese cadastre and further refining contemporary Chinese cadastral system.

AbstractInvasive freshwater crayfish are spreading rapidly across the world. Here, we report the first record of Australian redclaw crayfish, Cherax quadricarinatus (von Martens 1868) in Hong Kong, China. Identification of the captured crayfish was confirmed using external morphological features and molecular analyses. A total of 49 crayfish were captured from a stream pool and a reservoir in Pok Fu Lam Country Park using dip nets and funnel traps. The captured C. quadricarinatus ranged from 17.20 mm to 56.40 mm (mean = 30.70) in carapace length and the sex ratio was 1:1. Since this species is globally recognized as an invasive species, a comprehensive survey on its status and invasion front, an investigation into its potential ecological impacts, as well as the formulation of a monitoring and removal strategy, are warranted.

Chapter Two considers how Shanghai Tang, a Hong Kong-founded fashion brand, exploits Shanghai’s imagined cosmopolitan legacy towards the building of a multinational luxury brand. The author considers the rising political tensions between Hong Kong and Shanghai, as Hong Kong was handed over from British to mainland Chinese rule in 1997. The chapter discusses a 1997 Shanghai Tang advertisement featuring Chinese actress Gong Li, addressing how the image signals the return of class-based society, while sanitizing mainland China’s immediate socialist past. This chapter also examines the powerful influence of Shanghai Tang’s founder, art collector Sir David Tang, on the international dissemination of contemporary Chinese art, exploring key Shanghainese painters promoted by Tang, including Yu Youhan, Wang Ziwei and Ding Yi. Referencing these artists’ connections to Shanghai Tang, and also the French fashion brand, Christian Dior, the chapter theorizes the rise of a contemporary Chinese art/fashion system. The final section focuses on Shanghai-based sculptor Liu Jianhua, who has been supported by both Tang and Christian Dior, and the artist’s subversion of mainland China’s presumed role as “the factory of the world” through his ceramic-based practice.

Abstract Data and data science offer tremendous potential to address some of our most intractable public problems (including the Covid-19 pandemic). At the same time, recent years have shown some of the risks of existing and emerging technologies. An updated framework is required to balance potential and risk, and to ensure that data is used responsibly. Data responsibility is not itself a new concept. However, amid a rapidly changing technology landscape, it has become increasingly clear that the concept may need updating, in order to keep up with new trends such as big data, open data, the Internet of things, and artificial intelligence, and machine learning. This paper seeks to outline 10 approaches and innovations for data responsibility in the 21st century. The 10 emerging concepts we have identified include: End-to-end data responsibility Decision provenance Professionalizing data stewardship From data science to question science Contextual consent Responsibility by design Data asymmetries and data collaboratives Personally identifiable inference Group privacy Data assemblies Each of these is described at greater length in the paper, and illustrated with examples from around the world. Put together, they add up to a framework or outline for policy makers, scholars, and activists who seek to harness the potential of data to solve complex social problems and advance the public good. Needless to say, the 10 approaches outlined here represent just a start. We envision this paper more as an exercise in agenda-setting than a comprehensive survey.

Abstract The quest for urgent solution to resolve the world liquidity problem has continued to generate enthusiastic debates among political economists, policy makers and the academia. The argument has focused on whether the World Bank Group was established to enhance the stability of international financial system or meant to enrich the developed nations. Jamaica, known in the world for her rich deposits of bauxite ore, is a small Caribbean country with an area of 10991 square kilometers and a population of just over two million individuals. This beautifu11and, which was described by Columbus as "The fairest isle that eyes have beheld" has developed a remarkably diversified manufacturing sector starting from a modest industrial base. Jamaica's manufacturing industry enjoyed a respectable growth rate of about 6 percent per annum during the good old days of the euphoric '50s and '60s. However, those bright sunny days ''when to live was bliss" were followed by the chilling winter of much subdued progress. The rise and fall of growth have aroused considerable interest among economists and policy• makers. The book under review probes the causes of this behaviour by analysing key characteristics of Jamaican manufacturing sector and tracing its path of evolution.

The world in its politico-economic aspects is run by policy-makers who have an academic background in law or public administration or other related social disciplines including economics. Only rarely would a majority of the policy-makers be trained in economics. In the making of economic policy, the basic choices before the policy-makers are political and they transcend the narrow concerns of economists regarding optimal use of resources. These considerations in no way downgrade the relevance of economic analysis in economic policy-making and for the training of policy-maker in economics. Policy-makers need economic council to understand fully the implications of alternative policy options. In this book, Wolfson attempts to educate policy-makers in the areas of public finance and development strategy. The analysis avoids technicalities and is kept to a simple level to make it understandable to civil servants, law-makers and members of the executive branch whom Wolfson refers to as policy-makers. Simplicity of analysis is not the only distinguishing mark of this book. Most other books on public finance are usually addressed to traditional public finance issues relating to both the revenue and expenditure sides of the budget and neglect an overall mix of issues dealing with the interaction of fiscal policy with economic development. Wolfson in this book explicitly deals with these issues.

The Constitution as the legal basis for formation of legislation in the system of Indonesia. The misuse of the constitution (UUD 1945) by the political interests of goverment caused mislead and made the situation of the nation getting worse. Liberal capitalistic value wrapped in modern positivistic legal system that puts the ratio had diverge from culture constitution. needs to be clarified with the balance of conscience through culture constitution. Culture constitution is a constitutional concept who saw citizen of Indonesia as creatures of God by virtue of intelligence and unseen. So with that constitution is formed, conceived and executed to be qualified and to bring the benefit of the world and the hereafter.
