Abstract. In this paper, we present our approach for robust long-term visual localization in large scale urban environments exploiting street level imagery. Our approach consists of a 2D-image based localization using image retrieval (NetVLAD) to select reference images. This is followed by a 3D-structure based localization with a robust image matcher (DenseSfM) for accurate pose estimation. This visual localization approach is evaluated by means of the ‘Sun’ subset of the RobotCar seasons dataset, which is part of the Visual Localization benchmark. As the results on the RobotCar benchmark dataset are nearly on par with the top ranked approaches, we focused our investigations on reproducibility and performance with own data. For this purpose, we created a dataset with street-level imagery. In order to have independent reference and query images, we used a road-based and a tram-based mapping campaign with a time difference of four years. The approximately 90% successfully oriented images of both datasets are a good indicator for the robustness of our approach. With about 50% success rate, every second image could be localized with a position accuracy better than 0.25 m and a rotation accuracy better than 2°.

The COVID-19 pandemic has changed the world in various sectors and human activities. Limiting human activity and mobility also has an impact on transportation and traffic. This study aims to calculate the capacity and performance of roads under normal pandemic conditions before PSBB (Large-Scale Social Restrictions) in April 2020 and New Normal in July 2002, as well as predict traffic conditions if the Tsunami disaster hits the city during both periods. Tsunami Evacuation roads in Padang City were selected for analysis. The Indonesian Road Capacity Manual 1997 on urban roads is used as a reference for analyzing road performance indicators. The results showed that; road performance during the PSBB period was better than the New Normal period. The effect of volume and side traffic disturbance factors in the New Normal period makes a significant decrease in performance. Through prediction simulations, if a Tsunami occurs in the two study periods, the analyzed roads can relatively serve evacuation movements. However, the capacity needs to be increased for normal conditions.

This article focuses on acts of resistance regarding reproductive politics in contemporary Britain. Drawing on empirical research this article investigates grassroots activism around a complex moral, social, and political problem. This article therefore focuses on a site of resistance in everyday urban environments, investigating the practice and performance involved. Identifying specifically the territory(ies) and territorialities of these specific sites of resistance, this article looks at how opposing groups negotiate conflict in public space in territorial, as well as habitual, ways. Second, the article focuses on questions around the impact, distinction, and novelty both in the immediate and long term of these acts of resistance for those in public space. Here, then, the focus shifts to the reactions to this particular form of protest and questions the “acceptability” of specific resistances in the public imaginary.

Planning and deploying a functional large scale Wireless Sensor Network (WSN) or a Network of Internet of Things (IoTs) is a challenging task, especially in complex urban environments. A main network design bottleneck is the existence and/or correct usage of appropriate cross layer simulators that can generate realistic results for the scenario of interest. Existing network simulators tend to overlook the complexity of the physical radio propagation layer and consequently do not realistically simulate the main radio propagation conditions that take place in urban or suburban environments, thus passing inaccurate results between Open Systems Interconnection (OSI) layers. This work demonstrates through simulations and measurements that, by correctly passing physical information to higher layers, the overall simulation process produces more accurate results at the network layer. It is demonstrated that the resulting simulation methodology can be utilized to accomplish realistic wireless planning and performance analysis of the deployed nodes, with results that are very close to those of real test-beds, or actual WSN deployments.

Purpose. Substantiation of the formation of the mechanism of project financing for solving issues of financial maintenance of infrastructural projects of innovative development in Ukraine. Methodology. The information base of the research is legislative and normative documents and results of scientific achievements of leading foreign and domestic scientists. The following methods, such as analysis and synthesis; comparison and systematization; observation; graphic, tabular; logical generalization are used. Findings. According to the results of the research, it is proved that to ensure sustainable economic growth and diversification of Ukraines economy, the importance of institutions for development and use of such a multi-instrumental form of reproduction of real investments as project financing, becomes actual. Based on the system approach, the features, elemental composition and subsystems of the project financing mechanism are determined. It is established that the current legislative basis for the formation of the project financing mechanism in Ukraine is fragmentary and needs further development. It is proved that the implementation of measures of state stimulation of the processes of financing the innovative development of Ukraines economy will be facilitated by the adoption of the Laws of Ukraine On The Bank of Development, On Syndicated Loan and the proposals for the formation of project financing developed in the research. Originality. For the first time, a comprehensive theoretical approach to the formation of the project financing mechanism in Ukraine has been implemented. The need is substantiated for highlighting such subsystems of the mechanism as providing subsystem (institutional environment of which is legislative support and regulatory bodies), transforming subsystem (financial instruments and participants of which are the Bank of Development, international financial organizations, banks, institutional investors, development institutions, project sponsors) and performance subsystem (financial resources in the required amounts, currencies and terms). The effective operation of the proposed mechanism helps to overcome the shortage of long-term financial resources needed for lending support of innovative enterprises that implement large-scale and capital-intensive investment projects and programs of national importance. Practical value. Introduction of the mechanism of implementation of the program for supporting the project financing development will allow accumulating considerable amounts of financial resources from various sources on a long-term target basis; increasing the level of investment and the number of innovative projects; reducing the total cost of funding and risks through their redistribution among participants of the project.

The decline of inner-city manufacturing industries is a global phenomenon, leaving behind vacant land and brownfield sites in cities. These post-industrial areas with their negative images of dereliction and obsolete urban environments have prompted many cities to implement various redevelopment strategies, among which is the concept of the Urban Entertainment Center (UEC), which combines shopping, recreation, and entertainment, with various public spaces. This study attempts to understand the changes that have been triggered by the revitalization strategy of UEC development in large-scale post-industrial sites in Seoul. Here, Special Planning District (SPD) regulation has been adopted to induce creative and long-term urban developments; however, this has been limited to private high-rise residential buildings. This paper examines two UEC development cases applied along with the SPD in semi-industrial areas for their achievements that differ from former implementations. Our analysis reveals several positive aspects: it provides a sustainable urban infrastructure for the region, overcomes the limitations of the SPD regulation practice, and establishes improved urban environment and design quality oriented toward public interest. The “privatization of planning” has become an issue in redevelopment projects. However, the two UEC precedents that are discussed imply that building cooperative public–private partnerships through a reciprocal process will secure more public benefit overall.

To cooperate effectively, both in small-scale interactions and large-scale collective-action problems, people frequently have to delay gratification (i.e., resist short-term temptations in favor of joint long-term goals). Although delay-of-gratification skills are commonly considered critical in children’s social-cognitive development, they have rarely been studied in the context of cooperative decision-making. In the current study, we therefore presented pairs of children ( N = 207 individuals) with a modified version of the famous marshmallow test, in which children’s outcomes were interdependently linked such that the children were rewarded only if both members of the pair delayed gratification. Children from two highly diverse cultures (Germany and Kenya) performed substantially better than they did on a standard version of the test, suggesting that children are more willing to delay gratification for cooperative than for individual goals. The results indicate that from early in life, human children are psychologically equipped to respond to social interdependencies in ways that facilitate cooperative success.

Abstract Previous research proposed two future net discount rate estimators that improved on naïve long-term average and random walk estimators. The proposed estimators were superior in the class of estimators that used only current and past observations on net discount rates. In this paper we consider two extensions. First we examine whether professional forecasts perform significantly better than the two alternatives. Second, we examine the properties and performance of multivariate estimators that account for the potentially differing time-series behaviors of the underlying wage growth and interest rate series.

Abstract Rats in urban areas pose health risks as they can transmit various zoonotic pathogens. Monitoring rat populations in urban areas is therefore a key determinant in risk assessments for taking adequate control and preventive measures. However, large-scale and long-term monitoring of rat populations is labor-intensive and time consuming. The aim of this study was to develop a low-cost and low-time- consuming method to gain insight into the trends of rat populations in urban and non-urban environments in the Netherlands, and to identify potential drivers of these trends. From 2014 to 2018, local municipalities or their pest control organizations voluntarily submitted quarterly overviews of rat nuisance reports in urban areas. For non-urban areas, a nationwide record of reported bycatch species from the muskrat control was used to assess a potential trend. To identify potential drivers of observed trends, employees of nine municipalities were interviewed. Rat nuisance reports from 25 municipalities were analyzed. An increasing trend in rat nuisance reports was observed in 12, a decreasing trend in 3 and no trend in 10 municipalities. In non-urban areas, no trend in the bycatch of rats was detected. The increase in rat nuisance reports was associated with a large municipality resident size. No consistent drivers could be identified, but potential drivers were discussed in the interviews. Although it was not possible to quantify their influence on the rat population trends seen, they provide direction for future studies on drivers of rat populations.
