<p><strong>Abstract.</strong> The Land Registry and Mapping Agency of the Netherlands (‘Kadaster’ in Dutch) is developing an online publication platform for sharing its geospatial data assets called KDP (`Kadaster Data Platform’ in Dutch). One of the main goals of this platform is to better share geospatial data with the wider, web-oriented world, including its developers, approaches, and standards. Linked Open Data (W3C), GeoSPARQL (OGC), and Open APIs (OpenAPI Specification) are the predominant standardized approaches for this purpose. As a result, the most important spatial datasets of the Netherlands – including several key registries – are now being published as Linked Open Data that can be accessed through a SPARQL endpoint and a collection of REST APIs. In addition to providing raw access to the data, Kadaster Data Platform also offers developers functionalities that allow them to gain a better understanding about the contents of its datasets. These functionalities include various ways for viewing Linked Data . This paper focuses on two of the main components the Kadaster Data Platform is using for this purpose: FacetCheck and Data Stories.</p>

The Netherlands' Cadastre, Land Registry and Mapping Agency – in short Kadaster – collects and registers administrative and spatial data on property and the rights involved. Currently, the Kadaster is publishing its geo-spatial data assets as Linked Open Data. The Kadaster manages hundreds of datasets that describe hundreds of millions of geospatial objects, including all Dutch buildings, roads, and forests. <br><br> The Kadaster exposes this large collection of data to thousands of daily users that operate from within different contexts and that need to be supported in different use cases. Therefore, Kadaster must offer diverse, yet complementary, approaches for browsing and exploring the data it publishes. Specifically, it supports the following paradigms for browsing and exploring its data assets: hierarchical browsing, graph navigation, faceted browsing, and tabular browsing. These paradigms are useful for different tasks, cover different use cases, and are implemented by reusing and/or developing Open Source libraries and applications.

This paper describes how a platform for publishing and querying linked open data for the Brussels Capital region in Belgium is built. Data are provided as relational tables or XML documents and are mapped into the RDF data model using R2RML, a standard language that allows defining customized mappings from relational databases to RDF datasets. In this work, data are spatiotemporal in nature; therefore, R2RML must be adapted to allow producing spatiotemporal Linked Open Data.Data generated in this way are used to populate a SPARQL endpoint, where queries are submitted and the result can be displayed on a map. This endpoint is implemented using Strabon, a spatiotemporal RDF triple store built by extending the RDF store Sesame. The first part of the paper describes how R2RML is adapted to allow producing spatial RDF data and to support XML data sources. These techniques are then used to map data about cultural events and public transport in Brussels into RDF. Spatial data are stored in the form of stRDF triples, the format required by Strabon. In addition, the endpoint is enriched with external data obtained from the Linked Open Data Cloud, from sites like DBpedia, Geonames, and LinkedGeoData, to provide context for analysis. The second part of the paper shows, through a comprehensive set of the spatial extension to SPARQL (stSPARQL) queries, how the endpoint can be exploited.

O surgimento de novas tecnologias, tem introduzido meios para a divulgação e a disponibilização das informações mais eficientemente. Uma iniciativa, chamada de Europeana, vem promovendo esta adaptação dos objetos informacionais dentro da Web, e mais especificamente no Linked Data. Desta forma, o presente estudo tem como objetivo apresentar uma discussão acerca da relação entre as Humanidades Digitais e o Linked Open Data, na figura da Europeana. Para tal, utilizamos uma metodologia exploratória e que busca explorar as questões relacionadas ao modelo de dados da Europeana, EDM, por meio do SPARQL. Como resultados, compreendemos as características do EDM, pela utilização do SPARQL. This paper discusses issues that will affect the future development of the Web, either increasing its power and utility, or alternatively suppressing its development. It argues for the importance of the continued development of the Linked Data Web, and describes the use of linked open data as an important component of that. Second, the paper defends the Web as a read–write medium, and goes on to consider how the read–write Linked Data Web could be achieved.

Purpose/Thesis: This article presents the results of a survey conducted in January 2021 among employees of Polish libraries, museums, and archives, examining their awareness of open linked data technologies. The research had a pilot character and its results will be used to improve the questionnaire and to conduct research on a wider scale. Approach/Methods: The survey method was used in the study. Results and conclusions: On the basis of answers received, it can be concluded that open linked data is not yet very well-known among employees of Polish libraries, museums, and archives. Those most aware of technologies allowing for machine understanding of content shared on the Web are doctorate degree-holders employed in research libraries. Furthermore, awareness of the projects using LOD technologies does not correlate with awareness of these technological solutions. Research limitations: The number of respondents (415) constitutes 1% of all the people employed in libraries, archives, and museums in Poland (based on data provided by the Central Statistical Office of Poland). This is not a large number, but considering the variety among the respondents, the sample can be considered representative. Originality/Value: The awareness of Linked Open Data among employees of Polish libraries, archives, and museums has not been the subject of any study so far. In fact, this type of research has not been conducted in other countries either.

Public procurement is a large market affecting almost every organisation and individual; therefore, governments need to ensure its efficiency, transparency, and accountability, while creating healthy, competitive, and vibrant economies. In this context, open data initiatives and integration of data from multiple sources across national borders could transform the procurement market by such as lowering the barriers of entry for smaller suppliers and encouraging healthier competition, in particular by enabling cross-border bids. Increasingly more open data is published in the public sector; however, these are created and maintained in siloes and are not straightforward to reuse or maintain because of technical heterogeneity, lack of quality, insufficient metadata, or missing links to related domains. To this end, we developed an open linked data platform, called TheyBuyForYou, consisting of a set of modular APIs and ontologies to publish, curate, integrate, analyse, and visualise an EU-wide, cross-border, and cross-lingual procurement knowledge graph. We developed advanced tools and services on top of the knowledge graph for anomaly detection, cross-lingual document search, and data storytelling. This article describes the TheyBuyForYou platform and knowledge graph, reports their adoption by different stakeholders and challenges and experiences we went through while creating them, and demonstrates the usefulness of Semantic Web and Linked Data technologies for enhancing public procurement.

This chapter introduces the promotion of statistical data to the Linked Open Data initiative in the context of the Web Index project. A framework for the publication of raw statistics and a method to convert them to Linked Data are also presented following the W3C standards RDF, SKOS, and OWL. This case study is focused on the Web Index project; launched by the Web Foundation, the Index is the first multi-dimensional measure of the growth, utility, and impact of the Web on people and nations. Finally, an evaluation of the advantages of using Linked Data to publish statistics is also presented in conjunction with a discussion and future steps sections.

Recommender systems can utilize Linked Open Data (LOD) to overcome some challenges, such as the item cold start problem, as well as the problem of explaining the recommendation. There are several techniques in exploiting LOD in recommender systems; one approach, called Linked Data Semantic Distance (LDSD), considers nearby resources to be recommended by calculating a semantic distance between resources. The LDSD approach, however, has some drawbacks such as its inability to measure the semantic distance resources that are not directly linked to each other. In this paper, we first propose another variation of the LDSD approach, called wtLDSD, by extending indirect distance calculations to include the effect of multiple links of differing properties within LOD, while prioritizing link properties. Next, we introduce an approach that broadens the coverage of LDSD-based approaches beyond resources that are more than two links apart. Our experimental results show that approaches we propose improve the accuracy of the LOD-based recommendations over our baselines. Furthermore, the results show that the propagation of semantic distance calculation to reflect resources further away in the LOD graph extends the coverage of LOD-based recommender systems.

Purpose – The aim of this paper is to present an initiative to apply the principles of Linked Data to enhance the search and discovery of OpenCourseWare (OCW) contents created and shared by the universities. Design/methodology/approach – This paper is a case study of how linked data technologies can be applied for the enhancement of open learning contents. Findings – Results presented under the umbrella of OCW-Universia consortium, as the integration and access to content from different repositories OCW and the development of a query method to access these data, reveal that linked data would offer a solution to filter and select semantically those open educational contents, and automatically are linked to the linked open data cloud. Originality/value – The new OCW-Universia integration with linked data adds new features to the initial framework including improved query mechanisms and interoperability.
