Public procurement is a large market affecting almost every organisation and individual; therefore, governments need to ensure its efficiency, transparency, and accountability, while creating healthy, competitive, and vibrant economies. In this context, open data initiatives and integration of data from multiple sources across national borders could transform the procurement market by such as lowering the barriers of entry for smaller suppliers and encouraging healthier competition, in particular by enabling cross-border bids. Increasingly more open data is published in the public sector; however, these are created and maintained in siloes and are not straightforward to reuse or maintain because of technical heterogeneity, lack of quality, insufficient metadata, or missing links to related domains. To this end, we developed an open linked data platform, called TheyBuyForYou, consisting of a set of modular APIs and ontologies to publish, curate, integrate, analyse, and visualise an EU-wide, cross-border, and cross-lingual procurement knowledge graph. We developed advanced tools and services on top of the knowledge graph for anomaly detection, cross-lingual document search, and data storytelling. This article describes the TheyBuyForYou platform and knowledge graph, reports their adoption by different stakeholders and challenges and experiences we went through while creating them, and demonstrates the usefulness of Semantic Web and Linked Data technologies for enhancing public procurement.

Waste management is one of the problems that needs to be prioritized in preserving the urban environment. The Randegan Final Disposal Site in Mojokerto City is unable to accommodate the volume of waste,  one of the programs by carrying out Waste Bank activities based on Law Number 18 of 2008 concerning Waste Management.  The purpose of this study is to evaluate the planning, organization, implementation, and supervision of waste bank management in Mojokerto City.This study uses a qualitative descriptive approach with interview techniques, field observations and Document Search. The data are grouped based on internal and external environmental factors that exist in the waste banks in 3 (three) sub-districts of Mojokerto City, totaling 25 waste banks. The data obtained were analyzed using SWOT. The results showed that the Strength factor was 1.316 Weakness was 1.361. Opportunity 1.730440232. and Treat 1.147155115. The difference in the total score of the Strenght and Weakness factors (-) is 0.045. The difference in the total score of the Opportunity and Treath factors (+) is 0.583. Position in Quadrant III means that the organization is in a weak position but has a lot of opportunity. The strategy that must be applied in the management of waste banks in Mojokerto City is the WO (Weakness-Opportunity) Strategy, is a combination of internal weakness factors with external opportunity factors.

Tegalsari is the name of a village located in the southeast of the center of Ponorogo City. This area is famous for the religious tourism complex of the Jami 'Tegalsari Mosque and the tomb of a prominent Muslim propagator in Ponorogo named Kiai Ageng Muhammad Besari (Rohmatulloh, 2015). Since the beginning of his move to Tegalsari, many religious and teaching activities have been carried out. Several activities, both daily, weekly, monthly and yearly, are still routinely carried out at the Tegalsari Mosque until now (Pramono, 2020). Among the weekly activities routinely carried out at the Tegalsari Mosque are the Friday night sunnah prayer activities. In the sunnah prayer activity on this Friday night, of course, there are messages of both implied and explicit preaching. This preaching activity at Tegalsari Mosque is a type of preaching bil-hal. With activities like this, it is hoped that the people who carry out the sunnah prayer will not only carry it out ceremonially but also be able to understand, appreciate, and carry out the da'wah messages contained in it so that it can add to the value of faith and devotion to Allah SWT and to increase syiarity. Islam in Tegalsari in particular and other areas as widely as possible. This study uses a qualitative method with a phenomenological approach. The informants in this study were determined using purposive sampling technique with data collection techniques in the form of in-depth interviews and document search activities. The results of this study indicate that the Friday night sunnah prayer activities at the Tegalsari Mosque contain a message that the implementation of worship will be more special and provide peace of mind if the congregation as the performer of worship feels a solid heart when performing it. The background that supports the implementation of the Friday night sunnah prayer activities at Tegalsari Mosque is the location of the mosque which is in the religious tourism area of the Kiai Ageng Muhammad Besari Tomb. Meanwhile, the obstacle is the Covid-19 pandemic, which has limited social activities, including Friday night sunnah prayers at the Tegalsari Mosque. As more and more documents we manage, the more difficult it is in the search process, and the need to use information retrieval becomes important. With the information retrieval system, it can help in searching for documents that match the similarity of keywords. Usually document searches usually only see the name of the document (file) being searched for by the user without paying attention to the content or metadata of the document, so that it cannot meet their information needs. Document search has several approaches, including full-text search, plain metadata search and semantic search. This study uses the Weighted Tree Similarity algorithm with the Cosine Sorensen Dice algorithm to calculate the semantic search similarity. In this study, document metadata is represented in the form of a tree that has labeled nodes, labeled branches and weighted branches. The similarity calculation on the subtree edge label uses Cosine Sorensen Dice, while the total similarity of a document uses the weighted tree similarity. The metadata structure of the document uses the taxonomy owner, description, title, disposition content and type. The result of this research is a document search application with taxonomic weight on file storage.

In this paper, we propose the Euclidean Distance based Similarity Measurement and Ensuing Ranking (EDSMER) scheme to aid effective document search from outsourced cloud data. It is another attempt to find an alternative to binary based approaches. In this approach, the User or the Data owner needs to filter out the suitable keywords for the document and then the index is prepared. To provide security and privacy, both the data and the index are encrypted and moved to the cloud space. The application of Euclidean Distance based Similarity Measurement and Ensuing Ranking (EDSMER) scheme for document searching takes place after the authorized user requests for the documents through query terms. Initially the authorized user sends a query to Cloud Service Provider to retrieve all the documents which are mapped with the keywords provided by him. The proposed algorithm calculates the distance between the query terms and the index terms. The minimum the distance, the more it is closer towards each other and vice-versa.  Our Euclidean Distance based Similarity Measurement and Ensuing Ranking (EDSMER) scheme greatly enhances the system functionality by sending the most relevant documents instead of transmitting all documents back. The experimental validations are performed on RFC and FIRE dataset. Through experimental analysis, we prove that our proposed approach is secure and efficient as well as exhibits better recall and precision rate in the IR system to deal with the document-retrieval process.

Database is used for storing the data in an easy and efficient format. In recent days large size of data has been generated through number of applications and same has been stored in the database. Considering the importance of data in every sector of digitized world, it is foremost important to secure the data. Hence, database security has been given a prime importance in every organization. Redundant data entries may stop the functioning of the database. Redundant data entries may be inserted in the database because of the absence of primary key or due to incorrect spelled data. This article addresses the solution for database security by protecting the database from redundant data entries based on the concept of Bloom filter. This database security has been obtained by correcting the incorrect spelled data from query values with the help of edit distance algorithm followed by the data redundancy check. This article also presents the performance comparison between proposed technique and MongoDB database for document search functionality.
