The content of the administrative reform plan for the period 2011–2020 of the Government of Vietnam on the basis of the overall reform of the national administration, focuses on four main areas, namely institutional reform and organizational reform. structure, building and developing contingent of civil servants and public finance (Government, 2011). Thus, along with the institutional and organizational reform, the public finance reform is also a central task of the administrative reform in the condition that Vietnam continues to strongly transition from the centralized mechanism. The subsidy to a socialist-oriented market economy, in particular, is even more necessary when Vietnam has become an official member of the World Trade Organization. One of the current concerns for good implementation of public finance reform is the implementation of autonomy and self-responsibility for the use of payroll and administrative management funding for administrative agencies. state and financial autonomy mechanism for non-business units. This article focuses on analyzing the current situation of reforming the financial operation mechanism of public non-business units in Lao Cai province, Vietnam, pointing out the achievements, limitations, causes and some recommendations to end. promote the reform of the financial operation mechanism of public non-business units in Lao Cai province, Vietnam in the context of world economic integration.

By employing the methodology developed by the OECD the paper assesses the degree of revenue decentralization in Russia in comparison with other post-communist European countries. The paper provides theoretical arguments underpinning fiscal decentralization, analyzes the composition of subnational government revenues, the level of regional and local tax autonomy and types of intergovernmental fiscal transfers. The analysis presents the composition of revenues depending on the degree of subnational and local government control. In comparison with other transition countries fiscal decentralization in Russia is relatively low. It is concluded that Russia's public finance reform has not progressed towards providing greater fiscal autonomy for regional and local governments.

The local institution of mini purse seine is a rule in the mini purse seine group that regulates the cooperation between skipper and labor in catching fish in the waters of Buton strait. In 2010, the number of mini purse seine in Lagasa Village was 40 units and continued to decrease to 30 units in 2017, the number of mini purse seine 30 units. This happens because the skippers sell their fishing gear to the other party as they do not have labors that do fishing. This study aimed to assess the capacity and role of local mini purse seine institutions in fishing in Buton strait waters, Duruka district, Muna Regency. The method of analysis used in this study is descriptive qualitative analysis with the skippers and labors of mini purse seine as the main informant. The results showed that the institutional capacity affecting the sustainability of mini purse seine fishing equipment is the presence of labor. The lack of labor in mini purse seine is caused by low catches, autocratic and symbolic leadership style of the skipper, and violation of the rule of catch fish. The institutional group of mini purse seine has a role in forming cooperative groups in fishing, establishing fishing business units, and advising Lagga Village Government in solving fishing problems in Buton strait waters. Recommendations: The government of Muna regency and its associated elements should increase the institutional capacity of mini purse seine through the strengthening of mini purse seine organizations, institutionalization of values or norms, and resource management.Keywords: Mini Purse Seine; local institution; Bajo Tribe

The high rate of population growth and the workforce raises the problem of job opportunities, because it involves various aspects both economic and non-economic. At the same time as massive industrialization, it is not automatically able to create adequate work. This study aims to analyze and determine the effect of the number of business units, the provincial minimum wage, and economic growth on the rate of labor absorption in the medium and large industrial sectors in South Sulawesi in the period 2010-2019. This research is expected to be one of the benchmarks for the government and private sector in paying attention to the absorption rate of labor in the industrial sector in South Sulawesi. The type of research used in this research is quantitative. The type of data used in this study is secondary data. The data used in this study are time series data in the years 2010-2019. The results of this study indicate that (1) the number of business units has a positive and significant effect on the rate of employment in the industrial sector in the province of South Sulawesi, (2) the provincial minimum wage has a negative and significant effect on the rate of employment in the medium and large industrial sector in South Sulawesi, (3) economic growth has a significant effect in a negative direction on employment in the medium and large industrial sectors in South Sulawesi. The government should design an industrialization policy direction that should be more inclusive, the incoming investment should be based on empowering local workers, reducing unemployment, creating more expansive employment opportunities and synergizing local economic development.Keywords: Economic Growth; Industry; Labor; Wages.

Public finance management has a very global nature. Here decisions are made that determine everything related to collecting and allocating public means. However, we need to realize that this level is also highly entangled politically, with political transformations accompanying changes of governments and cooperating party coalitions. This accounts for the fact that some general recommendations are formed, specifying the ways of managing public means. This is manifested in various slogans, such as “cheap state”, which stands for reduction of expenditure on administrative purposes. In this context some discussions take place in the government or in the parliament on seeking possibilities of limiting expenditure. Another direction of political disputes turns to public income. This is expressed, for example, in aiming at lowering tax bur-den. Thus public attention is drawn to two sides of the finance economy, namely on processes of gathering and allocating public means. In this system we often oversee a fundamental issue – instructions to manage public finance. As already stated, this cannot have a general shape, as there is no uniformity in the area of public finance even though the general assumption is the same for all areas.

Since the late 1950s, Hong Kong’s public health services have increased. They are mainly funded by taxes, supplemented by minimal user fees. In the late 1980s, the government recognized the limitations of this financing model and subsequently proposed alternative methods of funding. Their proposals have been rejected by various stakeholders, who represented different, and even conflicting, values and interests. This paper describes the development of health services and the debates that have surrounded health financing since the late 1980s. It shows that the health finance debate in Hong Kong is not a simple issue that can be tackled by rational planning; instead, it is a complex consequence of welfare politics in an increasingly mobilized society.


Significance With huge financial reserves, low public debt and a small population, Kuwait is one of the Gulf Cooperation Council (GCC) states best equipped to ride out an extended period of low oil prices. However, with the country registering its first budget deficit in 16 years, concerns about Kuwait's long-term fiscal sustainability have become more pressing, and the government has introduced a reform plan aimed at restructuring the economy. Impacts The government will step up capital spending, launching as many projects as possible before the 2017 election. The private sector is likely to face increased financial costs, eg, corporate taxes, higher utilities charges and employment of nationals. Kuwait will become further integrated into the international bond market, and rely more on its international assets as a source of income. Political tensions could rise ahead of the 2017 poll if the government takes more measures to reduce opposition electoral prospects. Kuwait will lag behind other GCC states in its progress on economic reforms.

Service quality is one of the important studies in bureaucratic reform. Until now, the problems of services provided by the government/ state to the people who make arrangements tend to still have many complaints. Such as the issue of service time which is not in accordance with the standards, convoluted service procedures to the problems of facilities and infrastructure which are considered to be less supportive of the implementation of services. At the Satllantas Polres Dumai, the same problems still occur, including in the service of obtaining a driver's license (SIM). Through Minister of Administrative Reform and Bureaucratic Reform Regulation Number 14 of 2017 concerning Guidelines for Preparing Community Satisfaction Surveys in this study a survey was conducted to find out people's perceptions and satisfaction with the services performed by the Satlantas Polres Dumai in servicing people who manage SIMs. The survey method refers to the provisions in the Minister of Administrative Reform and Bureaucratic Reform Regulation No. 14 of 2017 concerning Guidelines for Preparing the Community Satisfaction Survey. From the results of the study it is known that the IKM value of service quality in obtaining a SIM at the Satlantas Polres Dumai is 3.16 which is in the interval 2.51 - 3.25. Based on these results, the conversion value of IKM obtained is 78.94, which is in the intervals of 62.51 - 81.25 with service quality is B and service performance is categorized as GOOD
