A local, circular food economy like the one we are building in Alameda County, California, will not only alleviate food insecurity, create jobs, and improve the environment, it is also a center­piece of our 15-year-long effort to strengthen social cohesion, repair trust, and improve public safety through a revolutionary new approach to policing. More than 15 years ago, the Alameda County Sheriff’s Office launched a new brand of public safety, called Community Capitals Policing,[1] in Ashland and Cherryland, two unincorporated communities just south of Oakland, California. These communities have experienced dispropor­tionate levels of crime, poverty, disinvestment, disease, unemployment, and blight since the late 1970s. Our work, based on the community capitals framework (Fey, Bregendahl, & Flora, 2006), is taking a systems-level approach to repair the harm done to the community over decades of systemic racism and neglect. The work is informed by a seven-year project called Food Dignity, funded by a US$5 million grant from the U.S. Department of Agriculture.

In the 1970s, the U.S. Department of Agriculture (USDA) began developing low-chill-adapted highbush blueberry (Vacchizium corymbosum L.) for the southern United States (lat. 29° to 32°N) by using germplasm of the native southern species, V. darrowi Camp. This breeding work resulted in the release of several low-chill southern highbush blueberry (SHB) cultivars in the mid-1980s. These cultivars have been evaluated for yield and adaptation at several locations through the southern regional blueberry germplasm evaluation trials. These trials have shown that organic mulch is required for good performance of SHB. The one-fourth V. darrowi composition of SHB cultivars presents problems of freeze damage at some locations. This problem may be resolved by breeding cultivars through several alternative approaches.

The outbreak of COVID-19 has placed a heavy burden on society, threatening the future of the entire world as the pandemic has hit health systems and economic sectors hard. Where time moves fast, continuing curfews and lockdown is impossible. This paper assembles three main safety behaviors, social distancing, wearing a facemask, and hygiene in one model (PSC Triangle) to be practiced by the public. Integrating public safety compliance with these behaviors is the main recommendation to slow the spread of COVID-19. Although some concerns and challenges face these practices, the shifting of public behaviors to be more safety-centered is appropriate and available as an urgent desire exists to return to normal life on the one hand and the medical effort to find effective cure or vaccine that has not yet succeeded on the other hand. Recommendations to enhance public safety compliance are provided.

AbstractThe widespread proliferation of and interest in bracket pools that accompany the National Collegiate Athletic Association Division I Men’s Basketball Tournament have created a need to produce a set of predicted winners for each tournament game by people without expert knowledge of college basketball. Previous research has addressed bracket prediction to some degree, but not nearly on the level of the popular interest in the topic. This paper reviews relevant previous research, and then introduces a rating system for teams using game data from that season prior to the tournament. The ratings from this system are used within a novel, four-predictor probability model to produce sets of bracket predictions for each tournament from 2009 to 2014. This dual-proportion probability model is built around the constraint of two teams with a combined 100% probability of winning a given game. This paper also performs Monte Carlo simulation to investigate whether modifications are necessary from an expected value-based prediction system such as the one introduced in the paper, in order to have the maximum bracket score within a defined group. The findings are that selecting one high-probability “upset” team for one to three late rounds games is likely to outperform other strategies, including one with no modifications to the expected value, as long as the upset choice overlaps a large minority of competing brackets while leaving the bracket some distinguishing characteristics in late rounds.

This paper presents the result of the analysis of the data gathered from 20 Role Models (RM) case studies regarding their successful heritage-led rural regeneration models. For the study and comparison of the narratives of these Role Models two tools were used: the Community Capitals Framework, which studied the transference of capitals in each process and the identification of six Systemic Innovation Areas that allow this capital transference. A multilevel repository of best practices has been developed allowing the identification of common features, mechanisms for mobilisation of capitals and required resources that will facilitate the replication in other rural areas. The results of this work support the acknowledgement of the contribution of culture, together with cultural and natural heritage, to economic growth, social inclusion and environmental sustainability in rural areas reinforcing the role of culture as the fourth pillar of sustainable development.

Biracial Americans constitute a larger portion of the U.S. population than is often acknowledged. According to the U.S. Census, 8.4 million people or 2.6% of the population identified with two or more racial origins in 2016. Arguably, these numbers are misleading considering extensive occurrences of interracial pairings between Whites and minority racial groups throughout U.S. history. Many theorists posit that the hypodescent principle of colorism, colloquially known as “the one drop rule,” has influenced American racial socialization in such a way that numerous individuals primarily identify with one racial group despite having parents from two different racial backgrounds. While much of social science literature examines the racial identification processes of biracial Americans who identify with their minority heritage, this article focuses on contextual factors such as family income, neighborhood, religion, and gender that influence the decision for otherwise African/Asian/Latino/Native Americans to identify as White.

AbstractThis study attempts to fit a global demand model for soybean traffic through the Panama Canal using Ordinary Least Square. Most of the soybean cargo through the interoceanic waterway is loaded on the U.S. Gulf and East Coast ports -mainly destined to East Asia, especially China-, and represented about 34% of total Panama Canal grain traffic between fiscal years 2010–19. To estimate the global demand model for soybean traffic, we are considering explanatory variables such as effective toll rates through the Panama Canal, U.S. Gulf- Asia and U.S. Pacific Northwest- Asia freight rates, Baltic Dry Index, bunker costs, soybean export inspections from the U.S. Gulf and Pacific Northwest, U.S. Gulf soybean basis levels, Brazil’s soybean exports and average U.S. dollar index. As part of the research, we are pursuing the estimation of the toll rate elasticity of vessels transporting soybeans via the Panama Canal. Data come mostly from several U.S. Department of Agriculture sources, Brazil’s Secretariat of Foreign Trade (SECEX) and from Panama Canal transit information. Finally, after estimation of the global demand model for soybean traffic, we will discuss the implications for future soybean traffic through the waterway, evaluating alternative routes and sources for this trade.

The design of light-gage steel corrugated shear diaphragms is not yet covered by the structural codes of many countries, including Canada. The shear capacity of steel diaphragms may be predicted by various approaches currently available, namely, those proposed by: (1) the American Iron and Steel Institute; (2) the Manual of seismic design of buildings, published by the U.S. Departments of the Army, Navy, and Air Force; and (3) the recommendations outlined in the current British code. In this paper, a rational method is proposed and the application of all the above methods is illustrated with reference to a specific example. Finally, the shear strengths of many diaphragms are predicted by the new approach developed by the authors and the results are compared to test data.

Building new prisons is not a solution for prison overcrowding; to the contrary, it is part of the problem. This is the U.S. Supreme Court's lesson in one of its most recent decisions, Brown v. Plata, confirming the previous order of a three-judge court to reduce California's prison population by around 40.000 persons within two years. Finding cruel and unusual the punishment imposed to prisoners in California, because of the terrible conditions in serving their sentence, the Court shows the ultimate failure of a sentencing system based upon incapacitation and a zero tolerance policy. Public safety is better served without rather than with prisons: this seems to be the message that Brown v. Plata is sending to legislators, administrators and citizens. It is a message that Europeans and Italians should listen to very carefully.
