The outbreak of coronavirus was expected to adversely affect African countries more than any other region in the world. This assertion was based on the existing conditions in sub-Saharan Africa that exposed the region to the dire consequences of the pandemic. Previously existing underlying conditions that affected the food system include a high dependence on trade for inputs supply, the adverse effects of climate change, crop pests and diseases, poverty, low input use, weak institutions and ineffective poli¬cies, and insecurity and conflicts. We collected data from farmers, aggregators, bean research coordina¬tors, and urban and peri-urban consumers in five Eastern African countries in order to describe the immediate impacts of the pandemic on the bean value chain. Access to seed and labor appear to be the most critical impacts of the pandemic on bean production. There are observable differences in patterns and frequency of bean consumption in these regions, suggesting that the effect of the pandemic depends on the level of implementation of containment measures and pre–COVID-19 underlying conditions that affect the food systems. In the mid to long-term, the pandemic may disrupt food systems, resulting in hunger, malnutrition, and food insecurity. Thus, governments should support farmers and businesses in becoming resilient to exogenous shocks through increased efficiency in supply chains, capacity building, and the adoption of modern digital technology.

The world is facing unprecedented challenges from COVID-19, which is disrupting lives and livelihoods. The pandemic could profoundly affect the African continent and wipe out hard-won development gains, as sub-Saharan Africa heads into its first recession in 25 years. Beyond the multispatial impact of the coronavirus in Africa, its effects on the agriculture and food system is of particular interest, as food security could be the most affected area and, at the same time, agriculture could be the sector that could help African economies recover quicker from the impact of COVID19. This paper supports the view that COVID-19, as devilish as it may be, offers an opportunity to revive interest in the agricultural sector. The COVID-19 pandemic has placed immense pressures on African countries to raise additional resources, and consequently Africa’s growing public debt is again coming back to the centre stage of the global debate. The conversation on African debt sustainability has begun to dominate the scene and will flood the debate in the near term. While the observed, growing calls for debt relief for African countries are legitimate, we support in this paper that one should not divert attention from the long-term solutions needed to strengthen Africa’s resilience. These long-term solutions lie where they always have: in agriculture. With COVID-19, shipping agricultural inputs and food products from other continents to Africa has become disrupted and is accelerating the trend towards shortening supply chains. This will leave a potential market for inputs and food produced on the continent. COVID-19, together with the launching of the African Continental Free Trade Area (AfCFTA), have aligned the stars in favour of a decisive transformation of the agriculture sector on the continent. Agriculturalists and development experts need to be aware of their responsibility at this time, as they need to advocate for the topic of agricultural development to return to the centre and the heart of the agenda of discussions on how to respond to the consequences of Covid-19 in Africa. In this sense, and unexpectedly, COVID-19 is an opportunity for the agricultural sector.

AbstractUrbanisation is changing food systems globally, and in particular in sub-Saharan Africa and South Asia. This transformation can affect rural livelihoods in multiple ways. Evidence on what enabling conditions are needed to materialise the opportunities and limit risks is scattered. Here we review scientific literature to elaborate on how urbanisation affects food systems, and on the enabling conditions that subsequently shape opportunities for rural livelihoods. We find that urbanisation leads to a rising and changing food demand, both direct and indirect land use changes, and often to more complex market linkages. Evidence shows that a wide range of enabling conditions can contribute to the materialisation of opportunities for rural livelihoods in this context. Reviewed evidence suggests that the connectivity to urban centres is pivotal, as it provides access to finance, inputs, information, services, and off-farm employment. As a result, physical and communication infrastructure, the spatial pattern of urbanisation, and social networks connecting farmers to markets are identified as important enabling factors for the improvement of rural livelihood outcomes. Our findings suggest that coordinated and inclusive efforts are needed at different scales to make sure rural livelihoods benefit from urbanisation and food system transformation.

Production of livestock and dairy products in Sub-Saharan Africa struggles to keep pace with growing demand. The potential exists to close this gap in a climate-friendly way through the introduction of improved forage varieties of the Brachiaria genus. We assess the potential economic impact of the development and release of such varieties in 6 Eastern African countries using an economic surplus model. Results are presented across a range of potential scenarios involving different adoption rates and percentage increases in production. For all but the lowest levels of adoption and production increases, improved forages have the potential for positive return on investment. Using these results, we present formulae that help readers calculate the adoption rate or percentage increase in production necessary to achieve specific desired levels of net benefit. Overall, the model output suggests that investment in a forages research program related to the qualities of the forage itself as well as programs to enhance dissemination and adoption of new materials would be low risk and have high likelihood for positive outcomes, generating discounted net benefits in the order of multiple tens of millions of dollars over a 30-year time horizon.

Many solutions have been proposed to address food security. We present here a prioritized set of actions achievable within the next 2–10 years. By taking a systems approach we follow the impact pathway backwards starting from the needs and desires of the end-users to eventually define the research agenda that will exactly address those targeted solutions with positive impacts. The following actions emerge as high-priority and achievable in the near future: new research tools to study food systems; dis-aggregated intra-household surveys to reveal within-family inequalities in food access; increased scientific consensus on climate change impacts in sub-Saharan Africa; rapid response measures to address sudden emergencies, such as capturing excess rainfall water; financial tools to enable rapid responses with recovery measures afterwards; consideration of restrictions that excess heat and humidity impose on human productivity; secure land ownership and tenure rights to encourage long-term agricultural investment; mechanization at all stages along the food system.

Abstract Background and study aims Limited evidence suggests that endoscopy capacity in sub-Saharan Africa is insufficient to meet the levels of gastrointestinal disease. We aimed to quantify the human and material resources for endoscopy services in eastern African countries, and to identify barriers to expanding endoscopy capacity. Patients and methods In partnership with national professional societies, digestive healthcare professionals in participating countries were invited to complete an online survey between August 2018 and August 2020. Results Of 344 digestive healthcare professionals in Ethiopia, Kenya, Malawi, and Zambia, 87 (25.3 %) completed the survey, reporting data for 91 healthcare facilities and identifying 20 additional facilities. Most respondents (73.6 %) perform endoscopy and 59.8 % perform at least one therapeutic modality. Facilities have a median of two functioning gastroscopes and one functioning colonoscope each. Overall endoscopy capacity, adjusted for non-response and additional facilities, includes 0.12 endoscopists, 0.12 gastroscopes, and 0.09 colonoscopes per 100,000 population in the participating countries. Adjusted maximum upper gastrointestinal and lower gastrointestinal endoscopic capacity were 106 and 45 procedures per 100,000 persons per year, respectively. These values are 1 % to 10 % of those reported from resource-rich countries. Most respondents identified a lack of endoscopic equipment, lack of trained endoscopists and costs as barriers to provision of endoscopy services. Conclusions Endoscopy capacity is severely limited in eastern sub-Saharan Africa, despite a high burden of gastrointestinal disease. Expanding capacity requires investment in additional human and material resources, and technological innovations that improve the cost and sustainability of endoscopic services.

The need to develop experimental tools for a responsible research and innovation (RRI) framework is relevant for managing research agendas and policy making that seriously take into account the complex conditions of innovation development (linked to multidisciplinarity and interaction processes) between the researchers and their fieldwork activities. The adoption of an RRI framework is even more important for multidisciplinary and complex issues, such as the agri-food system. In this context, the SASS (Sustainable Agri-food Systems for Sustainable Development (SASS) project represents a good example for verifying the application of the RRI strategy in a varied research group committed to the development of sustainable agri-food systems in Sub-Saharan Africa. The project, which involves more than 50 researchers from different fields of knowledge and theoretical backgrounds, showed the importance of the processes of reflection, re-driving, and convergence in the definition of research objectives and strategies. This process started by experimenting with new dedicated RRI tools in order to allow interactions between the researchers, including exchanging their experience in data collection and theoretical reflection development. With respect to this analysis, it was interesting to analyze how the RRI tools and strategies have been activated between researchers and different stakeholders, generating reflections capable of re-adapting the results towards shared and accessible innovation for the extended society. Following the discussion based on the description of the SASS-RRI agenda tools and following an internal verification given from an RRI-based web survey, this contribution provides new insights, in terms of tools and strategies, to promote and refine RRI approaches. This work underlines how RRI methods have promoted internal and external interactions to connect the research objectives towards a model of open innovation.

An important goal across Sub-Saharan Africa (SSA), and globally, is to foster a healthy nutrition. A strengthening of the diversity, sustainability, resilience and connectivity of food systems is increasingly seen as a key leverage point. Governance arrangements play a central role in connecting sustainable, resilient farming with healthy nutrition. In this article, we elaborate a framework for assessing, monitoring and improving the governance of food systems. Our focus is on food chains in six peri-urban and urban regions in SSA. A literature review on food chain governance and a mapping of current agri-food chains in the six regions provide the basis for the elaboration of an indicator-based assessment framework. The framework is adapted to the specific conditions of SSA and related goals. The assessment framework is then used to identify the challenges and opportunities in food chain governance in the six regions. The first testing of the framework indicates that the approach can help to identify disconnects, conflicting goals and tensions in food systems, and to formulate strategies for empowering agri-food chain actors in transitioning toward more efficient, equitable and sustainable agri-food systems. The article is concluded with a brief reflection on the strengths and weaknesses of the framework and suggests further testing and refinement.

Massive urbanization and increasing disposable incomes favor a rapid transition in diets and lifestyle in sub-Saharan Africa (SSA). As a result, the SSA population is becoming increasingly vulnerable to the double burden of malnutrition and obesity. This, combined with the increasing pressure to produce sufficient food and provide employment for this growing population together with the threat of climate change-induced declining crop yields, requires urgent sustainable solutions. Can an increase in the cultivation of climate-resilient crops (CRCs) and their utilization to produce attractive, convenient and nutritious bread products contribute to climate change adaptation and healthy and sustainable diets? A food system analysis of the bread food value chain in SSA indicates that replacement of refined, mostly imported, wheat in attractive bread products could (1) improve food and nutrition security, (2) bring about a shift to more nutritionally balanced diets, (3) increase economic inclusiveness and equitable benefits, and (4) improve sustainability and resilience of the food system. The food system analysis also provided systematic insight into the challenges and hurdles that need to be overcome to increase the availability, affordability and uptake of CRCs. Proposed interventions include improving the agronomic yield of CRCs, food product technology, raising consumer awareness and directing policies. Overall, integrated programs involving all stakeholders in the food system are needed.

Sweet potato has gained prominence due to its ability to adapt to wide production ecologies and yield response to minimal external inputs. Orange-fleshed cultivars in particular have immense potential to improve household income and nutrition in sub-Saharan Africa. However, the sweet potato value chain (SPVC) is not well-developed in many producing countries. The study was conducted in two regions to characterize the production operations as well as identify opportunities to propel the SPVC in Northern Ghana. Data were collected using mixed methods including structured questionnaires via face-to-face interviews. Analysis of strengths, weaknesses, opportunities, and threats (SWOT) was conducted at multistakeholder platforms with different actors. Gross margin profit and benefit-cost ratios were determined by using six cost variables. Overall, the industry was largely a fresh produce market, targeting food vendors, processors, and direct selling to wholesalers, retailers, and household consumers. The SWOT analysis revealed wide-ranging opportunities including favourable production ecologies, processing options, and insatiable local and international markets. The institutional actors need to network the primary actors to synergistically operate with a collective profit motive. The most prioritized production constraints such as access to seed, cost of chemical fertilizer, short shelf-life, field pests and diseases, and declining soil fertility should be addressed.

AbstractThe current coronavirus disease 2019 (COVID-19) pandemic is impacting on food systems and has exposed the poor state of food security and lack of food system infrastructures. Consequently, sub-Saharan Africa countries face the compounded risk of COVID-19 and hunger. The syndemic will pose serious challenges for achieving food security imperatives of the Sustainable Development Goals (SDGs) by 2030. This article discusses the dynamics of food security imperatives brought about by COVID-19 pandemic. It examines the mitigating efforts of sub-Saharan African governments in addressing COVID-19 and how this effort impacts the attainment of SDGs One, Two, Three and 12. It finds that while the pandemic provides an opportunity for governments to strengthen their commitments, it raises questions on the ambitious global efforts to deliver SDGs by 2030. It recommends that African governments need to maximize intra-African trade with investments in agricultural biotechnological infrastructure in order to close the gap between the targets and the realities, in the efforts towards achieving the SDGs.
