Development trends of the modern higher education system and new approaches to teaching youth

The proposed article considers the need to recognize the economic utility and social value of human resources, the development of which requires investment in comparison with other types of economic resources. The urgency of solving the problem of functioning of higher education system is dictated by the need to apply new approaches to the management of an educational institution. Successful companies focus their efforts on creating and developing a management system for educational institutions designed to work effectively with intellectual resources that are becoming less used today. All these circumstances explain the emergence of a special interest of scientists and practitioners in the management of intellectual capital and the effectiveness of the knowledge process. In this regard, there is a need for constant updating and change, which means that knowledge is always innovative. At the same time, the most interesting are the ways of transforming universities into a new type of organization focused on meeting the needs of the market, making a profit, developing innovative technologies, supporting high-tech research projects and managing them. Close interaction of business corporations with the University community, forms a diversified financial base, develops contacts with business, society and the state, and encourages the widespread use of initiative and support for innovation in the scientific and educational environment. The new conceptual approach has enriched the practice with progressive methods and technologies for managing people in a complex innovative environment. The priorities were flexible forms of labor use, continuous improvement of the quality of human resources, new approaches to organizing and stimulating labor, and addressing cultural and ethical factors of labor productivity and quality of life. The main components of scientific novelty are the regulation and mutual influence of the functioning infrastructure and the applied methodology of higher education.

The purpose of the work is to study the complex essence of higher education as an integral part of the anthroposphere (technosphere); to define the main fundamental tasks of innovative academic (university) entrepreneurship; to study the main types of innovations initiated by academic capitalism in the higher education system, which can lead to innovative changes and its classification; to determine the main objects of innovation activity in the field of higher education and science and expedient directions of further innovative development of higher education in Ukraine; to study the types of innovations in the higher education system. Innovative transformations in the sphere of higher education and science are considered by the authors as objectively conditioned transformational changes caused by the environment of academic capitalism. The core of the study is academic or university entrepreneurship based on the market relations spread by academic capitalism in the sphere of scientific and educational activities of universities, research institutes and other institutions and organizations of this field. An important basis of scientific work is the application to national conditions of the Triple helix model of innovation of N. Etzkowitz on the innovative development of society. Scientific novelty consists of the following: the world experience of innovative transformations in the sphere of higher education and science occurring under conditions of academic capitalism is studied; theoretical data for new approaches in understanding of innovative transformations in the sphere of higher education and science which are economic categories and occur under market laws are formulated and offered; new approaches for further innovative reformation of higher education and science under conditions of academic capitalism are offered. A new scientific term of “innovatics of higher education” has been put into circulation. Provisions on the uniqueness of the essence of higher education, the main fundamental tasks of innovative academic (university) entrepreneurship, the types of innovations initiated by academic capitalism in higher education that can lead to innovative changes, and their classification of both theoretical and practical importance for the development of domestic science and higher education are proposed. The main objects of innovative activity in the sphere of higher education and science, the corresponding directions of further innovative development of higher education in Ukraine, as well as the types of innovations in higher education that can lead to innovative changes are also defined.

The article covers a number of issues related to the problem of the specialist-professional formation in the system of higher education of Ukraine, taking into account global challenges and prospects for the development of the world economy, national economies and modern society. In the process of scientific research, an understanding of the basic concepts of «profession», «vocational training», «formation of a specialist-professional», «IHE activity» has been formed. The role and significance of higher education in professional training of specialists, competitive in the labour market are revealed; the priority directions of development of the industry are singled out in accordance with the state educational policy requirements and the Bologna process tasks in the conditions of the European Higher Education Area formation and the integration implementation. The article pays particular attention to analysing the models of national strategies for the higher education development and selecting the model of the Ukrainian universities development strategy on the path to their promotion to world rankings, referring to the experience of autonomy, mission, results of activity and achievements of European and world universities. Consequently the research analyses of the educational institutions network during the years of Ukraine's independence, taking into account external destabilizing factors; gives the characteristic of the local IHEs’ activity, including universities, during the period of reforming and modernizing the higher education system according to European standards and time requirements; determines the new approaches and directions of the IHE's activity improvement in the field of training qualified specialists for the industrial and social spheres. Moreover the article reveals the features of key trends for the modern education sphere, among them there is a globalization, the factor of ICT, the growth of non-system education, individualization and personalization of educational trajectories. It also gives the characteristic features of a competitive specialist-professional who is able to function effectively in the modern labour market. The benefits of this study are: the defined forms of the educational process organization at IHE in accordance with the Law of Ukraine «On Higher Education»; the given classification of innovative teaching methods for realizing of the educational process participants’ abilities and talents, basing on the study of scientific and methodological literature; the determined new approaches and directions of the IHE's activity improvement in relation to the training of qualified specialists for the industrial and social spheres. On this basis, the training of competent specialist-professionals should be considered as one of the priority areas of scientific research with the definition of long-term educational strategies, including goals, tasks, scientific approaches, positions, directions and ways of their implementation in the higher education system. In the search process, the methods of theoretical research and practical implementation of this problem are used, in particular: analysis and generalization of scientific approaches and ways for improving the professionals formation process in the higher education system; international experience synthesis and comparison, normative legal acts and peculiarities of the IHE work in the professional staff training; induction and deduction when disclosing forms and methods of future specialists’ educational activity, gaining their professional qualities and characteristics.

After first surveying the development of academic studies of Islam within the modern Turkish higher education system, this essay provides an inventory of material that has been translated from Western languages into Turkish. It is inevitable that orientalist studies will have a place of tremendous importance in this analysis. However, approaches to the Qur'an and its exegesis which have been developed under the influence of the Western scientific and cultural world encompass a larger range of literature that includes not only the orientalist studies themselves but also the criticisms directed against these studies. Particular attention is paid to the work of Fazlur Rahman and Arab scholars influenced by Western methods, and an assessment of the various issues related to the critique of orientalist works is provided.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.
