Today’s political map of North America took its basic shape in a continental crisis in the 1860s, marked by Canadian Confederation (1867), the end of the U.S. Civil War (1865), the restoration of the Mexican Republic (1867), and numerous wars and treaty regimes conducted between these states and indigenous peoples through the 1870s. This volume explores the tumultuous history of North American state-making in the mid-nineteenth century from a continental perspective that seeks to look across and beyond the traditional nation-centered approach. This introduction orients readers by first exploring the meaning of key terms—in particular sovereignty and its historical attachment to the concept of the nation state—and then previewing how contributors interrogate different themes of the mid-century struggles that remade the continent’s political order. Those themes fall into three main categories: the character of the states made and remade in the mid-1800s; the question of sovereignty for indigenous polities that confronted the European-settler descended governments of Canada, Mexico, and the United States; and the interaction between capitalist expansion and North American politics, and the concomitant implications of state making for sovereignty’s more diffuse meaning at the level of individual and group autonomy.

Interest in Slavic and mid-European studies,* so long neglected, is growing considerably in the United States. Unfortunately it concentrates mostly on modern history. In Slavic studies, too much time is often devoted to the history of Russia since the Revolution, and to the analysis of the new social and political order established in that country under the influence of non-Slavic social ideas which had originated in the West, and especially in Germany (K. Marx and Lasalle) in the nineteenth century. The earlier evolution of Russia, other Slav nations, and their mid-European neighbors, is still undeservedly neglected. It is a mistake. In the Middle Ages, the Slavic nations, the Hungarians, and the Rumanians played a prominent role in the civilizing of Europe. The memories of their glorious past helped the Czechs, Slovaks, Poles, Serbs, Bulgars, Magyars, Rumanians and also the small Albanian nation to survive the difficult period of oppression by foreign rulers and inspired their national leaders in their fight for independence and freedom.

Cloud-to-ground (CG) lightning data have been analyzed for the years 2001–09 for North America, which includes Alaska, Canada, and the lower 48 U.S. states. Flashes recorded within the North American Lightning Detection Network (NALDN) are examined. No corrections for detection efficiency variability are made over the 9 yr of the dataset or over the large geographical area comprising North America. There were network changes in the NALDN during the 9 yr, but these changes have not been corrected for nor have the recorded data been altered in any way with the exception that all positive lightning reports with peak currents less than 15 kA have been deleted. Thus, the reader should be aware that secular changes are not just climatological in nature. All data were analyzed with a spatial resolution of 20 km. The analyses presented in this work provide a synoptic view of the interannual variability of lightning observations in North America, including the impacts of physical changes in the network during the 9 yr of study. These data complement and extend previous analyses that evaluate the U.S. NLDN during periods of upgrade. The total (negative and positive) flashes for ground flash density, the percentage of positive lightning, and the positive flash density have been analyzed. Furthermore, the negative and positive first stroke peak currents and the flash multiplicity have been examined. The highest flash densities in Canada are along the U.S.–Canadian border (1–2 flashes per square kilometer) and in the United States along the Gulf of Mexico coast from Texas through Florida (exceeding 14 flashes per square kilometer in Florida). The Gulf Stream is “outlined” by higher flash densities off the east coast of the United States. Maximum annual positive flash densities in Canada range primarily from 0.01 to 0.3 flashes per square kilometer, and in the United States to over 0.5 flashes per square kilometer in the Midwest and in the states of Louisiana and Mississippi. The annual percentage of positive lightning to ground varies from less than 2% over Florida to values exceeding 25% off the West Coast, Alaska, and the Yukon. A localized maximum in the percentage of positive lightning in the NALDN occurs in Manitoba and western Ontario, just north of North Dakota and Minnesota. When averaged over North America, first stroke negative median peak currents range from 19.8 kA in 2001 to 16.0 kA in 2009 and for all years, average 16.1 kA. First stroke positive median peak currents range from a high of 29.0 kA in 2008 and 2009 to a low of 23.3 kA in 2003 with a median of 25.7 kA for all years. There is a relatively sharp transition from low to high median negative peak currents along the Gulf and Atlantic coasts of the United States. No sharp transitions are observed for the median positive peak currents. Relatively lower positive peak currents occur throughout the southeastern United States. The highest values of mean negative multiplicity exceed 3.0 strokes per flash in the NALDN with some variation over the 9 yr. Lower values of mean negative multiplicity occur in the western United States. Positive flash mean multiplicity is slightly higher than 1.1, with the highest values of 1.7 observed in the southwestern states. As has been noted in prior research, CG lightning has significant variations from storm to storm as well as between geographical regions and/or seasons and, consequently, a single distribution for any lightning parameter, such as multiplicity or peak current, may not be sufficient to represent or describe the parameter.

Chastened by how close a national ban of peyote came to passing in early 1918, the following October a group of Native American peyotists gathered in El Reno, Oklahoma, in order to found the Native American Church. This chapter explores this remarkable moment of political activism, along with the histories of peyotism in the United States that led to this initiative. The deep history of peyotism north of the border remains somewhat unclear, though we can be certain that the individuals who came together in 1918 to found a church that could, in turn, enjoy constitutional protections were participants in practices that had consolidated in the latter half of the nineteenth century. Their efforts to create an institutionalized church that would be legible to the U.S. government did not immediately bear fruit, as anti-peyotists dominated the Bureau of Indians Affairs (BIA) through the 1920s, though these efforts did begin to see significant success after John Collier became chief of the BIA in 1933.

As the United States grew into an empire in the late nineteenth century, notions like “sea power” derived not only from fleets, bases, and decisive battles but also from a scientific effort to understand and master the ocean environment. Beginning in the early nineteenth century and concluding in the first years of the twentieth, Jason W. Smith tells the story of the rise of the U.S. Navy and the emergence of American ocean empire through its struggle to control nature. In vividly told sketches of exploration, naval officers, war, and, most significantly, the ocean environment, Smith draws together insights from environmental, maritime, military, and naval history, and the history of science and cartography, placing the U.S. Navy’s scientific efforts within a broader cultural context. By recasting and deepening our understanding of the U.S. Navy and the United States at sea, Smith brings to the fore the overlooked work of naval hydrographers, surveyors, and cartographers. In the nautical chart’s soundings, names, symbols, and embedded narratives, Smith recounts the largely untold story of a young nation looking to extend its power over the boundless sea.

This article situates the historical “Egyptian,” more commonly referred to as “Gypsy,” into the increasingly racist legal structures formed in the British North American colonies and the early United States, between the 1690s and 1860s. It simultaneously considers how those who considered themselves, or were considered by others, as “Egyptians” or “Gypsies” navigated life in the new realities created by such laws. Despite the limitations of state-produced sources from each era under study, inferences about these people’s experiences remain significant to building a more accurate and inclusive history of the United States. The following history narrates the lives of Joan Scott, her descendants, and other nineteenth-century Americans influenced by legalracial categories related to “Egyptians” and “Gypsies.” This is interwoven with the relevant historical contexts from American legal discourses that confirm the racialization of such categories over the centuries.

Since its introduction into North America in the late nineteenth century, direct democracy, particularly in the form of direct legislation, has periodically piqued the interest of legal scholars. A handful of studies have examined the history of direct legislation in the United States and in Canada; however, these studies often fail to examine how direct legislation was actually used. Brief references might be given to which initiatives the voters attempted to secure via direct legislation, but the actual mechanics of the vote, and questions such as what the ballot said, for example, are typically overlooked.

An American Language is a political history of the Spanish language in the United States. The nation has always been multilingual and the Spanish language in particular has remained as an important political issue into the present. After the U.S.-Mexican War, the Spanish language became a language of politics as Spanish speakers in the U.S. Southwest used it to build territorial and state governments. In the twentieth century, Spanish became a political language where speakers and those opposed to its use clashed over what Spanish's presence in the United States meant. This book recovers this story by using evidence that includes Spanish language newspapers, letters, state and territorial session laws, and federal archives to profile the struggle and resilience of Spanish speakers who advocated for their language rights as U.S. citizens. Comparing Spanish as a language of politics and as a political language across the Southwest and noncontiguous territories provides an opportunity to measure shifts in allegiance to the nation and exposes differing forms of nationalism. Language concessions and continued use of Spanish is a measure of power. Official language recognition by federal or state officials validates Spanish speakers' claims to US citizenship. The long history of policies relating to language in the United States provides a way to measure how U.S. visions of itself have shifted due to continuous migration from Latin America. Spanish-speaking U.S. citizens are crucial arbiters of Spanish language politics and their successes have broader implications on national policy and our understanding of Americans.

This chapter briefly describes the history of religious institutes in the United States. It first covers the demographics—the overall numbers and the ethnic and socioeconomic composition—of the various institutes during the nineteenth century. It next discusses the types of ministries the sisters, brothers, and religious order priests engaged in, and the sources of vocations to their institutes. The second section covers changes in religious institutes after 1950, covering the factors which contributed to the changes as well as their impact on the institutes themselves and the larger Church. The chapter concludes with a brief overview of the subsequent chapters.

This paper's objective is to bring forth some elements which confirm the following hypothesis : Canada is consigned to continentalism, namely to economic and cultural integration with the United States though this fact is shrouded in a Canadian nationalism of sorts. The continentalist mentality is rooted in the history of British North America, inhabited mostly by refugees from America who have remained inherently "Yankees" in spite of their anti-americanism. The Confederation itself is based on a sort of complicity with the United States. More recently there were talks of a "North American nationality", and continentalism both cultural and economic has come to be seen as a 'force of nature" which the governments, at the most, put into a chanelling process. Still, it is possible for Canadian nationalism to exist provided it does not go beyond the threshold whence it would run headlong into the continental mentality. Canada has defined itself through an international or non-national perspective far too long for today's nationalism not to remain weak and poorly established. But the Americans whose "manifest destiny" has succeeded in spreading over Canada without even their having tried to hoist their flag there find it to their advantage to maintain some form of Canadian sovereignty. Canada as a "friendly nation" can be of use to Washington. That is why there are almost as many advocates for Canada's independence in the United States as there are north of the border. Canadian nationalism can thus further the interests of some Canadian elites without seriously prejudicing continental integration which can very well afford not to be set up into formalized structures.
