Implementation of tertiary accreditation is the assessment and recognition of the quality and performance of an institution. The Conversion Supplement Instrument (ISK) is an additional accreditation instrument used for decision making on the conversion of an accredited ranking obtained by the Standard 7 College Accreditation Instrument to a new accreditation rating in accordance with the Higher Education Accreditation 3.0 instrument. This research uses a qualitative method (Qualitatitive Research), with a literature study approach. What is meant by library research (Library Research) the author seeks information that is relevant to the subject matter. Higher Education Conversion Supplement (ISK) instruments consist of: front page,  university identity, team identity preparation of ranking conversion report, preface, format of conversion supplement instrument (permanent lecturer, temporary lecturer, higher education quality assurance system, cycle internal quality assurance system, exceeding SN-PT, quality assurance mechanisms leading to Outcome Based Accreditation for accreditation of study programs and scientific publications.   === Pelaksanaan akreditasi perguruan tinggi adalah penilaian dan pengakuan tentang kualitas dan kinerja suatu institusi.  Instrumen Suplemen Konversi (ISK) adalah instrumen akreditasi tambahan yang digunakan untuk pengambilan keputusan konversi peringkat terakreditasi yang diperoleh dengan Instrumen Akreditasi Perguruan Tinggi 7 Standar menjadi peringkat akreditasi baru sesuai dengan instrumen Akreditasi Perguruan Tinggi 3.0. Penelitian ini menggunakan metode kualitatif (Qualitatitive Research), dengan pendekatan studi pustaka. Yang dimaksudkan dengan studi pustaka (Library Research) penulis mencari informasi yang  relevan dengan pokok pembahasan. Instrumen Suplemen  Konversi (ISK) perguruan tinggi terdiri dari: halaman depan, identitas perguruan tinggi,  identitas tim penyusunan laporan konversi peringkat, kata pengantar,  format  intrumen  suplemen konversi (dosen tetap, dosen tidak tetap, sistem  penjaminan  mutu perguruan tinggi,  siklus  sistem penjamian mutu internal,  pelampauan  SN-PT, mekanisme penjaminan mutu  menuju Outcome Based Accreditation  akreditasi program studi dan publikasi ilmiah.

Internal quality assurance is an important management tool in higher education. World-class universities have established and developed their internal quality assurance system together with buiding and developing the institutional quality culture. Research and practice from many universities worldwide showed that there are good connections between quality culture and internal quality assurance. This paper aims to analyse and evaluate the relationship between internal quality assurance and quality culture in the international higher education context. Consequently, the outcomes of the study are recommendations for the establishment and development of the quality culture together with the development of the internal quality assurance system for Vietnamese higher education institutions.

Objective of the study: The low quality of higher education in Indonesia has been a concern as well as a shared responsibility to fix it from an early age. Lack of maximum leadership, low organizational commitment, and organizational culture have had an impact on the implementation of an internal quality assurance system. This study intends to examine whether there is a direct or indirect effect of leadership and organizational commitment on the implementation of an internal quality assurance system mediated by organizational culture in state universities.Methodology/Approach: This research uses quantitative methods with a path analysis design. Each value of the effect of exogenous and endogenous variables is tested and analyzed descriptively and path analysis to show the contribution made by each variable studied. Data were collected through a questionnaire with a sample of 221 from a population of 340 populations spread across three state universities in Ambon city, Maluku province, Indonesia.Originality/Relevance: Organizational culture plays an important role to mediate and contribute to the leadership and organizational commitment to create situations and encourage the participation of all elements in the application of the internal quality assurance system in higher education. Main results: The quality of higher education is determined by many factors, but by increasing the role, performance, competence, and leadership style and supported by organizational commitment in an affective, normative, and sustainable manner, the organizational culture becomes one of the frameworks for every university to improve quality and competitiveness in a planned manner. and continuous.Theoretical/methodological contributions: Universities need leadership that is able to encourage and increase collective organizational commitment and culture to achieve sustainable higher education quality. Social/management contributions: The results of this research can be a new breakthrough for each faculty, department, and the department to prepare prospective professional leaders, build solidarity and display a dynamic, creative, and innovative academic culture.

Quality assurance in higher education has become an endeavor of global proportions. With the increasing necessity of quality assurance system, the efforts have been initiated within the higher education sector in Mongolia to seek a feasible internal quality assurance system that is in line with the international standards. The main objective of this article is to identify the problems encountered Mongolian higher education system specifically to the implementation of internal quality assurance in HEIs and explore factors that are influential to the implementation of internal quality assurance system of Mongolia. Thus, this article is expected to give recommendations at institutional level by pinpointing the facts that should be taken into account in developing and implementing a workable and effective internal quality assurance system for Mongolian higher education institutions. This article reviewed literatures on the quality assurance systems in higher education area, and determined the current situation and challenges encountered in quality assurance of Mongolian higher education institutions. The findings of the article indicate that the four main issues — the factors influential to the establishment of effective IQA system, quality assurance structure, lack of understanding towards IQA activities and implementation as the view of preparing only for self-evaluation report, and the lack of transparent information system. The article finds that the participation of both external and internal stakeholders in quality assurance process and activities is the key to the development and implementation of an effective internal quality assurance system.

Abstrak: Penelitian ini bertujuan untuk mengevaluasi implementasi Sistem Penjaminan Mutu Internal Perguruan Tinggi (SPMI-PT) Politeknik Negeri Manado yang mengacu pada Sistem Manajemen Mutu (SMM) ISO 9001, mengidentifikasi profil budaya organisasi Politeknik Negeri Mando, dan menganalisis hubungan antara implementasi SMM ISO 9001 dan budaya organisasi institusi. Penelitian menggunakan pendekatan kuantitatif dengan instrumen kuesioner. Penelitian menemukan bahwa implementasi delapan prinsip mutu ISO 9001 belum mencapai tingkat efektivitas yang maksimal dan tipe budaya clan mendominasi profil budaya organisasi institusi. Selain itu, juga ditemukan bahwa budaya clan berkorelasi signifikan dengan prinsip mutu kepemimpinan, keterlibatan orang-orang dalam aktivitas institusi, pendekatan proses dalam aktivitas institusi, pendekatan fakta untuk pengambilan keputusan, dan prinisp mutu bubungan yang saling menguntungkan; budaya market berkorelasi signifikan dengan prinsip mutu fokus pada pelanggan; budaya hierarchy berkorelasi signifikan dengan prinsip mutu pendekatan sistem untuk manajemen institusi, dan perbaikan terus-menerus. Hasil penelitian menjadi dasar bagi institusi untuk dapat mengembangkan budaya organisasi yang kuat sebagai pendukung dalam menerapkan SPMI-PTsecara efektif dan meningkat berkelanjutan. Keywords: sistem penjaminan mutu internal, budaya organisasi, perguruan tinggi IDENTIFICATION OF THE ORGANIZATIONAL CULTURE PROFILE SUPPORTING THE IMPLEMENTATION OF THE HIGHER EDUCATION QUALITY ASSURANCE SYSTEM Abstract: This research was aimed to evaluate the implementation of the Internal Quality Assurance System of the Higher Education (SPMI-PT) of Manado State Polytechnic based on the ISO 9001 Quality Management System (QMS), to identify the organizational culture profile of Manado State Polytechnic, and to examine the relationship between the implementation of ISO 9001 and the culture profile of the institution. Questionnaireswere used in order to achieve the research aims.The study found that the implementation of the eight ISO 9001 principles had not achieved the maximum level of effectiveness, and Clan culture dominated the profile of the organizational culture of Manado State Polytechnic.The research also found that: Clan culture was significantly correlated with the quality principles of Leadership, People Involvement, Process Approach, Factual Approach to Decision Making, and Mutually Beneficial Supplier Relationships;Market culture was significantly correlated with the quality principle of Customer Focus while Hierarchy culture wassignificantly correlated with the quality principles of Systems Approach to Management,and Continual Improvement. The findings are the basis for the institution to be able to develop a strong organizational culture as a driver in implementing the SPMI-PT effectively and sustainably. Of the 4,680 universities in Indonesia, there are still many accredited universities with a C rank of 1283, A rank is still low, namely 96 and 2421 not accredited. Higher education has difficulty and is very burdened with the accreditation process because the entire process is done manually and problems in quantitative forms are very often encountered. In line with the current problems faced by universities in Indonesia, the concept of an artificial intelligence-based internal quality assurance system is proposed. The results of digital data recordings from the internal quality assurance system and the information system center are carried out by a clustering process using the K-Means algorithm and calculating the weight of each criterion using template matching for the process of matching the weighting results to the target. With this system, all academic and non-academic elements in higher education can be improved, evaluated periodically

Quality has increasingly become an important success determiner for higher education institutions. The education quality highly depends on the quality of all management systems run by the higher education institutions. This research aims at explaining the factual model and identifying the main factors influencing the implementation and development of quality assurance system of private higher education institutions in West Kalimantan Province, Indonesia. Research and Development (R&D) method was used as the research methodology to develop the model. Data collection processes start by interviewing the stakeholders of internal quality assurance system at higher education institutions and then distributing questionnaires related to the implementation of internal quality assurance system at each higher education institution. The collected data was then analyzed and synthesized into the factual model. The obtained factual model consisted of three steps: planning, implementing, and evaluating the internal quality assurance. From this factual model, it is revealed that the implementation of internal quality assurance system of private higher education institutions in West Kalimantan Province, Indonesia has not completely become a part of higher education institution accountability orienting on the higher education quality assurance, but more on the temporary purposes, such as higher education institution accreditation purposes.

The government has responsibilities towards higher education qualities in Indonesia through The Ministry of Research, Technology, and Higher Education or Kemenristekdikti. The increasing global competition makes higher education in Indonesia follow a higher education trend called the implementation of a quality assurance system or SPMI. Directorate General of Learning and Student Affairs, in order to realize Kemenristekdikti’s vision, has established a development program of SPMI 2015-2019 that aims to make a quality culture in Indonesia's higher education. 100 respondents involved as a proportionally determined research sample. Data analyzed by the explanatory approach using structural equation modeling or SEM and processed with the AMOS program. This research is expected to give a contribution to improving the growth of quality culture in higher education
