The Indigenous people of Malaysia are a heterogeneous community scattered over more than 852 villages in Peninsular Malaysia. This community has been identified to be among the poorest and marginalized in Peninsular Malaysia. This study evaluates the well-being factors as well as problems that hinder the development of an Indigenous community in Peninsular Malaysia. This article adopted a quantitative approach based on data collected through survey and 2,136 respondents were interviewed. The study reveals that the Indigenous community is likely to remain poor in terms of economic status significantly because of insufficient access to basic education and the inability of being employed. This is also due to the inability to receive support for housing, economic livelihood, and other social infrastructures. In addition, the study indicates that economic status and access to education are the most significant factors that may help improve the overall well-being of an Indigenous community. This finding also suggests that the social and environmental aspects in Peninsular Malaysia have not improved together with economic development.

Engineers have a vital role in addressing environmental degradation in construction projects. Therefore, engineers’ positive attitude towards the environment is important to ensure that construction projects are carried out responsibly. The objective of this paper is to investigate the factors that influence engineers’ attitude towards green practice. Six factors; Knowledge, Self-initiative, Firm Support, Government Support, Board of Engineers Support and Client Attributes were assumed to influence the engineers’ attitude towards green practice. A self-administered survey with 37 items was distributed to engineering firms in Peninsular Malaysia and 128 usable responses were received. The results show a moderate relationship with 32 percent of the variances in the relationship between the six factors and engineers’ attitude. The results reveal that self-initiative and government support have a significant and positive impact on the engineers’ attitude towards green practice with the higher effect coming from the support from the government (f2 = 0.210) as compared to self-initiative (f2 = 0.058). In contrast, the results provide insufficient evidence about the relationship between Knowledge, Firm Support, Board of engineers Support and Client Attributes and engineers’ attitude towards green practice. The results serve as a guide to the policy makers and engineers to ensure responsible attitude can be adopted towards the environment.

The Construction Industry is a complex and fragmented industry worldwide with regards to its supply chain, products, and processes, and is faced with a similar dilemma as faced by manufacturers during its time in past decades. Scope, time, and cost are the triple constraints of project management and leading factors in defining the project performance. Productivity and efficiency of each construction project is measured through its triple constraints, therefore the factors that affect project success are significantly important. Despite the importance of understanding project performance indicators, few empirical studies have been conducted over the last decade in terms of analyzing the factors that determine the performance of high-rise buildings in Engineering, Procurement, and Construction (EPC) projects. Hence, the aim of this paper is to analyze and rank EPC critical activities across large-scale residential construction projects in Iran, by using the TOPSIS method as a multi-attribute group decision-making technique. Results indicate that engineering design, project planning and controls are significant factors contributing to the project performance. In addition, engineering has a pivotal role in project performance and this significance is followed by the construction phase. On the contrary, all believe procurement is more important than Construction phase.

Quality management is essential to improve success in project implementation by using Industrialized Building System (IBS). The development of construction industry in Malaysia is encountering a relocation from ordinary techniques to a more efficient and automated strategy which is by utilizing IBS.There are a few issues in overseeing IBS construction projects which prompt low qualities such as hiring non-expertize in construction, using low quality of materials and problem with management. Therefore, this paper aim is to determine the various success factors affecting the quality management of construction project that using IBS and ranked the success factors. Found that 87 factors from review papers and two most significant factors affecting quality management in IBS are high ranked which is appointment of high experience technical team, using high quality components and materials with overall percentage 2.48% and 1.86%. However, some of the factors are repeatedly listed due to high affecting to quality.

Cost overrun in construction projects is a common issue affecting project performance, and Gas-Oil con­struction projects in Iran are no exception. This paper presents the results of a questionnaire conducted to identify and evaluate the relative importance of the significant factors contributing to the Gas-Oil construction industry of Iran as a case study for developing countries. The survey respondents included project owners, contractors and consultants in­volved in Iranian Gas-Oil construction projects. The results of the survey revealed that the main causes of cost overrun in this industry include inaccurate cost estimations, improper planning, frequent design changes, inadequate labour/skill availability, inflation of costs of machinery, labour, raw material and transportation prices. The first three factors are the project consultants’ responsibility and the appointment of qualified consultants and personnel training are strongly recommended to alleviate cost overrun. The paper also reviews and compares findings of a set of similar researches in a number of developing countries.

Background and Purpose: A model by the World Bank (2006) explained the causes of illegal logging and environmental crimes in terms of the simultaneous presence of methods, motives, and opportunities. This paper aims to examine the opportunity factors behind the commission of illegal logging and forest offences in Malaysia based on the perceptions of forest enforcement agencies.   Methodology: Responses from the agencies were mainly obtained through a set of questionnaire though semi-structured interviews were also carried out to support the quantitative findings. The strength of the factors was determined through data analysis using SPSS, where opportunity factors for committing illegal logging were analyzed according to the results of measures of central tendency and measures of dispersion.   Findings: Insufficient enforcement facilities and equipment were found in the study to be the most significant factors which present opportunities for committing the offences. Respondents also perceived the level of enforcement, cooperation between government agencies and the possibility of conviction as the factors which open up opportunities for illegal logging and forest offences.   Contributions: The results of the study may help create awareness and provide inputs for policy makers to formulate appropriate policy responses to curb illegal logging and other forest crimes.   Keywords: Environmental crime, illegal logging, opportunity factors, policy response, Act 313.   Cite as: Mohd Noor, M.
