This article introduces a 2011 Master’s thesis that undertook two objectives. First, it assesses whether the Coastal First Nations, a coalition of First Nations on the coast of British Columbia, have acquired a share of governmental decision-making authority for three types of decisions: land use zones, ecosystem-based management (EBM) operating rules, and approval of operational plans. Second, it provides an overview of the unique government-to-government process that evolved for the resource management for British Columbia’s North and Central Coast, and the framework for shared decision-making that has been established between the Crown and the Coastal First Nations regarding the three land use planning decisions under investigation.

A comparison of pre-Treaty and post-Treaty land title and authority for First Nations pursuing carbon offsets in British Columbia will be filtered through three themes: property rights, shared decision-making and forest governance. The Indian Act (1876) has unclear jurisdiction for pursuing carbon offsets. The Haida Reconciliation Protocol-Kunst’aa guu-Kunst’aayah (2009), Coastal First Nations Reconciliation Protocol (2010) and Nanwakolas First Nations Reconciliation Protocol (2011) address this grey area and achieve protocols that provide certainty for carbon rights. Nisga’a, Tsawwassen, Maa-nulth and Sliammon treaties do not include carbon rights but have the power to instill a carbon project.

Citizen participation in the planning and decision-making process in the European post-socialist context is much debated. Still, the involvement of excluded communities in the urban planning process remains understudied. This paper presents and discusses the application of an innovative participatory approach designed to ensure active involvement of an excluded ethnic minority, the Roma community, in the process of formulating and adopting land-use plans for informal settlements in Serbia. By analysing the development of land-use plans in 11 municipalities, we observe that the applied participatory approach enhanced the inhabitants’ active participation and helped build consensus on the planned solution between the key actors. Findings also suggested that further work with citizens, capacity building of planners and administration, and secured financial mechanisms are needed to move citizen participation in urban planning beyond the limited statutory requirements.

AbstractThere is strong contemporary interest in the application of traditional environmental knowledge (TEK) of physical environments and land-use patterns in northern Canada. This interest relates to land claims, land-use planning, cultural preservation, resource management, and environmental monitoring. The application of TEK to land and resource management is critically examined and a typology relating scale, user group, and the transformation of knowledge is developed. Of the many challenges facing the incorporation of TEK in resource-management initiatives, perhaps the greatest is the recognition of the appropriateness of scale. The conclusions reached in this paper reaffirm the notion that scale and context are key components in maintaining the validity and integrity of TEK. The primary role of TEK appears to be with providing the most valid and intelligible interpretations of local geographies and prescribing locally appropriate resource-management strategies.

This essay has sought to draw together some of the reasons behind the recent upsurge in interest in the systematic evaluation of scenic beauty. It has covered a wide range of disciplines, because of the multi-faceted nature of feelings about landscape. These feelings have been synthesized into four themes representing landscape as a non-renewable resource, as a recreational resource, as a spiritual resource, and finally as a historical resource. Undoubtedly many other equally valid reasons exist as to why the visual resource of the landscape should be recognized as an important consideration in land-use planning decisions.

Information needs of government for SEA, EIA, and other aspects of biodiversity conservation and sustainable development are studied and reported in this chapter. This includes needs related to biodiversity for land use planning, for operation of the EU Common Agricultural Policy, for agricultural policy more generally, and for Biodiversity Action Plans. Legislation and its implementation are considered at European Union and member state level by direct enquiries and a preliminary questionnaire survey in project partner countries. Preliminary conclusions are drawn and lessons learned for a Pan-European survey.
