Riverside Forest Products (Kelowna, British Columbia) has embraced a sustainable forest management approach for the management of one its forest tenures—Tree Farm License 49. This document discusses the rationale behind many of the concepts within this approach in the context of current ecological theory. We focus specifically on the following concepts: (1) forest retention, (2) ecosystem representation, (3) ecological contributions from unharvested forests, (4) zoning and the TRIAD approach, (5) stand-level habitat elements and landscape-level features, and (6) ecological indicators. This document provides an example of the application of current ecological theory within a commercial forestry operation in Canada and is thus broadly applicable to foresters, forest managers, and researchers in most jurisdictions. A mail survey was conducted of local residents of a forest-dependent region (Fraser Fort George Regional District, n=974), provincial (British Columbia, n=1208) and Canadian (n=1672) publics to compare their values for forests and preferences for forest management (overall response rate=45.2%). While the local public tended to place a significantly higher (p<0.05) emphasis on economic values and clearcutting practices relative to provincial and national publics, all publics held quite similar views on forest management overall. All publics support a multi-value/ecosystem management over a single-value/timber management approach to forest management, do not support maximisation of economic returns from timber regardless of the impacts and agree forest managers should be more responsive to local resident values than the values of more distant groups. Responses also reflected a lack of public confidence in government natural resource agencies. Results suggest residents from forest and non forest-dependent communities share similar forest values, that current forest management practices such as clearcutting do not reflect the values of local, provincial or national publics, and that forest managers should be especially responsive to the values of the local public when making forest management decisions. This article discusses collaborative research with the Office of the Wet'suwet'en Nation on their traditional territories in north-central British Columbia, Canada, a forest-dependent region where contemporary and traditional forest resources management regimes overlap. In-depth personal interviews with the hereditary chiefs and concept mapping were used to identify social-ecological linkages in Wet'suwet'en culture to inform the development of culturally sensitive social criteria and indicators of sustainable forest management (SFM) in this region. The preliminary results demonstrate how the CatPac II software tool can be applied to identify key component concepts and linkages in local definitions of SFM, and translate large volumes of (oral) qualitative data into manageable information resources for forest managers and decision-makers. Forests are natural carbon reservoirs that play an important role in the global carbon cycle for storing large quantities of carbon in vegetation and soils. Carbon stored in pool helps in mitigating climate change by carbon sequestration. The vulnerable countries to changing climate such as Bhutan, Nepal, and India require a full understanding of carbon dynamics as well as baseline data on carbon stock potential to mitigate anticipated risks and vulnerabilities (RVs) through climate change. The scope of such RVs are trans boundary in nature, however, the comparative studies at regional scale are still scanty. Therefore, the aim of this review is to assess the carbon stock potentials of selected forest types in the eastern Himalayan area, with an emphasis on Bhutan, India, and Nepal. This review paper is based on published articles, information from websites and considerable data from National forestry reports of India and Bhutan; emphasizing on aboveground biomass and soil organic carbon stock. The review showed that carbon stock potential is highly dependent on stand density, above-ground biomass, species richness and forest types. The sub-tropical forest was found to have larger carbon capacity and sequestration potential. SOC concentration and tree biomass stocks were significantly higher at the high altitude where there is less human disturbance. In general, forest coverage has increased compare to previous year in Bhutan, India and Nepal which ultimately leads to higher carbon stock potential. It is mainly due to strong policies and different strategies for conservation of forest management have reduced mass destruction despite a growing population. Despite the rules, deforestation continues to occur at various scales. However, it can be stated that the government and citizens are working hard to increase carbon stock potential, mostly through afforestation and community forest creation. In addition, it is recommended to practice sustainable forest management, regulated and planned cutting of trees and proper forest products utilization.

Forest certification programs establish standards for sustainable forest management (SFM), and processes for evaluating the practices of companies relative to those standards. FORESTCARE is a volunteer, provincial-level certification program initiated by the Alberta Forest Products Association, its members, and stakeholders. Using a participating woodlands operation in northern Alberta as a test case, we examined how SFM criteria are applied in the FORESTCARE program, and whether measurable progress is evident. We also compared the FORESTCARE audit process with corporate and government audits performed in the same year. The test case revealed specific, measurable changes in management that represent actual or potential progress toward SFM. However, the improvements could not be directly attributed to the FORESTCARE Program. Recommendations are provided for strengthening FORESTCARE processes and practices. Conceptions and challenges of public participation in British Columbia are reviewed to identify those characteristicsof planning processes that serve to benefit or constrain the interests and needs of public stakeholders. Perspectives onpublic participation, including representative and participatory democracies, and approaches to incorporating publicperspectives in decision-making (i.e., shared decision-making, consensus-building, and interest-based negotiation) arepresented to demonstrate the different approaches (and their benefits and challenges) available for providing opportunitiesfor public participation. Lessons from other natural resource management contexts are distilled and used to evaluatethe BC context. Three principal forest planning and management frameworks (the Commission on Resources and theEnvironment, Land and Resource Management Plans, and sustainable forest management certification) are examinedin light of whether meaningful opportunities for public participation were provided.Key words: public participation, British Columbia, Commission on Resources and the Environment, Land and ResourceManagement Plans, sustainable forest management certification

There is an increasing demand for active public involvement in forestry decision making, but there are as yet few established models for achieving this in the new sustainable forest management (SFM) context. At the level of the working forest, the fields of forest sustainability assessment, public participation, decision support, and computer technology in spatial modelling and visualization need to be integrated. This paper presents the results of a literature review of public participation and decision-support methods, with emphasis on case study examples in participatory decision support. These suggest that emerging methods, such as public multicriteria analysis of alternative forest management scenarios and allied tools, may lend themselves to public processes addressing sustainability criteria and indicators. The paper develops a conceptual framework for participatory decision support to address the special needs of SFM in tactical planning at the landscape level. This framework consists of principles, process criteria, and preliminary guidelines for designing and evaluating SFM planning processes with community input. More well-documented studies are needed to develop comprehensive, engaging, open, and accountable processes that support informed decision making in forest management, and to strengthen guidance for managers.

Many of the plants and fungi that are harvested for nontimber products (e.g., foods, medicines, crafts) are critical to healthy forest ecosystems. These products also are essential to rural societies, contributing to the material and nonmaterial composition of communities and cultures. Product sales make important contributions at all economic scales, from household to national economies. Nontimber forest products (NTFPs) have been harvested for generations, sometimes centuries, yet they are seldom integrated into forest management. Few methods exist for inventory and assessment, and there is little evidence that harvests are sustainable. This article examines three elements of sustainable forest management for nontimber products: sociocultural, economic, and ecological, and elaborates with detailed examples of edible and medicinal species from United States (U.S.) forests. We synthesize the state of knowledge and emerging issues, and identify research priorities that are needed to advance sustainable management of NTFPs in the United States. Despite their social, economic, and ecological values, many of these species and resources are threatened by the overuse and lack of management and market integration. Sustainable management for nontimber products is attainable, but much research and development is needed to ensure the long-term sustainability of these resources and their cultural values, and to realize their economic potentials.

It is critical to understand how the public prioritizes multiple forestry values when establishing objectives for sustainable forest management. While this is a complex and difficult task, a necessary step is to elicit a broad range of public opinions in forest planning to ensure that decisions serve the needs of various forest stakeholders and society at large. This study seeks to understand how six forest dependent communities in British Columbia prioritize a number of attributes associated with sustainable forest management by using a simple survey-based measurement tool, the Thurstone scale. The results suggest that ecological attributes are a higher priority for survey respondents followed by quality of life, global warming, and economic considerations. This paper explores some of the ramifications of the priorities for sustainable forest management measured in these six communities as well as implications for using the Thurstone scale in processes like Public Advisory Groups.

Forest companies in British Columbia and Alberta have requested increases in allowable cuts on their public land tenures. The present regulatory framework about allowable cut effects is briefly outlined for each province. Seven requirements are proposed for granting an ACE, including consistent and reliable performance, risk assessments, stable operating and market conditions, robust age class distribution, government and public confidence, adequate benefits, and no unacceptable negative impacts on non-timber values. Some of the important "bad" and "good" news about allowable cuts is itemized, together with the drivers for change in sustainable forest management (SFM). It is concluded that professional and technical rigour is required in requests for an ACE. The cost of access to Crown timber has been increased by SFM and foresters and the industry are challenged to produce credible scenarios using new computer technologies, and then to carry them out. Around one third of the earth's surface is under forest cover which is distributed more or less equally between industrialised and developing countries. Whereas forest areas in the temperate and boreal climate zones are more or less stable or on the increase, the scale of deforestation and forest degradation in the tropics remains dramatic. This situation is likely to continue in the decades to come because the world's ever-growing population needs new agricultural land and the pressure on resources (forest products, land, water, minerals) continues to increase as a result of globalisation and global change. Moreover, sustainable forest management has not yet become standard practice in many southern countries because forest management can rarely compete with other forms of land use in terms of economic returns. The protection and sustainable management of forest resources is basically the responsibility of each individual country and cannot be regulated and financed globally. However, enormous financial resources, i.e. on a scale of tens of billions of Swiss francs per year, are required for the introduction of comprehensive land-use planning in developing countries incorporating suitable protection of natural forests and sustainable forest management. New approaches for the valorisation of services provided by forests such as carbon sinks (e.g. REDD+) offer significant potential for improving forest protection and sustainable forest management. It augurs well that the economic internalisation of the forest and its services is in full swing at global level and that, based on the REDD+ resolutions passed at the last climate conference in Cancún, many countries have opted for the path of forest conservation and sustainable forest management.
