Canadians are taking action to advance sustainable forest management with the National Forest Strategy (NFS) 2003–2008, A Sustainable Forest: The Canadian Commitment. This national policy framework reaffirms Canadians' long-term vision and defines strategic targets to be achieved by the forest community at large. Seen as an international model, the NFS serves to establish partnerships and to promote policies as encouraged by the Final Statement issued at the XII World Forestry Congress. Canada and the United States of America have national forest programmes that are advancing a sustainable North American forest and are contributing to the well-being of the global forest. Stronger mechanisms and liaisons between developed countries with such programmes will help Canada and other likeminded countries to push sustainable forest management concepts even further as they evolve. Abstract Background National forest inventory and forest monitoring systems are more important than ever considering continued global degradation of trees and forests. These systems are especially important in a country like Bangladesh, which is characterised by a large population density, climate change vulnerability and dependence on natural resources. With the aim of supporting the Government’s actions towards sustainable forest management through reliable information, the Bangladesh Forest Inventory (BFI) was designed and implemented through three components: biophysical inventory, socio-economic survey and remote sensing-based land cover mapping. This article documents the approach undertaken by the Forest Department under the Ministry of Environment, Forests and Climate Change to establish the BFI as a multipurpose, efficient, accurate and replicable national forest assessment. The design, operationalization and some key results of the process are presented. Methods The BFI takes advantage of the latest and most well-accepted technological and methodological approaches. Importantly, it was designed through a collaborative process which drew from the experience and knowledge of multiple national and international entities. Overall, 1781 field plots were visited, 6400 households were surveyed, and a national land cover map for the year 2015 was produced. Innovative technological enhancements include a semi-automated segmentation approach for developing the wall-to-wall land cover map, an object-based national land characterisation system, consistent estimates between sample-based and mapped land cover areas, use of mobile apps for tree species identification and data collection, and use of differential global positioning system for referencing plot centres. Results Seven criteria, and multiple associated indicators, were developed for monitoring progress towards sustainable forest management goals, informing management decisions, and national and international reporting needs. A wide range of biophysical and socioeconomic data were collected, and in some cases integrated, for estimating the indicators. Conclusions The BFI is a new information source tool for helping guide Bangladesh towards a sustainable future. Reliable information on the status of tree and forest resources, as well as land use, empowers evidence-based decision making across multiple stakeholders and at different levels for protecting natural resources. The integrated socio-economic data collected provides information about the interactions between people and their tree and forest resources, and the valuation of ecosystem services. The BFI is designed to be a permanent assessment of these resources, and future data collection will enable monitoring of trends against the current baseline. However, additional institutional support as well as continuation of collaboration among national partners is crucial for sustaining the BFI process in future.

Some resource economists and policy-makers believe that market mechanisms in general and timber pricing through auctions specifically are the only solutions for forest management in Canada. In this paper, simple economic concepts of market, economic efficiency, and social optimality are discussed, and the specific features of forest resources and sustainable forest management and their implications for optimal resource allocation through the market are highlighted. Economic theory behind competitive timber pricing in two geographical regions is presented to demonstrate that in a competitive setting, the prices of timber need not be the same in the two regions. Timber pricing mechanisms used by different countries are summarized, and auctions, their limitations, and some important outcomes of timber auctions by the United States Forest Service are discussed. Market performances of residual value and auction-based timber pricing are compared. On the basis of these discussions, it is inferred that sustainable forest management cannot be achieved either by the market or by government-controlled mechanisms only. An optimal-mix of the market and government-controlled mechanisms is the only answer to achieve sustainable forest management. The newly developing countries desire not only political independence but also economic progress for their people—a progress which they can see, and are now aware of, in the rest of the world. The role of the developed countries is to extend aid to the needy. Moral foundations underlie the donor's contributions, but they are more than that, they are the means for acquiring support for international aid in the donor's country. The United States must assume the leader ship among' the free nations in granting aid; she must accept this role because of her economic achievements and technologi cal advantages. Donators of such aid should take cognizance of the complementary character and interrelatedness of economic and social development. For economic development, however much it is sought, is not an end in itself, rather the aim is the well-being and happiness of the individual. Such a goal neces sitates economic aid accompanied by social aid. Social welfare can also be a vehicle to achieve peace, inasmuch as people-to- people relationships generate brotherly love—the only lasting foundation for peace.—Ed.

Although research on credit card debt in developed countries has identified predictors of debt among<br />college students, it is unknown whether these same predictors apply in emerging markets, such as<br />Brazil. To examine this issue, a total of 1257 college students, 814 from Brazil and 443 from the United<br />States, participated in a study exploring the utility of a theory of planned behavior as a predictor of<br />credit card debtand student loans among college students, as well as perceived financial well-being.<br />Compared to the Brazilian participants, the American sample was more financially self-confident,<br />reported better financial well-being, and was more likely to believe that credit cards are negative.<br />Similar predictors of financial well-being emerged in the samples. Specifically, parenting practices<br />related to money and better self-reported delay of gratification are related to more positive financial<br />attitudes and lower levels of debt. Although the debt to income ratio among card holders was similar,<br />Brazilian students held more credit cards than American students. Greater delay of gratification was<br />related to lower levels of student loans in the United States, but there were no significant predictors of<br />student loans in Brazil.

Many of the plants and fungi that are harvested for nontimber products (e.g., foods, medicines, crafts) are critical to healthy forest ecosystems. These products also are essential to rural societies, contributing to the material and nonmaterial composition of communities and cultures. Product sales make important contributions at all economic scales, from household to national economies. Nontimber forest products (NTFPs) have been harvested for generations, sometimes centuries, yet they are seldom integrated into forest management. Few methods exist for inventory and assessment, and there is little evidence that harvests are sustainable. This article examines three elements of sustainable forest management for nontimber products: sociocultural, economic, and ecological, and elaborates with detailed examples of edible and medicinal species from United States (U.S.) forests. We synthesize the state of knowledge and emerging issues, and identify research priorities that are needed to advance sustainable management of NTFPs in the United States. Despite their social, economic, and ecological values, many of these species and resources are threatened by the overuse and lack of management and market integration. Sustainable management for nontimber products is attainable, but much research and development is needed to ensure the long-term sustainability of these resources and their cultural values, and to realize their economic potentials.

Abstract An array of policy instruments has been adopted across the United States in an effort to promote greater wood-to-energy uses. This research elicited attitudes toward wood-to-energy policy instruments among forest sector stakeholders to identify the most preferred policy tools. Test statistics identified differences between perceptions from US South and non-US South respondents regarding the capacity of tax incentives; subsidies and grants; rules and regulations; education; and consultation to meet policy ecological, economic, social, and political criteria. Examples of particular instruments adopted by various states were used to evaluate their capacity in addressing specific energy, forest management, and market dimensions of wood-to-energy policy. Results suggest preference for the implementation of education programs and the adoption of tax incentive instruments, followed by rules and regulations. US South respondents have less favorable views of subsidies and grants and rules and regulations than respondents from the rest of the country to meet policy evaluation criteria. Based on the analysis of state-specific policy tools, tax incentives were deemed the best positioned to generate more renewable energy from woody feedstocks and education and consultation were the best suited to meet energy and sustainable forest management objectives. A combination of approaches will be the most adequate to meet multiple policy criteria.

In both Canada and the United States, there has been a growing interest in the sustainability of forests and forest communities. Policy makers and scientists have attempted to understand how forest management practices can enhance or harm the future of such communities. Although many studies have historically used economic indicators as measures of community stability, more recently researchers have demonstrated that the relationship between communities and forests goes far beyond simple economic dependency. Thus, recent frameworks for assessing forest communities have also addressed the need for broader social and institutional components. In this article, we briefly review three of these recent concepts — community capacity, community well-being and community resiliency — and examine what each of these terms has to contribute to the assessment of forest communities. Economics plays an important role not only in the management of national parks in developed countries, but also in demonstrating the contribution of these areas to societal well-being. The beneficial effect of park tourism on jobs and economic activity in communities near these protected areas has at times been a factor in their establishment. These economic impacts continue to be highlighted as a way to demonstrate the benefit and return on investment of national parks to local economies. However, the economic values supported by national parks extend far beyond local economic benefits. Parks provide unique recreation opportunities, health benefits, preservation of wildlife and habitat, and a wide range of ecosystem services that the public assigns an economic value to. In addition, value is derived from the existence of national parks and their preservation for future generations. These nonmarket benefits can be difficult to quantify, but they are essential for understanding and communicating the economic importance of parks. Economic methods used to estimate these values have been refined and tested for nearly seven decades, and they have come a long way in helping to elucidate the extent of the nonmarket benefits of protected areas. In many developed countries, national parks have regulations and policies that outline a framework for the consideration of economic values in decision-making contexts. For instance, large oil spills in the United States, such as the Exxon Valdez spill of 1989 and the Deepwater Horizon spill of 2010, highlighted the need to better understand public values for affected park resources, leading to the extensive use of nonmarket values in natural resource damage assessments. Of course, rules and enforcement issues vary widely across countries, and the potential for economics to inform the day-to-day operations of national parks is much broader than what is currently outlined in such policies. While economics is only one piece of the puzzle in managing national parks, it provides a valuable tool for evaluating resource tradeoffs and for incorporating public preferences into the decision-making process, leading to greater transparency and assurance that national parks are managed for the benefit of society. Understanding the full extent of the economic benefits supported by national parks helps to further the mission of these protected areas in developed countries.
