This paper provides the lessons learned from an attempt by the South African Department of Science and Technology (DST) and the Council for Scientific and Industrial Research (CSIR) to develop a National Information Society Learnership in Ecological Informatics (NISL: EI). Ten unemployed graduates were selected in 2004 to be part of two years NISL: EI learnership programme. The results show that the programme had succeeded in making candidates employable, with 90 percent of the learners working in different science and technology sectors, and two Honours degrees having been awarded. Challenges for higher level learnership development and implementation are identified and possible solutions are discussed.

The 10th BRICS Academic Forum, consisting of scholars, think tanks and non-governmental organizations from Brazil, Russia, India, China and South Africa, took place in Johannesburg, South Africa on 28–31 May 2018. The event was hosted jointly by the BRICS Think Tank Council (BTTC) and the South African BRICS Think Tank (SABTT) with the support of the South African government and the National Institute for the Humanities and Social Sciences (NIHSS) as the SABTT custodian and coordinator. Under South Africa’s direction as chair of BRICS, participation at the Academic Forum was extended to other African countries as part of the Africa Outreach Initiative: Angola, Burundi, Ethiopia, Gabon, Namibia, Uganda, Togo, Rwanda and Senegal accepted invitations. Participants commended the efforts made by China during its turn as chair of BRICS to promote BRICS cooperation and suggested working together to strengthen the three-wheel-driven areas of economy, peace and security, and people-to-people exchanges. For the final four days of May, Johannesburg became a vibrant intellectual capital offering for the Academic Forum participants much debate and discussion, plenary sessions and side events all united under the theme “Envisioning Inclusive Development Through a Socially Responsive Economy.” The 2018 Academic Forum focused on the topics most important for the BRICS group ranging from peace and security, energy, gender relations and health to regional integration. The Forum was a complete success with broad consensus and submitted a list of recommendations for the consideration of the leaders of BRICS.

This chapter tests the existing (labour and social security-related) legislation against the South African constitutional framework, as well as international and regional standards. The issues to be addressed specifically include the following: 1) Is the existing legislation pertaining to employment protection, unemployment, and work constitutionally compliant? 2) Is it correct to expect legislation (and state policy) to regulate matters such as job-retention and work creation (for example, by activating the work force and through the creation of public works programmes), and if so, does the present statutory and policy framework address this expectation adequately? 3) To what extent is the legislation compliant with international standards and best practices, and are there fresh approaches to address the present malaise, perhaps emanating from regional standards and experiences? 4) Finally, are there any best practices or lessons learned through the South African experience that should influence developments in other emerging economies?

This article was prompted by emerging and highly politicised debates in South Africa over the role of ‘foreign influence’ in policy-making. Whilst popular debates on this issue are often over simplified, it nevertheless seemed a relevant topic for migration policy-making given its cross-national focus. In this article, we therefore consider what influenced the development of South Africa’s 2013 Prevention and Combatting of Trafficking in Persons Act (TiP Act) as just one example of migration policy-making. Using qualitative methods, we map the influences on the South African TiP Act, and highlight how these shaped the passing of the Act, as well as the form that it took. We describe three pathways of international influence that shaped and constrained the possibilities for the Act: the global system for the governance of trafficking, the globalisation of knowledge around trafficking, and the nature of diplomatic relations. Exploring these pathways, we interrogate and unpack the idea that policy-making takes place in isolation and exclusively at a national level. Instead, this article illustrates how policy-making around issues of trafficking, and migration, takes place amidst complex and unequal global relationships.
