After more than two decades winding its way through a variety of United Nations (UN) mechanisms, in September 2007 the world’s indigenous peoples welcomed the news that the UN Declaration on the Rights of Indigenous Peoples (hereinafter the Declaration) was at last approved by the vast majority of nation-states.2 The four settler3 states that opposed the Declaration initially (the United States, Canada, Australia and New Zealand) have each in turn voiced their ultimate approval of the declaration and have issued statements in support to their indigenous citizens.In spite of the fact that these statements expressed a measure of regret for past wrongs committed, not one of those endorsements embodied a formal apology. Now that the Declaration has entered its eleventh year, many continue to question to what extent these endorsements have meaningfully advanced reconciliation for indigenous peoples and whether these endorsements were authentic in their stated desire to do more than just acknowledge the aspirations contained in the Declaration.This comment will examine the framework for political apologies in general and then consider the endorsements of the Declaration by the United States, Canada, Australia and New Zealand in light of contemporary apology theory. The article will then examine affirmative actions taken by those states following their endorsements in order to advance the claims of indigenous peoples and look at whether these actions have fallen short in providing meaningful redress for centuries of past wrongs.

Seventh United Nations Technical Assistance Conference: At the Seventh UN Technical Assistance Conference, which met at Headquarters on October 17, 1956, under the presidency of Sir Leslie Munro (New Zealand), 63 governments pledged $14,940,000; this sum excluded the amount to be pledged by the United States. Several participating countries, including the Federal Republic of Germany, Indonesia and El Salvador, were unable to announce their contributions at the Conference as negotiations had not been completed

The thirteenth session of the Trusteeship Council was held at United Nations headquarters from January 28 to March 25, 1954, with Leslie K. Munro (New Zealand) as president. After adopting an agenda of eighteen items, the Council appointed China, Haiti, New Zealand, and the United States as members of the Standing Committee on Administrative Unions, and China, France, Haiti, India, the United Kingdom, and the United States as members of the Committee on Rural Economic Development of the Trust Territories. The latter committee was not scheduled to meet during this session.

AbstractImmigration acts have long been analysed as instrumental to the working of the modern nation-state. A particular focus has been the racial exclusions and restrictions that were adopted by aspirationally white, new world nation-states: Australia, New Zealand, Canada, and the United States. This article looks again at the long modern history of immigration restriction in order to connect the history of these settler-colonial race-based exclusions (much studied) with immigration restriction in postcolonial nation-states (little studied). It argues for the need to expand the scope of immigration restriction histories geographically, temporally and substantively: beyond the settler nation, beyond the Second World War, and beyond ‘race’. The article focuses on the Asia-Pacific region, bringing into a single analytical frame the early immigration laws of New Zealand, Australia, the United States, and Canada on the one hand and those of Malaysia, Singapore, Hong Kong, and Fiji on the other.

The last of the main organs of the United Nations to begin functioning, the Trusteeship Council met for its first session at Lake Success on March 26, 1947. Representatives were present from five powers administering trust territories (Australia, Belgium, France, New Zealand and United Kingdom) and four non-administering states (China, Iraq, Mexico, and the United States); the USSR, although automatically a member of the Council by virtue of her permanent membership on the Security Council, did not designate a representative and took no part in the activities of the Council.

Despite the health improvements afforded to non-Indigenous peoples in Canada, Aotearoa (New Zealand) and the United States, the Indigenous peoples in these countries continue to endure disproportionately high rates of mortality and morbidity. Indigenous peoples’ concepts and understanding of health and wellbeing are holistic; however, due to their diverse social, political, cultural, environmental and economic contexts within and across countries, wellbeing is not experienced uniformly across all Indigenous populations. We aim to identify aspects of wellbeing important to the Indigenous people in Canada, Aotearoa and the United States. We searched CINAHL, Embase, PsycINFO and PubMed databases for papers that included key Indigenous and wellbeing search terms from database inception to April 2020. Papers that included a focus on Indigenous adults residing in Canada, Aotearoa and the United States, and that included empirical qualitative data that described at least one aspect of wellbeing were eligible. Data were analysed using the stages of thematic development recommended by Thomas and Harden for thematic synthesis of qualitative research. Our search resulted in 2669 papers being screened for eligibility. Following full-text screening, 100 papers were deemed eligible for inclusion (Aotearoa (New Zealand) n = 16, Canada n = 43, United States n = 41). Themes varied across countries; however, identity, connection, balance and self-determination were common aspects of wellbeing. Having this broader understanding of wellbeing across these cultures can inform decisions made about public health actions and resources.

This research paper is a review of ten years of sacred lands management and policy in the United States. The author reports from the unique position of having been involved in national and international meetings with communities of indigenous peoples and intergovernmental stakeholders during this time. Discussion includes an historical overview of such topics as environmental justice and the 2001 Native American Sacred Lands Forum, one of the first national meetings in the United States to specifically address the sacred lands of Native Americans. Further discussion draws attention to the adoption of the United Nations Declaration on the Rights of Indigenous Peoples in 2007 as a gateway to better sacred lands management and policy for Native Americans in the future.

Throughout the Americas, most Indigenous people move through urban areas and make their homes in cities. Yet, the specific issues and concerns facing Indigenous people in cities, and the positive protective factors their vibrant urban communities generate are often overlooked and poorly understood. This has been particularly so under COVID-19 pandemic conditions. In the spring of 2020, the United Nations High Commissioner Special Rapporteur on the Rights of Indigenous Peoples called for information on the impacts of COVID-19 for Indigenous peoples. We took that opportunity to provide a response focused on urban Indigenous communities in the United States and Canada. Here, we expand on that response and Indigenous and human rights lens to review policies and practices impacting the experience of COVID-19 for urban Indigenous communities. Our analysis integrates a discussion of historical and ongoing settler colonialism, and the strengths of Indigenous community-building, as these shape the urban Indigenous experience with COVID-19. Mindful of the United Nations Declaration on the Rights of Indigenous Peoples, we highlight the perspectives of Indigenous organizations which are the lifeline of urban Indigenous communities, focusing on challenges that miscounting poses to data collection and information sharing, and the exacerbation of intersectional discrimination and human rights infringements specific to the urban context. We include Indigenous critiques of the implications of structural oppressions exposed by COVID-19, and the resulting recommendations which have emerged from Indigenous urban adaptations to lockdown isolation, the provision of safety, and delivery of services grounded in Indigenous initiatives and traditional practices.
