The core of renewable natural resources of any nation is its natural reserve fund. The issue of natural ecosystems preserving is becoming more and more actual at the present stage in terms of increasing human influence on the environment. The article presents models of assessment and analysis of the environmental state of nature reserves combining remote and ground-based methods of research. The natural resources potential and biotope distribution within Biloozerskyi site of Rivne Nature Reserve were analyzed based on the Earth Remote Sensing data in order to ensure the preservation of background environmental indicators. The technology of cartographic provision for assessment and analysis of the environmental condition of natural protected areas by means of geoinformation technologies providing interpretation of the results of analysis in a graph form on electronic maps was considered.

Topicality. Together with the comprehensive urbanization and interference of economic processes in natural ecosystems, it is more difficult to separate natural protected areas from human activities. The accelerated growth of the planet's population increases the demand for both exhausting natural resources and inexhaustible ones, which deepens its negative environmental situation. Protected areas, as standard natural reserves, can best show the full value of untouched nature, and at the same time its vulnerability. It should be the source of environmental initiatives and the "school" of combination the ecological and economic interests of society. On it’s basis the ecological consciousness is formed. So, it is necessary to develop the appropriate preconditions for the development of a natural reserve fund, in which its functioning becomes an integral part of socio-economic development of society, more accessible, and therefore inclusive.Aim and tasks. The aim of the article is to determine the organizational and economic basis for the development of inclusiveness in environmental activities, taking into account international experience, sources of funding and structure, identifying factors contributing to the inclusion of these territories in the economic system of countries; definition of deficiencies inherent in the organization of the activity of the nature reserve fund in Ukraine; generalize information on inclusiveness in nature management.Research results. The article, based on the experience of developed countries in the field of creation and organization of the nature reserve fund (NRF), identifies the main advantages of combining their socio-ecological significance with the economic development of both the territories themselves and the economy of the country as a whole. There are considered: trends of ownership patterns on natural reserve areas in the countries of the world and Ukraine, size of their financing, and the income of the states from the activities of the National Natural Parks (NPP). There were identified problem issues of the field of bequest in Ukraine, in particular the social component, namely, the lack of awareness of the population about the problems of the NRF and its role in ensuring the welfare of society. The problem is considered from the point of view of the availability of NRF facilities for the population, in conjunction with compliance with all environmental standards. Is given an author's definition of the concept of inclusiveness in nature conservation activity. On the basis of comparison and analysis of the structure of the NNP of other countries, recommendations were given regarding the introduction of incentives for the reproduction of natural territories in Ukraine.Conclusion. It is explored that inclusive economic development, ecological awareness and education of the population at all levels of socialization of an individual in a society plays a leading role in the field of preservation of natural territories and the creation of NRF. An important contribution to this issue is the individual experience of the person with regard to inclusive nature and positive impressions. The solution of these problems will contribute to further development in such areas as education, tourism, mass media, psychological rehabilitation, etc. It has been established that the nature reserve fund (NRF), subject to appropriate organizational and economic support, can bring significant profits in the country's GDP, while not creating recreational overload on natural systems

The goal -is to explore ways of using Earth remote sensing data for efficient land use. Methods - detailed information on current location of certain types of agricultural crops in the study areas has been summarized, which opens up opportunities for the effective use of cultivated areas. It was revealed that the basis of the principle of the method under consideration is the relationship between the state and structure of vegetation types with its reflective ability. It has been determined that information on the spectral reflective property of the vegetation cover in the future can help replace more laborious methods of laboratory analysis. For classification of farmland, satellite images of medium spatial resolution with a combination of channels in natural colors were selected. Results - a method for identifying agricultural plants by classification according to the maximum likelihood algorithm was considered. The commonly used complexes of geoinformation software products with modules for special image processing allow displaying indicators in the form of raster images. It is shown that the use of Earth remote sensing data is the most relevant solution in the field of crop recognition and makes it possible to simplify the implementation of such types of work as the analysis of the intensity of land use, the assessment of the degree of pollution with weeds and determination of crop productivity. Conclusions - the research results given in the article indicate that timely information on the current location of certain types of agricultural crops in the studied territories significantly simplifies the implementation of the tasks and increases the resource potential of agricultural lands. In turn, the timing of the survey and the state of environment affect the spectral reflectivity of vegetation.

An approach to the dynamic formation (adjustment) of schedules for distributed photogrammetric image processing in a network of ground centers included in the United geographically distributed information system for receiving and processing Earth remote sensing data from space is considered. Having the fullest satisfaction of requirements of consumers to the satellite images of necessary areas, the approach provides the formation of self-organizing B2B enterprises in the specified network providing information, software and hardware resources of the ground-based facilities of various departmental and other accessories for photogrammetric processing of any received images of the area from the the United geographically distributed information system. It is shown, that a search in B2B enterprise nodes and borrowing the required resources will allow ground centers to flexibly scale physical and virtual means of photogrammetric processing of Earth remote sensing data, quickly form their local structural and functional organizations depending on the current properties of the consumer requests flow for receiving Earth remote sensing data in the United geographically distributed information system, characteristics of the flow of terrain survey materials from orbital monitoring tools, and also take into account the visual and measuring properties of images of the area subject to photogrammetric processing. A method for truncating the set of potential performers of the application in accordance with the existing semantic and other restrictions on the composition of the desired set of performers is proposed. Also mechanisms to encourage ground centers to provide idle resources to B2B enterprise nodes are proposed. They are based on the possibility of receiving monetary or other remuneration from a ground center for participating in distributed application servicing. The development of a well-known model of a self-organizing B2B enterprise creates conditions for a more efficient organization of servicing the flow of applications in the United geographically distributed information system by attracting unused software, information and hardware resources of ground centers of various departmental affiliations.

H. sosnowskyi (Heracleum sosnowskyi) is a plant that is widespread both in Lithuania and other countries and causes abundant problems. The damage caused by the population of the plant is many-sided: it menaces the biodiversity of the land, poses risk to human health, and causes considerable economic losses. In order to find effective and complex measures against this invasive plant, it is very important to identify places and areas where H. sosnowskyi grows, carry out a detailed analysis, and monitor its spread to avoid leaving this process to chance. In this paper, the remote sensing methodology was proposed to identify territories covered with H. sosnowskyi plants (land classification). Two categories of land cover classification were used: supervised (human-guided) and unsupervised (calculated by software). In the application of the supervised method, the average wavelength of the spectrum of H. sosnowskyi was calculated for the classification of the RGB image and according to this, the unsupervised classification by the program was accomplished. The combination of both classification methods, performed in steps, allowed obtaining better results than using one. The application of authors’ proposed methodology was demonstrated in a Lithuanian case study discussed in this paper.
