Topicality. Together with the comprehensive urbanization and interference of economic processes in natural ecosystems, it is more difficult to separate natural protected areas from human activities. The accelerated growth of the planet's population increases the demand for both exhausting natural resources and inexhaustible ones, which deepens its negative environmental situation. Protected areas, as standard natural reserves, can best show the full value of untouched nature, and at the same time its vulnerability. It should be the source of environmental initiatives and the "school" of combination the ecological and economic interests of society. On it’s basis the ecological consciousness is formed. So, it is necessary to develop the appropriate preconditions for the development of a natural reserve fund, in which its functioning becomes an integral part of socio-economic development of society, more accessible, and therefore inclusive.Aim and tasks. The aim of the article is to determine the organizational and economic basis for the development of inclusiveness in environmental activities, taking into account international experience, sources of funding and structure, identifying factors contributing to the inclusion of these territories in the economic system of countries; definition of deficiencies inherent in the organization of the activity of the nature reserve fund in Ukraine; generalize information on inclusiveness in nature management.Research results. The article, based on the experience of developed countries in the field of creation and organization of the nature reserve fund (NRF), identifies the main advantages of combining their socio-ecological significance with the economic development of both the territories themselves and the economy of the country as a whole. There are considered: trends of ownership patterns on natural reserve areas in the countries of the world and Ukraine, size of their financing, and the income of the states from the activities of the National Natural Parks (NPP). There were identified problem issues of the field of bequest in Ukraine, in particular the social component, namely, the lack of awareness of the population about the problems of the NRF and its role in ensuring the welfare of society. The problem is considered from the point of view of the availability of NRF facilities for the population, in conjunction with compliance with all environmental standards. Is given an author's definition of the concept of inclusiveness in nature conservation activity. On the basis of comparison and analysis of the structure of the NNP of other countries, recommendations were given regarding the introduction of incentives for the reproduction of natural territories in Ukraine.Conclusion. It is explored that inclusive economic development, ecological awareness and education of the population at all levels of socialization of an individual in a society plays a leading role in the field of preservation of natural territories and the creation of NRF. An important contribution to this issue is the individual experience of the person with regard to inclusive nature and positive impressions. The solution of these problems will contribute to further development in such areas as education, tourism, mass media, psychological rehabilitation, etc. It has been established that the nature reserve fund (NRF), subject to appropriate organizational and economic support, can bring significant profits in the country's GDP, while not creating recreational overload on natural systems

The territories and objects of the nature reserve fund are the important centers for the provision of services related to environmentally friendly tourism in the Sumy region. As of 01.01.2017, the nature reserve fund of the region has 263 territories and objects with a total (actual) area of 176.7 thousand hectares, of which the national value is 19 objects with an area of 50.5 thousand hectares (7.3 %), of local importance – 244 objects with an area of 126.2 thousand hectares (92.7 %). The ratio of the area of the NRF to the area of the oblast ("reserve index") is 7.41 %. The largest recreational and tourist potential has the three largest protected areas of Sumy Region: Desniansko-Starogutsky National Nature Park, Getmanski National Nature Park, and the Seymsky Regional Landscape Park. Involvement of territories and objects of the nature reserve fund in tourism activity should be carried out under strict observance of environmental legislation, defined protection regimes and norms regarding volumes, intensity of recreational loads. Such activities should complement the monitoring system research, including using new technologies based on geographic information systems (GIS). It is expedient and informative to use such resources as Google Maps, EARTH OBSERVING SYSTEM (EOS), Public cadastral maps of Ukraine, etc. The application of these information-analytical technologies and the results of the space monitoring provides an assessment of the dynamics of the characteristics of the biotopes and the spatial distribution of such investigated integral environmental parameters as the shape and perimeter of the protected zone of the protected object and the processes of its seasonal and long-term successional changes. Provided that a service network is created, tourist ecological routes with use of forest recreational ecosystems to the northeast of Sumy may be interesting. The introduction of information technologies into the system of natural protected areas will significantly affect the observance of the regime of protection of territories and objects of the ecological network and will allow to improve measures on environmental monitoring and background monitoring. A promising area of geomonitoring is the creation of GIS-forms of natural-protected fund objects that combine the collection, storage, processing, access, display and distribution of spatial data, allows you to store, make changes, analyze and monitor their condition in a consistent manner. The exploitation of these databases with system monitoring of zoned and ordered complexes will allow to remove uncontrolled recreational loads for a significant part of natural groups and ensure their effective use on the basis of sustainable development.

The core of renewable natural resources of any nation is its natural reserve fund. The issue of natural ecosystems preserving is becoming more and more actual at the present stage in terms of increasing human influence on the environment. The article presents models of assessment and analysis of the environmental state of nature reserves combining remote and ground-based methods of research. The natural resources potential and biotope distribution within Biloozerskyi site of Rivne Nature Reserve were analyzed based on the Earth Remote Sensing data in order to ensure the preservation of background environmental indicators. The technology of cartographic provision for assessment and analysis of the environmental condition of natural protected areas by means of geoinformation technologies providing interpretation of the results of analysis in a graph form on electronic maps was considered.

Topicality. "Green economy" is an integral part of sustainable development of society and aims at raising the standards of human life on the basis of preservation of the environment and more effective use and protection of natural resources. One of the economic and ecological priorities of the "green economy" is to ensure the sustainable use of the territories and objects of the nature reserve fund. In order to assess the results of implementation the "green economy"objectives for sustainable development of these territories, it is necessary to develop a system of indicators and determine the extent of their implementation in Ukraine.Aim and tasks. The purpose of the article is to develop a system of indicators for assessing the sustainable use of territories and objects of nature reserve fund and analysis of their achievements in Ukraine. The main tasks of the article are: definining the methodological approaches to the formation of assessment indicators system based on economic&ecological and technical indicators of the protected areas status; assessment the implementation of green economy model in Ukraine on the basis of developed indicators of sustainable development.Research results. The analysis of sustainable development indicators showed positive trends in the growth of the total area of protected areas, in particular in the mountainous regions (Lviv, Zakarpattia, Ivano-Frankivsk and Chernivtsi), and the ecological network for more than half during the last decades. The biodiversity of the natural reserve fund of Ukraine is characterized by more than four thousand species of plants in these territories, the economic development of which takes into account the features of natural objects and aimed at their conservation.Conclusions. In Ukraine, there are ongoing measures to achieve the objectives of the "Green Economy", in particular, there is a positive dynamics in increasing the territories and objects of nature reserve fund, including in mountainous regions and the ecological network. The results of solving the problem of preservation, restoration and sustainable use of terrestrial and inland freshwater ecosystems are practically closer to the target landmarks. The institutional environment and the system of public administration and administration of the formation of nature reserve fund should develop in the direction of ensuring the fulfillment of the priority goals of the "green economy". An analysis of allocation the financial resources for conservation, restoration and improvement of the territories and objects state of Ukrainian nature reserve fund showed that there are trends in increasing their volumes and prospects of achieving the "green economy" benchmarks in this area.

There is no generally accepted definition of a territory’s mission either in Russia or abroad. So is it worth including a mission in the strategy of socio-economic development of a territory and what definition of the mission is better to choose? To answer these questions, a content analysis of Russian and foreign definitions of the territory's mission has been carried out, from which common units of meaning were identified. It was established that a number of semantic units in definitions of the territory's mission and the mission of organization coincide. However, from the point of view of the mission statement, there are a number of significant differences between a territory and an organization, which makes some definitions of the territory’s mission hardly applicable in practice. Conclusion is made: it is better to define the territory's mission through its role in the external environment, functions and unique features of the territory. The article examines advantages and disadvantages of alternative options: not to develop a mission at all or to develop it in a purely formal way. Practical recommendations on developing a territory mission, examples from Russian and foreign experience are given.

RESUMEN. Riqueza y rareza florísticas en los afloramientos dolomíticos de las Cordilleras Béticas (sur de España): ensayo preliminar. Sobre los afloramientos dolomíticos de las Cordilleras Béticas se desarrollan comunidades vegetales muy específicas y ricas en endemismos. Dichas comunidades no han sido estudiadas desde un punto de vista conservacionista. Este trabajo aborda su distribución, riqueza y grado de protección actuales permitiendo evaluar la eficacia de la red de espacios protegidos. Para ello, se ha creado una base de datos de presencia/ausencia de dolomitófilos en cuadrículas UTM de 10 km. de lado que han sido definidas como unidades geográficas operacionales (UGOs). Posteriormente, se ha evaluado la riqueza, la rareza en continuo y la rareza en discontinuo de las UGOs. Los resultados obtenidos han subrayado la importancia del sector Malacitano-Almijarense de la provincia Bética (en especial la zona del Trevenque) como centro de riqueza y endemicidad de dolomitófilos. Por otra parte, la red de espacios naturales abarca casi la totalidad de las localidades de mayor interés en la Comunidad Autónoma de Andalucía, mientras que tiene importantes lagunas en la Región de Murcia y en la provincia de Albacete (perteneciente a la Comunidad Autónoma de Castilla-La Mancha).Palabras clave. Floral richness and rarity in the dolomitic outcrops of the Baetic Ranges (southern Spain): a preliminary essay. The dolomitic areas of the Baetic Ranges house extremely peculiar plant communities. These communities are diverse and especially rich in endemic species. The vegetation and flora of the dolomitic outcrops have not been studied from a conservation point of view. This work is focused on the distribution, richness and current level of protection of these areas, consequently, it allows us to evaluate the efficacy of the protected areas network. In order to meet this goal, a “presence/absence” database of the dolomitic taxa has been carried out, according to UTM cells sized an area of 10 × 10 km. These cells have been used as “Operational Geographic Units” (OGU’s). In due course, the richness, the continuous and discontinuous rarity of every OGU have been evaluated. The results depicted the great importance of the Malacitano-Almijarense sector of the Baetic province (especially where the Trevenque mountain is located) as a spot of richness and endemicity of dolomitic taxa. In addition, the protected areas network appears to be quite efficient in meeting conservation objectives in the Region of Andalusia, whilst it is clearly deficient in the Region of Murcia and the Province of Albacete (included in the Region of Castilla-La Mancha).Key words. In scientific literature there is no defining explanation and no relevant theoretical model of knowledge and information. Consequently, the definition of the knowledge economy is very eclectic and vague. As a result of the research, we have presented the definition and the general schematic model of knowledge and information. Knowledge is a product that is hard to define due to its nature, which makes it difficult to determine its value It is natural when it is difficult to determine the value of the knowledge as a product it is actually impossible to commercialize it. There is also no adequate statistical mechanism for assessing the knowledge economy. The issue has been insufficiently studied scientifically both in theoretical and quantitative parameters’ point of view. All these and other factors complicate the formation of a knowledge-based economy in developed countries. As for developing countries, in the best case there are only discussions on these issues.

Topicality. Market transformations in the country's economy caused the need to revise the labor relations institute from the economic development point of view. Particular importance was the theoretical reassessment labor relations institutional: the old labor law institutes, which corresponded to the administrative command system, must transform to new ones, that contain market needs. One of such labor relations institutes are contractual relations between the employer and the employee, which allow to personalize the labor relations as much as possible, consider the economic interest of both parties, and protect as far as possible the mutual interests and rights. Aim and tasks. The aim of the article is represented the main tendencies and realities of using an employment contract in Ukraine's companies, which is signed in the standard form. The current legislation gaps of the contract using are considered as a special employment contract form with the companies leaders and other employees categories, depending on the specifics enterprise's activity or belonging to the management sphere. The preconditions for the special legislation implementation are determined during the labor contracts conclusion with the Ukrainian's nature reserve fund enterprises heads. The personal responsibility for environmental protection legislation and violation conditions are considered. Proactive and experienced specialists are established an extensive system of allowances and one-time incentives. Research results. In this article we have reviewed the implementation preconditions during the labor contracts' conclusion with the enterprises' heads of the Ukrainian nature reserve fund. We have considered the responsibility personalization conditions for environmental legislation violations with the definition of socio-economic components. For example, the contract may also stipulate social and living conditions, such as the garden plot allocation, a car, living conditions improvement, the share sale at par value, the social pensions surcharges establishment, protection against inflation processes and so on. Also it may be envisaged an employee to move another area. Conclusions. A contract can give the chance to more people to realize their work abilities on the most favorable conditions, to build the civil society foundations and the legal capitalist state. Contract's application can detail the labor relations, the system of economic incentives and encouragement, protects the rights of both employee and employer, and also provides an opportunity to assess the mutual responsibility's degree.

Tovtry is a complex of Miocene fossils reef buildups that rise in a scenic ridge and hills above the surrounding plains of Podillya region. The Tovtry zone consists of main ridge (the late Baden barrier reef), isolated Tovtry hills (the late Baden bioherms, located east of the ridge), isolated tovtry (the early Sarmat bioherms, located west of the main ridge), the territories of the former channels, lagoons and passes between hills, where the modern rivers flows. The correlation and form of relief of Tovtry zone elements are the basis of detailed geomorphologic zoning. Within geomorphological area of Podillian Tovtry distinguish three subdistricts – Zbarazh, Medobory and Kamenec-Podolsky regions. The Zbarazhky Tovtry is stretching from Pidkamin village (Lviv region) to the valley of Gnizna river and includes Mylnivskyy, Zbarazhsky and Lub’yanetskyy hills of Tovtry. Within Podillian Tovtry are 85 objects of nature reserve fund (NRF), dominated by the number of botanical (20) and geological (19) natural monuments. The largest area is occupied by National Nature Park “Podilski Tovtry” (261 316,0 ha) and nature reserve “Medobory” (9 516,7 ha) and 7 landscape reserves (2 423,2 ha). The structure of NRF of Zbarazhsky Tovtry dominated by the number of botanical (6) and geological (6) natural monuments, and the largest area is occupied by 2 zoological reserves (6 041,0 ha). The particularly valuable geologic-geomorphologic objects of Tovtry have been identified (the Tovtry main ridge areas and isolated tovtry hills, the outcrops of reef sediments, rocks, canyon sections of the river valley, waterfalls etc.), they are protected in the form of geological nature monuments “Kydanetski rocks”, “Podillian Tovtry outliers”, “Sarmat sea outliers”, “Big Saddle” and into botanic reserve “Acute grave”. Share of environmental protection objects aimed at the protection of geological and geomorphological Tovtry formations in the Zbarazhsky Tovtry NRF is less than 2 %. The creations of the regional landscape park (RLP) “Zbarazhsky Tovtry” in the territory f the main ridge and surrounding areas with isolated tovtry hills from Left Seret river valley to Stryyovetski stream valley has been proposed. The park administration should be placed in the Zbarazh, where in 1994 the historical and architectural reserve “Zbrazh” has been created. Into RLP reserve zone should be included the most outstanding areas of main ridge (natural landmark Pozharnytsya, mount Hontova, mount Zubova) and isolated tovtry hills (Lub’yanetski Tovtry). The RLP will include “MilneBlihivskyy” (3 488,0 ha) and “Maloberezovytsko-Ivanchanskyy” (2 553,0 ha) zoological reserves, 4 botanical reserves, 5 geological and 2 hydrological reserves, 4 botanical nature monuments. Two circular routes from Zbarazh for the tourism development into regional landscape park “Zbarazhsky Tovtry” have been developed. The first route includes unique historical and architectural monuments and objects of inanimate nature, and the second – botanical and zoological objects and nature monuments. The landscape reserves “Tovtry steppe” and “Stryyovetski Mountains”, geological nature monuments “Fold bordering in the reef limestones in Bilokrynytsya village”, “Kolodiyivski giants”, “Hontva Mountain” and natural landmark “Zaluzhanskyy forest” are proposed to create in Zbarazhsky Tovtry. The chain of nature reserve objects will preserve the unique geological and geomorphological formation of Zbarazhsky Tovtry region. One of the important vectors of economic development in the modern world is the minimization of the negative consequences of human economic and other activities. Therefore, highly developed countries impose mandatory and voluntary requirements on the development of products and implement a series of measures. Necessary regulatory activities of the state in this direction include the definition of mandatory requirements, their proper implementation and the application of sanctions. All these processes are carried out through technical regulation. It is important to apply technical regulation in every sector of the economy. This importance plays a special role in the energy sector, which is closely linked to all sectors of the economy, and differs even more. In this regard, the role and importance of technical regulation in increasing the efficiency of the energy sector in the research work is highlighted.
