In May 2019, the Council of the European Union (EU) adopted a new Central Asia Strategy. Drivers behind the strategic renewal were transformations in Central Asia, the new geopolitical context, lessons from the implementation of the previous strategy, and the new EU Global Strategy of 2016. With regard to these developments, a number of expectations towards the new strategy derived. Based on an outline of recent developments, the article identifies current challenges and expectations and assesses whether the new strategy lives up to them. It concludes that the 2019 strategy is rather a framework for action than a strategic document. However, its major assets are “flexibility” with regard to future trends and “inclusiveness” in terms of stakeholders’ ownership for the EU’s Central Asia policy. To sustain this ownership, the Central Asia policy needs sufficient funding under the next multiannual financial framework. During programming, the EU has to define clear priorities for bilateral and regional measures. To generate synergies, the EU institutions and member states have to agree on an internal division of labor. Finally, the EU has to put “principled pragmatism” into practice by finding a balance between the promotion of values and interests.

As Central Asia undergoes a rapid transformation process, political, economic and security developments remain uncertain and difficult to predict. External actors will play a key role in defining the contours of transformation in Central Asia. In recent years, a number of powerful countries—mainly China, the Russian Federation and, to a lesser extent, the United States, Japan and Turkey—have sought to increase their influence in Central Asia. There was a timely initiative proposed by Germany, which presided over the European Union at the time, to launch the process of rethinking EU participation in Central Asia, culminating in the development of a Strategy for Central Asia. Thus, the European Union has reinforced its presence at a strategic moment for Central Asia. The Strategy for a New Partnership, adopted by the European Council on 21-22 June, 2007, became the main document for the significant and decisive strengthening of EU policy in Central Asia. The strategy represents the most ambitious EU project in the region and demonstrates a significant improvement in relations. The EU has the needed resources and, in line with the Strategy, it wants to do its part to transform the region into a secure and well-governed area, which is also in the interests of Central Asians. In 2019, in order to intensify cooperation, the EU updated and launched the new Strategy for Central Asia. It should be noted that security is a particularly important issue. In both the first Strategy 2007 and the updated Strategy 2019, the theme of security is reflected in various EU programs and projects. Thus, the article will provide a general analysis of EU’s security programs in Central Asia.

Today, the Central Asian region is once again becoming a point of attraction for the interests of the international community—in geopolitical, as well as in trade and economic terms. The interests of major world powers intersect here, and each has its own approach to establishing relations with the regional countries. The European Union, which never considered this region a geopolitical priority, has been implementing its own Central Asia Strategy since 2007. In July 2017, the Council of the European Union decided to completely revise the Strategy based on new realities, as well as the ambitions and priorities of the regional states in their relations with the EU. A new strategy for relations between the European Union and Central Asia was adopted in June 2019. The revision of the strategy is slated to allow the EU to strengthen its cooperation with the Central Asian countries, highlight the most effective projects, and revise those aspects of interaction that did not bring the desired results. Currently, there is an intensification of intra-regional cooperation in Central Asia; there are positive trends in the development of dialog on important issues of the regional agenda. For this reason, the approaches and tools of European diplomacy in the implementation of its policy in Central Asia are expected to undergo significant adjustments as the Strategy is updated. The subject of this article is precisely this transit period in the relations between the European Union and Central Asia.

The Central Asian region has never been a priority area of EU external policy, although the European Union Global Strategy underlines its support for multilateralism in global strategy. The European Union has been more actively engaged in the region since the launch of the New Great Game in Central Asia between China, Russia and the U.S. Following the “neighbors of neighbors” concept, the EU shapes its relations with post-Soviet Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) on the basis of multilateral strategies and bilateral partnership agreements. The first comprehensive EU strategic document focused on post-Soviet Central Asia, The EU and Central Asia: Strategy for a New Partnership, was concluded in 2007. Despite some allegations that the strategy should take into account the individual needs and specificities of each country, it should be emphasized that the strategy intensified mutual relations between Central Asia and the EU, as well as the EU’s institutional presence in the region, mainly in terms of political and diplomatic dialog. Due to a dynamic approach, the analysis undertaken in the research study allowed for the presentation of positive and negative tendencies, changes and reversals in the implementation of the particular components of the previous EU strategy towards Central Asian countries over time. It should be noted that most objectives outlined in its normative strategy towards Central Asia were achieved to a limited extent, especially in terms of democratization and civil society.

For several decades, the European Union has been steadily increasing its presence in Central Asian countries. The EU's interests in the region are due to a number of reasons, including the desire to expand its influence in the Central Asian countries, the high importance of the region as a transit corridor between Europe and China, the prospects for economic cooperation, and the importance of the region's energy potential. In May 2019 The European Union has presented a new Strategy for Central Asia, designed to intensify cooperation in a number of areas of interaction. The new strategy is aimed at both implementing these interests and expanding cooperation in a number of other areas.

This chapter offers a critical overview of the issues that the European Union 27 (EU-27) will face in the context of making proper use of financial innovation to further market integration and risk sharing in the internal financial market, both key objectives of the drive to build a Capital Markets Union. Among these is the paradigm shift signalled by a technological revolution in the realm of finance and payments, which combines advanced data analytics and cloud computing (so-called FinTech). The chapter begins with a critical analysis of financial innovation and FinTech. It then traces the EU market integration efforts and explains the restrictive path of recent developments. It considers FinTech's potential to aid EU market integration and debates the merits of regulation dealing with financial innovation in the context of building a capital markets union in EU-27.

The European Global Strategy (EUGS) is a significant document that came out at a critical time. Decision makers and scholars need to identify and assess the challenges the EU is facing in its effort to pursue its new Strategy. This paper addresses the lack of a tool for identifying those challenges and assessing the EU's ability to respond to them by introducing a new analytical framework based on the conceptualization of the EU as a small power in the international system, and the literature about the international relations of small states. The framework combines the factors that impact upon a small state's behaviour and performance in the international system and consists of the following elements: a) the EU's relations with the great powers in the system, b) developments in the EU's neighbourhood, c) the EU's politics, and d) the EU's reputation. After discussing each one of them, the paper contributes a comprehensive assessment of the EU's ability to implement its Strategy. It concludes that in order to implement its Strategy, the EU should respond to specific challenges. Therefore, the framework this paper introduces can improve our understanding of both the EUGS and the Union's strengths and weaknesses, shed some light on what measures should be taken for the Union to respond to challenges that lie ahead and be used as a yardstick to assess the Union's progress. Moreover, the framework can be applied to other areas of the EU's external action and contribute to both drafting better informed strategic documents and supporting their implementation.

With some 40 different types of restrictive measures in force, the European Union is undisputedly one of the major protagonists of today’s sanction regimes. Measures such as selective trade embargos, asset freezes and travel bans have been adopted by the EU not only to implement Security Council mandated sanctions, but also in addition to (as with Iran and North Korea) or in the absence of UN action (as with Syria and Russia). Further, EU recent practice evidences that sanctions (Myanmar and Zimbabwe) have served the EU and its member states’ own interests also with the view to promoting (the European construction of) values generally shared in international society. After outlining the legal discipline and the policy framework of EU restrictive measures, the present article analyses the legal issues emerging with respect to EU sanctions over the last four years. Among these, the 2017 ruling of the Grand Chamber of the Court of Justice of the EU in Rosneft, Brexit and its consequences on the implementation/adoption of sanctions by the United Kingdom, and recent developments concerning the legal position of candidate countries which refused to align with the EU sanction adopted in reaction to the Ukraine crisis, are the most important.

The collapses of several US-businesses like those of Enron and Worldcom and a number of scandals in the EU – in the recent past that of Parmalat – have strongly affected public confidence in the operation and governance of large entities trading their shares in organized capital markets. The European Commission reacted by issuing the Action Plan on Modernizing Company Law and Enhancing Corporate Governance in the EU on 21 May 2003. The Action Plan contains measures which the Commission wants to implement over the short term (until 2005), medium term (until 2008) and long term (until 2010). The key issues set up in the Action Plan concern corporate governance, capital maintenance, recapitalization as well as decreasing capital, groups of companies, international corporate restructuring and the introduction of a new legal form of incorporation. The fact that the big rating agencies have begun to rate the corporate governance performances of major companies, can well be seen as a further indicator that good corporate governance has an important concern for managers, shareholders and for policy makers. As part of the Action Plan, the Commission has recently launched consultations on board responsibilities and improving financial and corporate governance information, on directors’ remuneration and on the role of (independent) non-executive or supervisory directors. In the light of these recent consultations and the results of the public consultation on the Action Plan, this Article offers an overview and assessment of the corporate governance measures planned at Community level.

AbstractThe profession of laboratory medicine differs between countries within the European Union (EU) in many respects. The objective of professional organizations of the promotion of mutual recognition of specialists within the EU is closely related to the free movement of people. This policy translates to equivalence of standards and harmonization of the training curriculum. The aim of the present study is the description of the organization and practice of laboratory medicine within the countries that constitute the EU. A questionnaire covering many aspects of the profession was sent to delegates of the European Federation of Clinical Chemistry and Laboratory Medicine (EFLM) and Union Européenne de Médecins Spécialistes (UEMS) of the 28 EU countries. Results were sent to the delegates for confirmation. Many differences between countries were identified: predominantly medical or scientific professionals; a broad or limited professional field of interest; inclusion of patient treatment; formal or absent recognition; a regulated or absent formal training program; general or minor application of a quality system based on ISO Norms. The harmonization of the postgraduate training of both clinical chemists and of laboratory physicians has been a goal for many years. Differences in the organization of the laboratory professions still exist in the respective countries which all have a long historical development with their own rationality. It is an important challenge to harmonize our profession, and difficult choices will need to be made. Recent developments with respect to the directive on Recognition of Professional Qualifications call for new initiatives to harmonize laboratory medicine both across national borders, and across the borders of scientific and medical professions.

In this paper the author considers policy of the European Union in the Central Asia. The author analyzes an updated EU strategy for the Central Asia and emphasizes its pragmatism, based on individual economic interests of the Central Asian countries in promoting bilateral relations. In the offered paper is also considered the evolution of the EU policy in the Central Asia.
