The article is devoted to the study of organizational and economic support of the motivational component of the divisions of the industrial enterprise in the context of strategic management of its sustainable development. Theoretical and methodological aspects of formation of the effective mechanism of material encouragement in the system of management of structural divisions of the industrial enterprise are investigated. The systems of material incentives in the organization are considered and analyzed. The shortcomings of the current system of material incentives for employees of industrial enterprises are formulated. Theoretical bases for construction of effective system of motivation of the personnel taking into account the real contribution of each production division and each separate employee of the enterprise in final results of activity of the organization are offered. The general scheme of distribution of the fund of additional salary at the industrial enterprise is reflected in the form of algorithm. The approach to distinguishing the criteria for determining the coefficient of labor contribution and the coefficient of labor participation is systematized. The optimal structure and approaches to the quantitative assessment of indicators that characterize the motivational efforts of employees and departments of the enterprise are formed. The main types and limits of material responsibility are considered and the basic conditions of involvement of employees in material responsibility are generalized. The significance of the system of internal material responsibility at the enterprise in the context of the motivational component is substantiated. The requirements to the elements of the motivational subsystem of the production enterprise in the aspect of strategic management of sustainable development are generalized. The recommendations and prospects of further research in the approaches to the construction of the motivational component of enterprise management as a basis for increasing the labor activity of employees for strategic management of sustainable development of the organization are formulated.

There is optimism that the inclusion of universal health coverage in the Sustainable Development Goals advances its prominence in global and national health policy. However, formulating indicators for Target 3.8 through the Inter-Agency Expert Group on Sustainable Development Indicators has been challenging. Achieving consensus on the conceptual and methodological aspects of universal health coverage is likely to take some time in multi-stakeholder fora compared with national efforts to select indicators.

Abstract This paper reports on a study undertaken to investigate international perspectives of what constitutes research in education for sustainable development (ESD). By employing inductive thematic content analysis, the authors sought to examine the perceptions of 66 ESD researchers from 19 countries. The findings reveal a concern with the methodological aspects of research and an emergent need for synergy between the methodology of educational research and specific themes relevant to ESD research. The significant overlap of themes and aspects of ESD research apparent across the different contexts within which the researchers were embedded indicates a unified core of ESD research, although there is also evidence of contextual factors influencing the research agenda. Based on the findings of this study, the paper concludes that there is an overlap between educational research and ESD research, but that the latter has its own specific aims, themes and political supporters. In an endeavour to develop a shared understanding about ESD research across disciplines and research context, a common language has to be developed to facilitate a constructive dialogue and research capacity building in this novel field.

The institutional system in Ukraine, which is characterized by the rule of interests of the authorities over the interests of the society, neglect of the rights of business agents, as well as the use of power for the personal benefit of officials, is investigated. At the same time, the state is the main institution for sustainable development, which should determine the priority economic, social and environmental activities. Responsible institutions are obliged to develop the necessary mechanisms to ensure sustainability, strengthen positions in the areas of human capital development and improve the quality of life. New governance tools and mechanisms will facilitate the involvement of the private sector in the implementation of sustainable development principles through renewed relationships between business entities based on equal partnership and the use of mechanisms to ensure the harmonization of business interests in achieving social, economic and environmental sustainability. Irrationality, disproportionality, complexity of administrative-territorial entities of the united territorial communities were taken into account in this article. Ways of executive power institutionalization, development of territories in accordance with requirements of institutionalism, and its role and place in administrative-territorial reform were determined. It is argued that the only institutional set of society is an institutional matrix. Institutional matrix of society is presented as a stable triad of basic elements – macro-institutions that integrate and stabilize society: economy, politics, and culture. And the modernization of the system of public administration institutions, decentralization of powers to the level of united territorial communities should form a stable system of sustainable development of the territory and a safe socio-ecological and economic environment.

In preparing the Third Assessment Report (due in 2001), the International Panel on Climate Change (IPCC) was also assigned the task of assessing "methodological aspects of cross-cutting issues such as equity, discount rates, and decision making frameworks". The article analyses the task; points out the gaps in IPCC's past approaches to policy and decision making methodologies; and outlines elements of a paradigm that effectively bridges science and decision making, especially in the area of applying IPCC's global policies on the national and local levels, within the ultimate goal of sustainable development.

The article is aimed at improving the scientific-methodological aspects of assessing the efficiency of management of an innovative enterprise in the context of implementation of sustainable development goals. The role and state of machine-building enterprises as the basis for the development of the national economy in the format of innovative ones is highlighted. For the first time, on the basis of a comprehensive approach, indicators for assessing the efficiency of management of an innovative enterprise (on the example of the machine-building industry) are elaborated in the context of the implementation of sustainable development goals of the 21st century. At the same time, the Conception of sustainable development is positioned as a synthesis of two most important ideas, i.e.: 1) development should be balanced, which involves solving economic, social and environmental problems and achieving an equilibrium between them, and this causes the overall level and quality of life of the population; 2) the current generation has a duty to future generations to leave sufficient reserves of resources (natural, social and economic) in order to ensure their level of welfare, not lower than the current one. It is proposed to supplement the elaborated indicators with three specific indicators of patent-licensing activity as a factor in improving the efficiency of management of the innovative enterprise in the context of economic, environmental and social aspects. In particular: 1) the number of security documents for intellectual property objects, in which the methods that reduce the production of individual goods or services (economic component) are patented; 2) the number of security documents for intellectual property rights, in which the methods of more environmental production of goods or services (ecological component) are patented; 3) the number of security documents for intellectual property rights, which patent ways to improve the efficiency of employees, that is, improving working conditions (social component). On the basis of formalization method and comprehensive approach, a universal format of results of evaluation of the efficiency of management of an innovative enterprise in the context of implementation of sustainable development goals is recommended. The result of its application should be timely elimination of problems, identification of causes and zeroing out consequences of ineffective management of the enterprise, which will lead to increased profits from innovation activities and efficiency of investments in environmental innovations, will form a safe environment, increase the level of satisfaction of vital interests of employees of the enterprise and the population in general.
