Accounts of grounded normativity in Indigenous philosophy can be used to challenge the groundlessness of Western environmental ethical approaches such as Aldo Leopold’s land ethic. Attempts to ground normativity in mainstream Western ethical theory deploy a metaphorical grounding that covers up the literal grounded normativity of Indigenous philosophical practices. Furthermore, Leopold’s land ethic functions as a form of settler philosophical guardianship that works to erase, assimilate, and effectively silence localized Indigenous knowledges through a delocalized ethical standard. Finally, grounded normativ­ity challenges settlers to question their desire for groundless normative theory and practice as reflective of their evasion of ethical responsibility for the destruction and genocide of Indigenous communities.

AbstractWhat is the proper task of Kantian ethical theory? This paper seeks to answer this question with reference to Kant's reply to Christian Garve in Section I of his 1793 essay on Theory and Practice. Kant reasserts the distinctness and natural authority of our consciousness of the moral law. Every mature human being is a moral professional—even philosophers like Garve, if only they forget about their ill-conceived ethical systems and listen to the voice of pure practical reason. Normative theory, Kant argues, cannot be refuted with reference to alleged experience. It is the proper task of the moral philosopher to emphasize this fact. The paper also discusses Kant's attempts to clarify his moral psychology, philosophy of value and conception of the highest good in the course of replying to Garve's challenge.

This article begins with a critical examination of adult education theory and practice and its engagement (or lack) with Indigenous knowledges and communities. In doing so, the article reveals the contradictions of early citizenry adult education that sought to bring educational programs to the people without a critical examination of the western hegemonic orientation of such programming. The critique then moves to a discussion of transformative learning within adult education emerging in the late 1970s. In tracing the evolution of adult education theory and practice, the critique asks the questions: “Access to what kind of adult education?, and” “For what purposes?” The article then moves to the present and explores contemporary distance education, with an emphasis on online learning that may be aimed at Indigenous adult learners. In particular, the article explores the possibilities of online distance learning to not only bring educational programming to Indigenous communities and thereby building upon the social justice imperative of accessibility, but also to design decolonizing curricula that engages Indigenous knowledges and upholds oral culture.

The last fifty years or more of ethical theory have been preoccupied by a turn to reasons. The vocabulary of reasons has become a common currency not only in ethics, but in epistemology, action theory, and many related areas. It is now common, for example, to see central theses such as evidentialism in epistemology and egalitarianism in political philosophy formulated in terms of reasons. And some have even claimed that the vocabulary of reasons is so useful precisely because reasons have analytical and explanatory priority over other normative concepts—that reasons in that sense come first. Reasons First systematically explores both the benefits and burdens of the hypothesis that reasons do indeed come first in normative theory, against the conjecture that theorizing in both ethics and epistemology can only be hampered by neglect of the other. Bringing two decades of work on reasons in both ethics and epistemology to bear, Mark Schroeder argues that some of the most important challenges to the idea that reasons could come first are themselves the source of some of the most obstinate puzzles in epistemology—about how perceptual experience could provide evidence about the world, and about what can make evidence sufficient to justify belief. And he shows that along with moral worth, one of the very best cases for the fundamental explanatory power of reasons in normative theory actually comes from knowledge.

Planning does not see itself as a caring profession, yet there are elements of care that underlie the relationship between planners and the public. Therapeutic planning is an emerging approach to planning that has shown promise at building on those elements of care and reimagining planning as healing and transformative for planners and the public. However, therapeutic planning has so far only been used as a specialized practice when planning with indigenous communities. Through an analysis of the literature on planning theory and therapeutic planning practice, this study seeks to build a case for a broader application of therapeutic planning. Key findings of this analysis show that therapeutic planning has the capacity to improve planners’ ability to address trauma, conflict and reconciliation. This ends with a concrete set of recommendations to guide the profession in embracing its potential for care. Starting with his 1970 doctoral dissertation and continuing to today, Robert C. Merton has revolutionized the theory and practice of finance. In 1997, Merton shared a Nobel Prize in Economics “for a new method to determine the value of derivatives.” His contributions to the science of finance, however, go far beyond that. In this article I describe Merton's main contributions. They include the following: 1.  The introduction of continuous-time stochastic models (the Ito calculus) to the theory of household consumption and investment decisions. Merton's technique of dynamic hedging in continuous time provided a bridge between the theoretical complete-markets equilibrium model of Kenneth Arrow and the real world of personal financial planning and management. 2.  The derivation of the multifactor Intertemporal Capital Asset Pricing Model (ICAPM). The ICAPM generalizes the single-factor CAPM and explains why that model might fail to properly account for observed market excess returns. It also provides a theory to identify potential forward-looking risk premia for use in factor-based investment strategies. It is therefore both a positive and normative theory. 3.  The invention of Contingent Claims Analysis (CCA) as a generalization of option pricing theory. CCA applies the technique of dynamic replication to the valuation and risk management of a wide range of corporate and government liabilities. Merton's CCA model for the valuation and analysis of risky debt is known among scholars and practitioners alike as the Merton Model. 4.  The development of financial engineering, which employs CCA to design and produce new financial products. Merton was the first to apply CCA to analyze government guaranty programs such as deposit insurance, and to suggest improvements in the way those programs are managed. He and his students have applied his insights at both the micro and macro policy levels. 5.  And finally, the development of a theory of financial intermediation that explains and predicts how financial systems differ across countries and change over time. Merton has applied that theory, called functional and structural finance, to guide the design and regulation of financial systems at the levels of the firm, the industry, and the nation. He has also used it to propose reforms in pensions, sovereign wealth funds, and macrostabilization policy. This article is one of a pair of articles published in this volume about Robert C. The distinctive culture of the Indigenous populations on the Northwest Coast (NWC) and their colonial history—from European contact in the 17th century to contemporary issues of land claims and reconciliation—have helped to frame many of the themes and models of ethnographic theory and practice, particularly in American anthropology. The NWC is often defined as the geographic area stretching from Alaska to California. For the purposes of this bibliography, the study area is limited to what is sometimes called the “North Pacific Coast,” which begins at the southern border of Alaska, continues down the coastline of British Columbia (BC), and ends in northern Washington State. Its rocky coastline is broken up by deep fjords and offshore islands, including Vancouver Island in the south and Haida Gwaii (formerly the Queen Charlotte Islands) in the north. Several major river systems provide access to the BC interior through the mountainous Cascade Range. Though local resources vary along the coast, almost all the Indigenous groups followed a similar seasonal cycle of fishing, hunting, and gathering from spring to fall. The winter months were dedicated to the manufacture of material culture, social feasting, and ceremonial gatherings. Large oceangoing canoes and smaller river crafts linked well-established villages into an extensive series of trade routes. Walking trails over the mountains allowed the exchange of seafood and other coastal products for animal skins and goods from interior forests. Warfare brought additional wealth to the victor by means of raiding stored foods and manufactured items. European contact began in the late 18th century with the arrival of Spanish and British explorers. They were followed by English, American, and Russian fur traders. The discovery of gold along the Fraser River in 1858, and later finds in the Cariboo Mountains, brought tens of thousands of American, British, and other immigrants to the area. British sovereignty over the area north of the 49th parallel was quickly reinforced by the Royal Navy and an expanded colonial administration. In 1871 the province of British Columbia joined the Canadian Confederation and NWC Indigenous communities came under the control of the federal Indian Act. This act is still in force.

AbstractThe recent hype and ascendancy in the discourse of community capacity-building has generated a lot of heated debate among development and policy experts on its applicability in various contexts. In particular, questions have been raised on the presuppositions inherent in the discourse and, more so, the tension that exists between theory and practice. This paper aims to contribute to the ongoing debate about the politics of capacity-building. While the paper begins by deconstructing the theoretical principles that underpin capacity-building, it seeks to show how the concept is covertly used to subjugate and create power imbalance between the “builders” (supposedly those with the power) and the “beneficiaries” (those assumed to be powerless), in the name of development and empowerment. Specifically, the paper seeks to respond to the following questions: What is “capacity”? Who needs capacity? Capacity to do what? Whose interest(s) is/are served when peoples’ capacities are built? The paper concludes by critically examining the tensions, contradictions, and ambivalences from the canvassed responses to the questions above and suggests alternatives ways of looking at capacity-building in Indigenous communities.
