The article studies features of socio-economic and socio-political development of the Black Sea village in 1920s. Documents from the fond of the Black Sea District Committee (Obkom) of the RCP (b) -VKP (b) stored in the Center for Documentation of the Modern History of the Krasnodar Krai allow not only to reconstruct the developments in the Black Sea village in the NEP days, but also to understand the nature of its evolution. Uniqueness of the Black Sea village was greatly determined by its geographical environment. There had formed a sectoral makeup of agricultural production: fruit-farming, viticulture, tobacco growing. Rugged relief forced peasants to form holdings or farms; therefore rural communities were rare. Its another distinctive feature was its motley national composition. Over 50 ethnic groups inhabited the district, among most numerous were the Russians, the Ukrainians, the Armenians, and the Greeks. In the first years of the NEP, the main tasks facing district authorities were to develop ‘high-intensity’ industries and to shape local peasant farms into food base for cities and resorts. While tackling these tasks, they had to deal with shortages of land and poor communications and to bring lease relations and work-hands employment up to scratch. The situation was complicated by socio-political inertia of rural population of the district that came from the absence of community tradition. Study of the documents from the fond of the Black Sea party obkom shows that local authorities were well aware of the peculiarity of their region, but in most cases had to follow guidelines set ‘from above’ to introduce all-Russian standards.

This chapter introduces the contemplative mindfulness movement, its successes in legitimizing and popularizing mindful meditation, and its shortcomings. This case demonstrates how elite movements can initiate widespread cultural change by combining elements of social movement mobilization, institutional entrepreneurship, field theory, and cultural diffusion. Investigating the contemplatives sheds light on how a movement can support elites’ cultural pet projects across multiple powerful institutional fields. This approach to cultural change is particularly efficacious for elites’ and professionals’ initiatives for social reform, as they can draw upon their social networks, institutional resources, and symbolic power to advance their causes in the course of their everyday lives at work. While such movements may succeed in spreading compelling new cultures, they may struggle to initiate deeper structural social reforms.

This chapter analyzes the role Israeli economists have played as purveyors of pro-market economic ideas and political entrepreneurs of economic liberalization in Israel. Israeli economists were strongly committed to economic liberalism already in the 1950s, but they were lacking decisive political influence. Two mechanisms increased their power over policy. First, long-term institutional changes gradually eroded “political” decision-making mechanism and opened the way to greater involvement of professional economists. This long-term trend was joined and reinforced by economists’ institutional entrepreneurship at the height of the 1980s economic crisis, when they initiated changes of macroeconomic governance. These changes enhanced the political power of the Ministry of Finance and the Bank of Israel and supported the institutionalization of neoliberalism in Israel.

While mainstream research has treated entrepreneurship as a highly individualised and agentic process, institutional researchers contend that entrepreneurship operates within a greater embedded setting. Various researchers have appealed to Giddens’ dual structure to explain an entrepreneur’s embedded-agency. According to Giddens’ dual structure, this embedded-agency consists of the rules or norms of a social group in which these rules constrain and enable an entrepreneur’s resources. Yet, despite Giddens’ contributions, Giddens is criticised for conflating the rules of this embedded setting with an entrepreneur’s resources in which neither affects the other in any significant way. By drawing on concepts of the Austrian entrepreneur and embeddedness, a theory of institutional entrepreneurship is developed to address this conflation problem. This institutional entrepreneurship offers an embedded-agency to explain how an entrepreneur can create, maintain and disrupt their embedded social settings. This embedded-agency addresses Giddens’ conflation problem and broadens the agent-centric focus of institutional entrepreneurship research.

AbstractIn this article, we explore whether organized clusters can act as institutional entrepreneurs to create conditions favorable to innovation in their constituent members. We view self-aware and organized clusters as “context-embedded meta-organizations” which engage in deliberate decision- and strategy-making. As such, clusters are not only shaped by their environments, as “traditional” cluster approaches suggest but can also act upon these. Their ability to act as “change agents” is crucial in countries with high institutional barriers to innovation, such as most transition economies. Focusing on Russia, we conduct two cluster case studies to analyze the strategies these adopt to alter and shape their institutional environments. We find that clusters have a dual role as institutional entrepreneurs. First, these can act collectively to shape their environments due to the power they wield. Second, they can be mechanisms empowering their constituent actors, fostering their reflexivity and creativity, and allowing them to engage in institutional entrepreneurship. Moreover, both collective and individual cluster actors adopt “bricolage” approaches to institutional entrepreneurship to compensate for the lack of resources or institutional frameworks or avoid the pressures of ineffective institutions.
