The paper emphasizes the basic attitudes of complex technical system maintenance programming. Particularly it is performed an analysis and a selection of strategies for condition-based maintenance. The assessment of the established maintenance program varieties effectiveness was carried out by comparison with their basic indicators of effectiveness (for corrective and preventive maintenance).

The article describes the modernization of consumer characteristics, through the selection of the quality indicators nomenclature using cluster analysis, and bringing the complex technical system (CTS) model using the example of civil aviation technology (CAE) to an invariant form. Also, the article uses a methodological apparatus for assessing the degree of product innovation taking into account the total number of product technical characteristics presented by regulatory and design documentation for the products being created. The obtained characteristics were synthesized by translating consumer requirements of the main participants of the civil aviation equipment market segment. Taking into account the opinions of various consumer groups, five clusters were created and the basic structures of the model of a complex technical system were modeled. Applied technological device suitable for solving problems related to structured and classification of valuable technical characteristics with a planning horizon of 10 years various representatives of the company producing different brands of products related to complex technical systems of civil aviation equipment.

The Unitary State of the Republic of Indonesia (NKRI) is the largest archipelagic country in the world, two thirds of which are is seas, requiring the presence of the KRI in maintaining its sovereignty. Continuity of attendance in carrying out its main duties, the Navy depends on the readiness of the KRI (Indonesian Republic Warship). The Navy's strength development program is bound to the MEF (Minimum Essencial Force), the basic development policy of TNI AL towards minimum principal strength. The main target of MEF is a limited amount but can operate optimally. So we need a program to overcome these problems by maximizing the defense system maintenance program called SPT (Planned Maintenance System). To maximize the planned maintenance system that supports the MEF program requires prioritization in selecting the KRI that will carry out Depo level improvement (Hardepo). The selection of KRI determination that will implement Hardepo has several factors that need to be considered so that it is categorized in a multi-criteria decision environment, then the proposed model becomes an appropriate methodology to accommodate the criteria with the Fuzzy MCDM (Multi Criteria Decision Maker) approach. In this study there are six alternative KRI namely KRI Keris-624, KRI Rimau Island-726, KRI Kerapu-812, KRI Badau-841, KRI Jakarta Bay-541 and KRI Arun-903 where the first priorities obtained are KRI Rimau Island- 726 with a weight value of 0.1778. After the priority is obtained then schedule the duration and availability of Docking at PT PAL Indonesia where all KRI can carry out docking every TW (Tri Wulan) except KRI Arun-903 which cannot carry out docking on TW I 2019. Maintenance is an important way to ensure the best performance of repairable systems. This paper considers how to reduce system maintenance cost while ensuring consistent system performance. Due to budget constraints, preventive maintenance (PM) can be done on only some of the system components. Also, different selections of components to be maintained can have markedly different effects on system performance. On the basis of the above issues, this paper proposes an importance-based maintenance priority (IBMP) model to guide the selection of PM components. Then the model is extended to find the degree of correlation between two components to be maintained and a joint importance-based maintenance priority (JIBMP) model to guide the selection of opportunistic maintenance (OM) components is proposed. Also, optimization strategies under various conditions are proposed. Finally, a case of 2H2E architecture is used to demonstrate the proposed method. The results show that generators in the 2E layout have the highest maintenance priority, which further explains the difference in the importance of each component in PM.

A new inspection standard that enhanced quality of operating /maintenance management of the nuclear power plant was introduced in 2009. After the Fukushima Daiichi nuclear disaster (Mar. 11th 2011), the situation surrounding the nuclear industry has dramatically changed, and the requirement for maintenance management of nuclear power plants is pushed for more stringent nuclear safety regulations. The new inspection standard requires enhancing equipment maintenance. It is necessary to enhance maintenance of not only equipment but also piping and pipe support. In this paper, we built the methodology for enhancing maintenance plan by rationalizing and visualizing of piping and pipe support based on the “Maintenance Program” in cooperating with 3D-CAD system.

The article investigates the issue of optimization of a complex technical system at the stage of its design using a heuristic–phenomenological approach. The analysis of the principles of complex optimization of complex technical systems is carried out. A four–level structure for the synthesis of methodological, informational and software support for complex optimization of complex technical systems is proposed, which will allow controlling the programmable parameters of complex technical systems at each stage of their design.

How do firms create and capture value in large technical systems? In this paper, I argue that the points of both value creation and value capture are the system’s bottlenecks. Bottlenecks arise first as important technical problems to be solved. Once the problem is solved, Then the solution in combination with organizational boundaries and property rights can be used to capture a stream of rents. The tools a firm can use to manage bottlenecks are, first, an understanding first of the technical architecture of the system; and, second, an understanding of the industry architecture in which the technical system is embedded. Although these tools involve disparate bodies of knowledge, they must be used in tandem to achieve maximum effect. Dynamic architectural capabilities provide managers with the ability to see a complex technical system in an abstract way and change the system’s structure to manage bottlenecks and modules in conjunction with the firm’s organizational boundaries and property rights.
