In our manuscript we have made an attempt to study specific sides of Russian Federation’s innovative development, analyze its impact in economy growth and provide main ways of innovative policy realization in different types of regions. The method is based on partial abstraction from the unique properties of each region, thereby uniting them into homogeneous groups using k-means method. Further analysis of the determination of the main factor at the level of country was carried out using decision trees functions with the subsequent collection of OOB errors. Group analysis was carried out using regression analysis. As a result, the authors obtained five types of regions (with a high, above average, average, below average, low level of innovative development), provided an individual characteristic for each group regarding the innovation development and identified prerogative innovative factors that can be considered by the state as a criterion for differentiating state policy and regulation of the development of innovation policy.

This paper identifies potential barrier factors affecting effectiveness and development (ED) of ITS projects as well as criteria for measuring ED of ITS projects in Ho Chi Minh City, Vietnam. The study discovers the barrier constructs, and analyzes data using the Partial Least Squares Structural Equation Modeling method (PLS-SEM). The results provides a general and comprehensive overview of the main issues of ITS, and identifies 28 barrier factors with five main constructs affecting ED of ITS projects, namely the lack of undivided attention from the government (AG), financial constraints for ITS (FC), inadequate transport infrastructure (ITI), the over-development of urbanization (ODU), and the readiness and integration for ITS (RI). This paper fill the knowledge gap by discovering the causal relationships between barrier constructs and ED of ITS projects in Vietnam. Also it proposes several solutions for these issues, which are also a useful measurement tool for government agencies, planners, and traffic system designers to help them self-assess and make action plans now or in the near future.

Beetle antennae search (BAS) algorithm is a newly proposed single-solution based metaheuristic technique inspired by the beetle preying process. Although BAS algorithm has shown good search abilities, it can be easily trapped into local optimum when it is used to solve hard optimization problems. With the intention to overcome this drawback, this paper presents a population-based beetle antennae search (PBAS) algorithm for solving integer programming problems.  This method employs the population's capability to search diverse regions of the search space to provide better guarantee for finding the optimal solution. The PBAS method was tested on nine integer programming problems and one mechanical design problem. The proposed algorithm was compared to other state-of-the-art metaheuristic techniques. The comparisons show that the proposed PBAS algorithm produces better results for majority of tested problems.

Candidate selection has a direct impact on the quality of a company's human resources department, so it's an essential activity for public and private companies alike. Various ways have been created to assist and make it easier for organizations to select the best candidate, specifically the right people to do specific roles. As a result, the purpose of this study is to propose the use of multi-criteria decision-making techniques in personnel selection. Therefore, for the determination of the weights of the criteria will be employed the SWARA method, whereas, for the ranking of the alternatives, i.e. selection of the best candidate, a CoCoSo method will be applied.

The complex and dynamic environment in which modern companies operate requires frequent organizational changes that are used as a mechanism for adapting the company's business to market requirements, in order to improve or maintain a competitive advantage. Mergers and acquisitions, as a complex form of organizational change of companies, represent a relevant problem area of ​​research. Since the success of organizational change depends on two important factors, leaders and employees, the aim of this research is to identify the interdependence of transformational leadership, job satisfaction and commitment to organizational change by employees in the post-acquisition period. The research results show that there is interdependence between transformational leadership, job satisfaction and commitment to organizational change in the post-acquisition period. The empirical research was conducted in 2021, using a survey method. Data were analyzed using Pearson’s correlation and single as well as multiple regression method. A sample of 129 respondents was taken into accounts, who are employed in companies in the Republic of Serbia that have gone through the acquisition process in the last five years.

The article presents the application of the PIvot Pairwise RElative Criteria Importance Assessment (PIRECIA) method for ranking alternatives. The PIPRECIA method is primarily intended for determining the significance (weight) of criteria, but it can also be used for completely solving decision-making problems. So far, this method has not been used for completely solving multiple criteria decision-making problems, which is why this article presents the application of the PIPRECIA method for the evaluation and ranking alternatives. The process of evaluating alternatives using the PIPRECIA method is shown on an example of evaluating the websites of some hotels located in Southern and Eastern Serbia.

Abstract: The paper presents research results of efficiency of tourism sector in certain European countries and regions obtained by applying DEA method. The primary goal of the paper is to determine to what extent tourism sector in certain European countries and regions is efficient in relation to set parameters, while the secondary goal is aimed at providing recommendations for its improvement. In relation to this, the methodology of the DEA analysis is based on the input and output parameters which were used to determine the efficiency. The input parameters included: number of hotels and similar accommodation capacities, number of rooms and number of bed places, whereas the output parameters included: number of inbound tourists, number of bed-nights and tourism expenditure during their stay abroad. One of the conclusions of the paper is that the total efficiency was shown in Croatia, Belgium, and Denmark, while the technical efficiency was also present in North Macedonia, France, Malta, the Netherlands, Portugal, and Spain.

The financial structure in the world has become more complex with the increase in global capital movements. For this reason, credit rating agencies have emerged as an important component of the financial structure. Standard and Poors, Moody's and Fitch are the three most important companies in this market. The grades given by these institutions highly affect the economic situation of the countries. In this study, information is given about credit rating agencies and it is aimed to measure the effect of the points given to countries by Standard and Poors, Moody's and Fitch, which are the most important of these institutions, on the economy. For this purpose, the effect of credit scores on the economic growth of Balkan countries except Kosovo was analyzed using panel data analysis method. In addition, unemployment, inflation, current account balance and budget balance data were included in the analysis. The findings obtained show that credit scores have an effect on the economic growth of countries.

There are many different multi-criteria decision making methods in the literature. These methods, which enable criteria with different measurement units to be examined together, allow choosing between alternatives. However, different methods can produce different results depending on the data set. The aim of this study is to combine the results obtained by applying different methods to the data set with the Copeland method. To this end, a problem with real data was first addressed. Technical data of motorcycle alternatives that can be preferred for individual needs were collected in terms of different criteria. The weights of these criteria were found by the PIPRECIA method. Six different multi-criteria decision making methods were used to evaluate motorcycle alternatives. These methods are MOPA, MOOSRA, COPRAS, SAW, WPM and ROV. The sequencing results obtained from these methods were combined with the Copeland method and the results were discussed.

In the tourism sector, where competition conditions are getting stiffer, some of the essential factors to hotels stay operational include the need to achieve a sustainable structure and meet the needs and expectations of customers. One of the ways to ensure that the customer expectations and needs are met at the desired level is through service quality factors which are considered to increase customer satisfaction.This study aims to establish the service quality criteria in three-star hotels in Erzurum and to rank the importance levels of the determined criteria. The MAUT method was used to weight the determined criteria. The results of the MAUT method show that the “Quality of Housekeeping” was the most important service quality criteria in three-star hotels. This was followed by "Front Office Service Quality", "Cleanliness", "Reliability", "Restaurant Service Quality" and "Service and Process Flexibility" respectively. The criteria considered as the least important include "Courtesy and Respect Level" and "Price Availability".
