Cyanobacterial blooms have become a frequent phenomenon in freshwaters worldwide; they are a widely known indicator of eutrophication and water quality deterioration. Information and knowledge contributing towards the evaluation of the ecological status of freshwaters, particularly since many are used for recreation, drinking water, and aquaculture, is valuable. This Special Issue, entitled “Advancing Knowledge on Cyanobacterial Blooms in Freshwaters”, includes 11 research papers that will focus on the use of complementary approaches, from the most recently developed molecular-based methods to more classical approaches and experimental and mathematical modelling regarding the factors (abiotic and/or biotic) that control the diversity of not only the key bloom-forming cyanobacterial species, but also their interactions with other biota, either in freshwater systems or their adjacent habitats, and their role in preventing and/or promoting cyanobacterial growth and toxin production.

Water is the substance that made life on Earth possible. It plays a key role in both the individual and population development of all species. Water is also a critical resource for humans as populations continue to grow and climate change affects global and local water cycles. Water is a factor limiting economic development in many regions of the world. Under these conditions, good water quality becomes an extremely important factor that determines its economic utility, including water supply, recreation, and agriculture. Proper water quality maintenance of freshwater ecosystems is also very important for preserving biodiversity. The quality of water depends on many factors, the most important of which are related to human impact on water ecosystems, especially the impact of various pollutants from municipal economy, industry and agriculture. Hydrotechnical changes, such as river damming, drainage processes and water transport between catchments also have a significant impact. Water quality is also dependent on the impact of natural conditions connected, e.g., with climate, catchment, water organisms and their interactions within the food-webs, etc. This Special Issue consists of fourteen original scientific papers concerning different problems associated with the water quality of freshwater ecosystems in a temperate climate. Most of the articles deal with the relations between water quality and the structure of ecosystem biocenoses. The conclusion of these articles confirms the fact that the deterioration of water quality has a direct impact on the quantitative and qualitative structure of biocenoses. This is accompanied by a decline in biodiversity and the disappearance of rare plant and animal species. They also draw attention to the particular importance of internal physical and chemical differentiation within the aquatic ecosystem, both in horizontal and vertical dimensions. The problem of ensuring proper ecological conditions and good quality of water in freshwater aquatic ecosystems is also raised, and methods for the restoration of water bodies are presented. The majority of the research presented in this Special Issue was carried out in Central Europe, and one of the papers concerns the area of West Africa—the edge of temperate climate zone.

Progress has been made on improving Europe’s water quality. Nevertheless, there is much scepticism as to whether the goals of the European Water Framework Directive will be realised by 2027. Addressing diffuse agricultural sources of pollution remains a persistent problem. The Special Issue “Water Quality and Agricultural Diffuse Pollution in Light of the EU Water Framework Directive” aims to advance the understanding of the different governance arrangements European Member States developed to address this problem. The contributions in this Special Issue focus on governance arrangements in Denmark, England, Flanders/Belgium, Germany, Ireland, Poland, The Netherlands, Norway and Scotland. The contributions address three themes. First, the contributions signal serious concerns with policy integration across policy domains. Second, it appears to be tough to prioritise source-based measures over effect-based measures of all sorts despite the principles embedded in the Directive. Third, scientific knowledge is an important ally for water interests, yet politicisation in power struggles looms. The contributions in the Special Issue offer reflections on the open, participatory, experimentalist governance that the WFD exemplifies. While most authors agree that this path is attractive and appropriate in some respects, questions can be raised as to whether it also avoids confrontations and hampers the effectiveness of policies.
